2 PROGRAM MONDAY 10th 08:30-09:40 Opening Conference Monterrey, City of Knowledge Jaime Parada, Institute of Innovation and Technology Transfer of Nuevo Leon (I2T2) In 2004, the Government of Nuevo Leon decided to follow up a strategy to transform the economy of the State from a manufacture-base to a knowledge-based economy. To achieve this, two main strategies were established: the creation of a technology park to attract research and development centers and the promotion of the clusterization of main industries in Nuevo Leon. In these ten years, Nuevo Leon has been able to attract more than 40 R&D Centers in the technology park with more than 2,000 researchers, and to promote 11 clusters, that fostered collaboration among companies, academic institutions and government. 09:40-17:10 Cluster Tours 09:40-17:10 Aerospace Cluster Tour The aerospace industry in Mexico had a continuous growth rate of up to 18% for the last 5 years, and Mexico has been the first receptor for Foreign Direct Investment in the aerospace sector all over the world since In the Nuevo Leon region, where the metalmechanic work is a strong tradition, many Mexican companies managed to enter the aerospace industry as tier 1 or tier 2 for the major global aerospace OEMs. Created in 2009 to gather all the major aerospace actors of the region, Monterrey Aerocluster, the Aerospace Cluster of Nuevo Leon, brings together 30 active members participating in the aerospace components manufacturing, or providing maintenance and operation services for aircrafts. Nuevo Leon represents the 3rd region in Mexico with highest participation in R&D projects related to the aerospace sector, focusing on materials (metals and composites) and advanced manufacturing processes. In June 2014, the European Secretariat for Cluster Analysis granted Monterrey Aerocluster with the Bronze Quality Label for Cluster Management. The tour will start with a visit at FRISA, a world-class forging company, who entered the aerospace industry 10 years ago and received the st Global Supplier Award by the British engine manufacturer Rolls Royce. At FRISA, the group will learn the role of the cluster for the Mexican aerospace suppliers development and the implementation of research collaboration projects in our region. The tour will continue at the Research and Innovation Center in Aeronautical Engineering, to visit its 15 high-tech equipped laboratories: advanced materials lab, avionics lab, flight simulator and wind tunnel. The last visit will be at a shop dedicated to the maintenance and reparation of business jets. Finally, the tour will end in the state Research and Technological Innovation Park where the Monterrey, International Knowledge City program will be presented.

3 PROGRAM MONDAY 10th 09:40-17:10 Software and ICT Cluster Tour The Software Council of Nuevo Leon (Csoftmty) is the first cluster created in the State of Nuevo León. Founded in 2004, Csoftmty represents a solid industry, with over 35 years in international markets, and has more than 400 Software and ICT companies, among which are some of the most important in Latin America. Since its creation, Csoftmty has managed to increase the amount of engineers from over 2,000 to more than 14,000, representing an increase of 30% anually. The success of its working model has led the state to clusterize other strategic industrial sectors. The first stop of the tour will be at Naranya, one of Monterrey s most succesful mobile innovation startups in Latin America. Considered a Great Place to Work and with over 300 employees, Naranya operates in nine countries, including Mexico, Brazil, Argentina, Colombia, Chile, Ecuador and Peru. Naranya has helped develop the startup environment with 2 of their organizations called Naranya Labs and Naranya Ventures. The first one is an accelerator for mobile solutions, while the second one offers a venture capital solution for startups with a promising future. The second stop will be at Alestra, a high end ICT solutions company. With over 100 million dollars in annual investment and a latest generation fiber network, Alestra provides the most innovative and secure ICT solutions nationwide for enterprise industry of all sizes, from SMEs to Corporate companys. Alestra is also considered a Great Place to Work and has won many other awards, among which are the Superbrands recognition and the National Prize for Technology and Innovation. The third and last stop will be the Monterrey IT Cluster (MITC), which is an intelligent building located inside the Industrial Park for Investigation and Technologic Innovation. MITC consists of more than 30 experienced companies that offer high end software solutions thanks to their worldclass certification, making it one of the 3 most competitive Clusters nationwide. 09:40-17:10 Automotive Cluster Tour The metalworking vocation and the presence of the highest ranked universities in Mexico, have been the pillars of growth of a global and highly competitive automotive industry in the northeastern states of Mexico: Tamaulipas, Nuevo Leon and Coahuila. The region comprises of 6 Original Equipment Manufacturers such as General Motors, Chrysler and Navistar and +1,000 suppliers that employ directly 200,000 people approx. The tour will be hosted by the Automotive Cluster CLAUT which is a nonprofit organization with a membership of 80 organizations, located in the city of Monterrey, Nuevo Leon. CLAUT started operating in 2007 and it has grown consistently reaching an operating structure of 10 working committees. 2 years ago, CLAUT was part of the first evaluation made by the European Cluster Excellence Initiative to non- European clusters and it received the Bronze Label. This year it is in the process of evaluation for the Gold Label.

