L X sec NORMAL X EXPEDITE URGENT DEADLINE DATE To approve Amendment 2 to the Agreement for Professional Services with Bruce Dees and Associates, LL.C. allowing for a contract time extension to December 31, Sky Valley Sportsman's Park is an undeveloped, county owned property in east Snohomish County near the City of Sultan. This park is intended to be developed into a multi-purpose shooting range, managed through a public-private partnership. The property is approximately 146 acres along the Sultan Basin Road and surrounded by Department of Natural Resources land. The County's 1986 Comprehensive Park and Recreation Plan first notes provision of a shooting facility as a long-term goal This goal is continued in the county's 2001 and 2007 Comprehensive Park and Recreation Plans. A feasibility study for a shooting range on several sites in the county was completed by a consulting firm in July of This study indicated that the Sultan Basin site was most feasible for a shooting range. Between 1997 and 2002 an extensive public outreach process was conducted which culminated in a Final Environmental Impact Statement (EIS) in April As part of the EIS, a number of studies were completed, however due to the passage of time, conditions may have changed requiring some of these studies to be revisited or re-done. Snohomish County staff began working in 2002 with State DNR staff to initiate the reconveyance of the Sultan Basin Road property. The reconveyance of this site was completed in December 2011.

3 SNOHOMISH COUNTY COUNCIL MOTION NO A MOTION OF THE COUNTY COUNCIL OF SNOHOMISH COUNTY AUTHORIZING AMENDMENT 2 TO THE AGREEMENT FOR PROFESSIONAL SERVICES WITH BRUCE DEES AND ASSOCIATES, L.L.C., AT SKY VALLEY SPORTSMAN'S PARK WHEREAS, Bruce Dees and Associates, L.L.C. was selected through the Request for Qualifications process to develop the Sky Valley Sportsman's Park Master Plan to include a public shooting facility and other park amenities; and WHEREAS, on April16, 2014, the County Council of Snohomish County approved Amended Motion No , authorizing the County Executive to sign and execute the Agreement for Professional Services with Bruce Dees and Associates, L.L.C. in the amount of $287,778 (the "Agreement"); and WHEREAS, Amended Motion No requires that the Department of Parks and Recreation present the design projects status and present certain document to the Operations Committee for discussion and comment starting specific tasks in the contract's scope of work; and WHEREAS, on October 1, 2014, the Snohomish County Council approved Amendment No. 1 by Motion No amending the Agreement, changing the expiration date from November 30, 2014, to May 31, 2015; and WHEREAS, the on-site wetlands were found to be extensive and limiting, Snohomish County Department of Parks and Recreation is investigating alternatives, including locating all, or a portion of the Sky Valley Sportsman's Park on other property in the general vicinity of the Park property; and WHEREAS, this investigation requires additional time that was not anticipated in the original project schedule; and WHEREAS, the Agreement expires on May 31, 2015, and the Department of Parks and Recreation projects that tasks will not be completed before December 31, 20 15; and NOW, THEREFORE, ON MOTION, the Snohomish County Council hereby approves Amendment 2 to the Agreement, which will extend the Agreement's expiration date from May 31,2015, to December 31,2015. 6 SNOHOMISH COUNTY COUNCIL AMENDED MOTION NO AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH BRUCE DEES AND ASSOCIATES. L.L.C., TO DEVELOP THE SKY VALLEY SPORTSMAN'S PARK- MASTER PLAN. INCLUDING A RECREATIONAL SHOOTING RANGE. AND REQUIRING SUBMITTAL OF A PROPOSED MASTER PLAN TO COUNCIL FOR CONSIDERATION CONSISTENT WITH SCC 2.16 WHEREAS, the 2006 Snohomish County General Policy Plan Objective CF?.A states "Acquire parklands and develop recreational facilities to meet existing and projected growth needs in accordance with the guidelines and priorities specified in the Comprehensive Park and Recreation Plan;" and WHEREAS, the 2007 Snohomish County Comprehensive Park and Recreation Plan Goal 4.0- Special and Dedicated Uses, Objective/Policy 4.h states "investigate the feasibility of special use recreational facilities such as: BMX, off road vehicles (ORV), mountain biking, equestrian, shooting ranges, disc golf and other uses;" and WHEREAS, the Snohomish County Council (County Council) affirmed its identification of this site, in the Sultan Basin, for a public park and requested the Washington State Department of Natural Resources reconvey the property to Snohomish County for public park use and recreation, including the development and operation of a public shooting range, by Motion No approved by the County Council on October 11, 201 0; and WHEREAS, the State of Washington acting by and through the Department of Natural Resources (DNR), reconveyed the property to Snohomish County and Snohomish County accepted the reconveyance by Motion No , approved by the County Council on March 30, 2011; and WHEREAS, the 2013 Budget included Budget Note 8, which required additional information to support developing a recreational shooting range including a business plan, and WHEREAS, completing a master plan will facilitate creating a business plan and identifying potential partners to support developing, operating, and managing Sky Valley Sportsman's Park, including recreational shooting range; and WHEREAS, Bruce Dees and Associates, L.L.C., was selected through the Request for Qualifications process to develop the Sky Valley Sportsman's Park - Master Plan to include a public shooting facility and other park amenities; and WHEREAS, the total amount of this contract with Bruce Dees and Associates is $287,778; and WHEREAS, the Sky Valley Sportsman's Park - Master Plan will establish a long-term vision for and guide the phased investment, development, operation, maintenance. and management of a significant Snohomish County park and recreation facility; and WHEREAS, Snohomish County Code (SCC) provides that the duties of the parks division include to "plan and develop master plan for county parks" and sec

7 provides that the Parks Advisory Board "shalf advise, consult, and assist the director of parks and recreation and the parks division in recommending to the executive and council actions" including on "master plan for county parks:" NOW. THEREFORE. ON MOTION, the County Council of Snohomish County hereby: 1l Approves of and authorizes the Executive to sign and execute the Agreement for Professional Services with Bruce Dees and Associates. L.L.C., for Sky Valley Sportsman's Park- Master Plan in an amount not to exceed $ ; and ~ Requires that between Task 4 (B), Ad-Hoc Committee Meeting #3, and Task 4 (C). Staff Work Session #3, the Department of Parks and Recreation (department) shall present the status and copies of master site plans alternatives to the County Council's Operations Committee (Committee) for discussion and comment; and ~ Requires that between Task 5 (B), Ad-Hoc Committee Meeting #5, and Task 5 (C), Staff Work Session #4, the department shall present the preliminary master plan and cost estimate to the Parks Advisory Board (Board) and the Committee for discussion and comment; and 11. Requires that between Task 6 (B), Cost Estimate and Phasing Plan Document, and Task 6 (C), Snohomish County Pre-Development Conference, the department shall present a proposed master plan to the Board to consider making a recommendation regarding the proposed Sky Valley Sportsman's Park- Master Plan; and l Requires that the department shall submit a motion, the proposed Sky Valley Sportsman's Park - Master Plan, the Board's recommendation, and the Master Plan Report to the Snohomish County Council for consideration of approval; and.l Requires that before Task 6 (C), Snohomish County Pre-Development Conference, the department shall present a planning level business plan to develop, operate, and manage the proposed Sky Valley Sportsman's Park, including recreational shooting range, to the Committee for discussion and comment; and Z2. Requires that the department shall not begin Task 6 (C), Snohomish County Pre Development Conference, until the County Council has approved the Sky Valley Sportsman's Park- Master Plan.
