2 REQUEST FOR QUALIFICATIONS (RFQ) ARCHITECTURAL DESIGN SERVICES FOR WELCOME CENTER AT MOZINGO LAKE RECREATION PARK Introduction: The City of Maryville, Missouri has initiated a Request for Qualifications (RFQ) process to identify a vendor qualified to offer architectural design services for a Welcome Center at Mozingo Lake Recreation Park. Services will include site plan, preliminary design and cost estimates, and construction plans. The facility will serve as both a visitor s center and main administrative office for the park. Mozingo Lake Recreation Park: The City of Maryville is located in northwest Missouri, approximately 90 miles north of Kansas City. Mozingo Lake Recreation Park is a City owned park that was originally developed as a stable source of water for the community. While serving as the City s water reservoir continues to be Mozingo s primary purpose, it has also developed into a regional outdoor recreational destination and a source of tourism for the Maryville community. Mozingo Lake Recreation Park is a 3,000-acre park, with a 1,000-acre lake and provides outdoor recreation opportunities for every season. The amenities located at the park include: 18-hole championship golf course 9-hole Tom Watson designed Executive/Junior golf course (opening Fall 2015) 103-space, full service RV Park 13-space, full service RV Park, dedicated for equestrian use 37 primitive lakeside camping sites Seven (7) fully equipped, modern, lakeside cabins Primitive & paved hiking trails, including an 8-mile (+/-) dedicated lakeside equestrian trail Youth Camp facilities including overnight cabins accommodating up to 64 & a large multi-purpose building with full kitchen that can accommodate up to 128 Three (3) boat ramps (2 handicap accessible) Public swimming beach Covered picnic shelters with restrooms Playgrounds Hunting Boating Information booth with concession sales Remote controlled aircraft landing field MOERA: Also located within the boundaries of Mozingo Lake Recreation Park is the Mozingo Outdoor Education Recreation Area, commonly known as MOERA. MOERA is a 320-acre facility operated by Northwest Missouri State University offering a variety of recreation and organization team-building opportunities through a rope course, challenge course, trap shooting range, archery range, observatory, and canoe and kayak rentals. 3 1. Project Background: In October, 2014 the City of Maryville approved the Mozingo Lake Recreation Park Master Plan. A central component of the Master Plan and one of the most significant structures to be added to the property is a new visitor s center/administration office building. This facility is to be located along the entry road into the park, and house an information desk, rental headquarters, gift shop, convenience store, storage facilities, and administration offices. For the public, the structure will be the Welcome Center for Mozingo Lake Recreation Park. Park patrons will utilize the facility as a go-to place for check-in, information, recommendations, rental equipment, reservations, and concessions. Visitors will be encouraged to stop at the center when first entering the site in order to check into their cabin or purchase a permit to boat on the lake. The Welcome Center will offer convenience store items such as dry foods and bottled drinks, small bait shop, gift shop, interpretive wall, permit counter, game room, and restrooms. The basement floor of the building will be open for storage and storm shelter needs. The Welcome Center will also provide office space for the park operations manager, maintenance manager, recreation coordinator, MOERA representative, receptionist, and up to four (4) interns. A conference room will be included to accommodate meetings for ten-to-twelve people. The general location for the Welcome Center is determined in the Master Plan; however site planning is required for the facility and any roadway relocation, parking lots, landscaping, or outdoor storage facilities for propane, firewood, and ice. Any roadway realignments or parking lots must be designed to accommodate large Recreational Vehicles (RV) and boat trailers. Provided below is an estimated summary of square footage needs: 5,000 gross square-feet Four (4) offices: 100 square-feet each Open office space: 300 square-feet Conference room: 400 square-feet Game room: 300 square-feet Bait shop: 100 square-feet Gift shop: 200 square-feet Convenience store: 200 square-feet Open basement: 2,000 square-feet In preparing their proposals, respondents should consider the following criteria: Visual Appearance. An attractive design of the Welcome Center is critical. The high quality of Mozingo Lake Recreation Park should be conveyed from the initial impression of the facility; however it will be important to remain true to the existing architectural character of the park as well as the surrounding land uses that are predominantly rural. It is important that the building be visually attractive, but welcoming and conveying a sense of outdoor recreation. Functional. The Interior of the Welcome Center should provide a functional and efficient layout to maximize use of space. Energy efficient. Proposals will be encouraged to analyze the Welcome Center design for energy efficiency where possible including use of alternative energy sources such as solar, wind, and geothermal. Budget. While the design of the building is important, the overall cost of final construction is an essential determining factor for the feasibility of any project at Mozingo Lake Recreation Park. 4 As such, building construction utilizing budget friendly materials and methods is strongly encouraged. Future design projects at Mozingo according to the Master Plan may include the design/build of a large outdoor shelter pavilion, maintenance building, two (2) small scale amphitheaters ( person capacity), one (1) large scale amphitheater (10,000 15,000 person capacity, conference center (approximately 6,000 square-feet), cabins, and a second four-season enclosed pavilion. 