4 PROGRAM MONDAY 10th The first stop will be at Sisamex, a major Mexican Tier 1 supplier for the Heavy Duty Vehicle Industry and member of CLAUT. Sisamex will share with the group how specific efforts in areas such as supplier development, innovation, human resources and energy efficiency with CLAUT, have helped them accomplish strategic projects, in particular, how the inter-institutional automotive masters program has been of support to initiate their research, development and innovation capabilities. The second stop will be at the CIIDIT-UANL research center located in the state Research and Technology Innovation Park to visit the Automotive Tech Center, which is an example of the highest level of collaboration CLAUT has achieved between Industry, Academy and Government. The project is in its first phase which is a Product and Process Design and Advanced Simulation Center. Finally, in the same building, the tour will finish with a presentation addressed by the CLAUT manager about the operating model, experiences, projects, members and best practices that will invite all the attendees to participate asking questions, sharing ideas and connecting each other s organizations to collaborate. 09:40-17:10 The Home-Appliances Cluster Tour The Home-Appliances Cluster (CLELAC) is a Civil Association integrated by businesses, academic institutions and government agencies that cooperate in the development and promotion of the home-appliance industry. The cluster seeks to increase the competitiveness of this sector through its supply chain in order to generate benefits and contribute to the economic development of the region. During this Cluster Tour, delegates will visit a transnational home-appliance manufacturer with important operations in the State of Nuevo León. Next stop will be a visit to the facilities of a key supplier company of the industry in the region. The tour continues to Universidad de Monterrey, one of the most important universities in Mexico, which coordinated the strategic plan of the cluster through research and interviews with most of the major home-appliances manufacturers and its suppliers in Mexico. 09:40-17:10 Monterrey Nanotechnology Cluster (MNC-9) Monterrey Nano Cluster (MNC-9) is a regional innovation cluster that assembles demand-driven technology projects in order to increase nanotechnology transfer amongst the established manufacturing sectors in the state of Nuevo Leon. MNC-9 dynamics are based on a second-to- none engagement of the local innovation ecosystem including: large manufacturing corporations, universities, start-ups, technology incubators, public research centers, and government institutions. The Tour will be hosted by MNC-9. This cluster was conceived in 2009 as a private sector council exploring the possibility of incorporating nanotechnology as a premium enabling technology to increase local industry competitiveness.

The Housing Cluster of Nuevo León includes three housing companies of the National Top Ten Annual Edition 2013: JAVER, MARFIL and VIDUSA, and the three companies with the highest ratings on the best quality standards: GP VIVIENDA, MARFIL and PROMOTORA ENLIZONDO; along with the most important Mexican bank in the country, BANORTE. Its operation network produces, distributes and markets cement, ready-mix concrete, aggregates and other related products in more than 55 countries, and is part of Housing Cluster of Nuevo León Counsel, A.C. 09:40-17:10 Agroalim Cluster Tour The regional level influence on the agri-food, its sector (agriculture an food production), the collaboration of all agents involved in the development of the sector, and the balance between competition and cooperation, its noticeable that its the perfect environment to develop the Agri-Food Cluster. The Agri-Food Cluster is a nonprofit organization integrated by businesses, academy and government agencies. It started operating in 2009 and operates 5 committees at the moment. The Cluster Tour will begin with a visit to GRIFFITH LABORATORIES, a company that has build a reputation for quality and dependability with their customer partners, and using innovation as a foundation for differentiation and with a global curiosity for new opportunities. The TCI community met in Southern Denmark to learn from the best practice on clusters in one of the leading economies in Europe, where innovation and creativity are part of its DNA. This year, the discussion moves to the North of Mexico, a very different setting between the developed economies of North America and the developing world of Latin America. Manuel Montoya (Moderator) After 20 years of Free Trade Agreement with Canada and the USA, Mexico gained a key role in the competitiveness of North America. This led Mexico to attract important Foreign Direct Investments that supported the creation of jobs and the stability of the macro economy of the country. Nevertheless, 2% of the average growth of the country s GDP in the last 13 years is still low for the required growth in a country of 115 million people where the challenge to close the gap between the poorer and the richer regions is still present. The current federal government has launched important economic reforms, i.e. to open energy production to private investment, the limitation of monopolies in telecommunications industry, a more flexible financial system, etc. Will these reforms allow Mexico to break free from its limited growth? What will be the industrial policy for the country and the role of clusters in upgrading its competitiveness?

A population of 588 million inhabitants comprises 8.5% of the world population. What makes the difference today is the youth of its population, with an average of a 25 year-old population, in contrast to the developed world with over 40 year-old. With the general increase in life expectancy all over the world, Latin America s youth bonus may give the region an opportunity to meet the needs of other regions with older population. But, what are the obstacles faced by this region to play a more competitive role in the world? What are the main actions that Latin America needs to perform in order to grow as necessary and improve the quality of life and wealth of its people? 12:10-13:30 Cluster Labs The cluster labs are designed to give interested participants an opportunity to get knowledge and immerse themselves in new and alternative topics related to cluster development. For each cluster lab there is a lab director who is in charge of designing and facilitating his/her own lab. Room A Management 3.0 for cluster management how to be a creative networker under uncertainty. New approaches for Cluster Management from effectuation, scrum, lean startup and more Cluster management is an art which is based on facts and figures, statistics, research, financial calculations, expert knowledge etc. Klaus Haasis invites to have a broader perspective on how to develop a human framework for creativity, innovation and collaboration - based on his long experience in cluster management. He presents some now findings from neurobiology and new methods for collaboration coming from entrepreneurship research (effectuation) and software development (scrum) bundled in the agile management 3.0 concept for cluster managers. Management 3.0 for cluster management will cover the topics + the turkey illusion - can I rely on the experiences of the past? + uncertainty profiling - how to become risk savvy? + commitments - an underestimated factor in cluster management + Kudo Box and Kudo Cards - the personcentered approach

Klaus Haasis is an international innovation coach and business angel. He is recognized as one of Europe s most experienced designers and managers of innovation systems, cluster initiatives and collaboration processes. He holds degrees in media engineering and journalism and is a certified Coach and Counsellor, Scrum Master and Effectuation Expert. He is committed in supporting and coaching entrepreneurs, executives, clusters and teams in innovation management and creative thinking, and he is a business angel through his company Combine Innovation GmbH. He is specialized in blended learning and blended coaching processes combining support and training through the internet with phases of established physical presence. Room B Cluster Ecosystems Analysis What is a cluster s ecosystem? How do you analyze a cluster s ecosystem? And how can you use the results from the analysis to design and implement a cluster strategy? In the first part of this lab you will be introduced to a simple model for analyzing a cluster s ecosystem and you will get a good understanding of the different steps behind the analysis as well as the tools you can use in performing a cluster ecosystem analysis analysis. In the second part of the lab we will be looking at how a cluster organisation can apply the results from the analysis as a leadership tool in developing a cluster strategy, identifying priority actions and screening for new business opportunities and partners. The lab will focus on a Cluster Ecosystem Model which is used to analyze 5 clusters in Denmark and with a particular focus and attention to D2i Design to innovate, an emerging cluster in the Region of Southern Denmark. The cluster lab is led by TCI Director Lotte Langkilde, Thit Juul Madsen, D2i Design to innovate and Louise Fenger Kornum, University of Southern Denmark. Thit Juul Madsen. Background in CSR and textiles Lotte Langkilde is Director of REG X - The Danish Cluster Academy , which is focused on clusterbased regional development, cluster- and ecosystem analysis, cluster strategy and training for high level policy makers and cluster managers. Her recent areas of work focus on international strategies for clusters, strategic collaboration between large companies and entrepreneurs in clusters and building/facilitating ecosystems across borders. Lotte has a background from the Danish Ministry of Economics and Business Affairs, serving at the Department FORA (Research and analysis unit), in which she was involved in national and regional innovation strategies, cluster policy and capacity building for cluster managers Louise Fenger Kornum is project manager at the Danish cluster academy REG X. She has participated in several international cluster projects and has for the last 5 years worked with supporting and developing the Danish clusters. She has managed several projects including a German-Danish cluster project which has been recognized as a good practice case by the European Commision. Through this project Louise has gained extensive knowledge and practical experience with linking clusters cross-border. Louise is responsible for communication and marketing at REG X and she played a central role in planning and developing the concept of last year s TCI conference in Kolding, Denmark.