2. Scope of Services: The City of Maryville is seeking a consultant to provide architectural design services for a Welcome Center at Mozingo Lake Recreation Park. The design for the facility should be attractive and functional for the park. The selected consultant will work with staff to develop a final scope of work for required services. The minimum scope of professional services shall include Conduct onsite analysis and review material on file with City to determine best design practices for the project Preparation of preliminary designs, including floor plans and elevations. Prepare preliminary cost estimates to include all cost related assumptions, construction scope items, FF&E estimates and project soft costs. Presentation to Mozingo Advisory Board and City Council for formal approvals Site Plan and Construction Plan design. Preparing architectural, civil, structural, electrical, mechanical, plumbing, and fire protection design drawings and Contract Documents. 6. Content and Format of Qualification Submittal: Respondents Statement of Qualifications (SOQ) shall contain responses to all the items below, in the same order as specified: a) State the name, complete mailing address, , telephone, and fax number of no more than one Project Manager for your proposal. b) Furnish a brief history of your company/firm. c) Provide a description of your company/firm s experience in projects of similar size and scope during the past five (5) years, including a contact person and phone number of the agency/firm where the work was performed. d) Include a sample(s) of similar work performed for other agencies (samples to be returned if necessary). e) Provide a statement of your company/firm s approach or understanding of the project. f) List any subcontractor(s) whose services your company/firm would require to complete the project. Identify the specific tasks subcontractor(s) would perform, describe their qualifications for performing the task(s), and their chargeable rates. g) Describe how your company/firm s Project Manager and staff will communicate and work with designated city representatives during the project. h) Confirm that your company/firm and staff are not working for any company, party, or entity that has any interest in any existing or anticipated future development application in Maryville. i) All bidders shall comply with the requirements of Section RSMo, E-Verify, and complete the attached Affidavit of Work Authorization form and submit as a part of your response to the Request for Proposal. 5 City Notices: All respondents shall note the following: a) All work performed for the City of Maryville, including all documents associated with the work, and shall become the City s exclusive property. b) The City of Maryville reserves the right to: Reject any or all RFQ submittals by respondents Request clarification of any submitted information Waive any informalities or irregularities in any qualification statement Not enter into an agreement Cancel or amend this process at any time Interview respondents prior to awarding a contract Negotiate all final terms and conditions of any agreements entered into Issue similar RFPs or RFQs in the future Respondents are liable for all errors or omissions contained in their SOQ submittals Respondents will not be allowed to alter submittals after the deadline for submission. The City of Maryville reserves the right to make corrections or amendments due to clerical errors in submittals by the City or respondent. Any and all costs arising from preparation of the SOQ and participation in the selection process incurred by any respondent shall be borne by the respondent without reimbursement by the City Respondents assume the risk of the method of dispatch of the qualifications chosen. No responsibility is assumed for delays caused by delivery service. Postmarking by the due date will not substitute for actual receipt. Submission of Proposals: In order to eliminate/reduce paperwork and costs a limited number of hard copies of the requested information shall be submitted along with a digital file in the form of a compact disc or a USB Flash Drive. Respondents shall submit three (3) hard copies of the qualifications and one (1) digital file to the City no later than 5:00 p.m. on January 28, All hard copies and the digital file shall be submitted together in one sealed envelope to the following address: City of Maryville Attn: Sheila Smail, City Clerk 415 N. Market St. Maryville, MO Re: Mozingo Welcome Center Design Statements of Qualifications received after the submission deadline will not be accepted regardless of postmark or the reason for the untimely submission. Prohibition on Contacting City Officials or Staff: Other than set forth in the next section, no respondent shall contact, or attempt to contact, any elected or appointed official, employee, or contractor of the City of Maryville regarding this RFQ. Improper contact of a City official, employee, or contractor shall be grounds for disqualifying the respondent from responding to this RFQ. 6 Questions about this RFQ: Questions regarding this RFQ shall be addressed by contacting Ryan Heiland, Assistant City Manager at (660) , or at Website for Mozingo Lake Recreation Park: Evaluation Criteria and Selection Process: The City of Maryville shall review all responses to rate each of the submitted qualifications and rank them in a selection order based on the following criteria and/or may contact any references provided. City staff will then present a written recommendation to the City Council for consideration. The City s evaluation criteria will be based on the following: A. Respondent s experience, performance record, qualifications, and technical competence. B. Demonstration of the consultant s project management skills. C. Respondent s demonstration of a clear understanding of the services to be provided. D. Respondent s commitment and ability to complete the project. E. Respondent s proposed billing rates. F. Qualifications of the staff to be assigned. Education, position in firm, and years and types of experience will be considered, based on the information provided in the proposal. G.