10 PROGRAM TUESDAY 11th Room C Cluster Academy Workshop: Learning from a cluster region Since 1998, Upper Austria perceived as a truly successful model of a cluster region and widely shares its expertise in cluster management operations. The cluster management workshop covers the areas of knowledge management, initiation and support of cooperation projects, qualification and event management, internationalization, international projects financing and evaluation & measuring This Cluster Academy Workshop shows how successful clusters work, using Upper Austria as an example which gives an input, how these processes could be implemented in your region. An additional benefit is the networking and exchange of experience effect with international participants, sharing the same interests in cluster activities. The well known TCI Director Werner Pamminger will conduct the training. Being CEO of Clusterland Upper Austria Ltd. for nine years, Werner Pamminger has now being appointed CEO of the newly founded Business Agency of Upper Austria (a merger of the following companies: TMG Ltd., CATT Ltd, Clusterland Upper Austria Ltd. and the Upper Austrian Business Park Ltd.). 13:30-14:30 Lunch 14:30-15:50 Parallel Sessions Common problems, common markets and shared value creation. Cluster initiatives try to address common problems that affect the competitiveness of companies and organizations in their regions. New markets are difficult to reach without certain critical mass. Clusters are also beneficial for exploiting economies of scale. Establishing successful cluster initiatives, along with good cluster management, gives the opportunity to identify and solve economic and social failures. The clusters activities generate common solutions to problems and are a helpful tool for companies to gain market access, creating shared value for their members. This track includes presentations related to the following questions: What strategies are followed to identify and address common problems and solutions in cluster initiatives? Is value creation identified by the actors of the cluster? How do the initiatives strengthen the social capital between the cluster actors, and between clusters and their surroundings? This track is relevant to cluster actors that manage the activities of a cluster organization and work out these common problems and activities. The concept of shared value can be defined as policies and operating practices that enhance the competitiveness of a company while simultaneously advancing the economic and social conditions in the communities in which it operates. Shared value creation focuses on identifying and expanding the connections between societal and economic progress. (Porter & Kramer, 2011) The track will address how clusters are helping companies and nonprofit organizations to collaborate in different ways. Does the activity of a cluster reduce the perception and reality that communities have little benefit from the companies operating in their location? Cluster initiatives are aimed at improving the relationship between companies, and academic and research institutes, reinforcing the innovation ecosystems in regions. The purpose of this track is to understand how companies have increased their competitiveness through innovation projects and other activities, which would not have happened otherwise. We have included presentations showing best practices examples of cluster initiatives engaging in innovation support, which has a positive impact on companies and especially SMEs. The question we raise in this track is: Which role do research centers and providers of competence (e.g. universities) have in the creation of innovative new products and services within a cluster? Best practices and the introduction of new tools are will be discussed. For the last 20 years cluster initiatives have been developed in different parts of the world, with different results. In Europe the cluster concept has spread extensively, with different approaches depending on the region. But what has happened in other parts of the world? How have clusters evolved in Asia, Africa, Oceania and Latin America? What works for these regions and what does not? Does innovation have a similar role in clusters in these regions compared to Europe or North America? The main purpose of this track is to present experiences on how clusters can be implemented in regions outside Europe and North America and how they can help to foster regional development. Negative experiences are also important in order to understand what doesn t work in different parts of the world and why.
