1 programme Human capital is a key factor for innovation, productivity and growth; however, the absorption capacity of the local and regional innovation systems (research centres, industry) in peripheral regions and cities is often limited, and it frequently leads to over qualification and/or migration, with the associated problems of brain drain. Thus, the W4T project (Interreg IVC) mainly addresses two simultaneous issues, both sides of the same coin. On one side the generation and filling of job opportunities in local innovation systems that may offer employment opportunities to local (talent retention) and external (talent attraction) high value human capital. The reverse side is the identifi cation of mismatches between supply and demand. The aim of this conference is to Identify and disseminate strategies/actions/tools able to expand the development of a knowledge based economy and to enhance skilled human capital, building new tools for the growth of highly qualified jobs and adopting measures that favor the attraction and the retention of brains. 8:55-9:15 RECEPTION Welcome and introducción. 3 3RD SPEECH. Benoît Dalbert. Benoît provides assistance to potential applicants, is involved in the assessment procedure and monitors the approved projects. He is also actively involved in the preparation of the INTERREG EUROPE programme. Before joining the INTERREG IVC JTS in October 2007, Benoît worked for the French public administration as Policy Officer for cross-border, transnational and interregional cooperation programmes. He represented France in the Monitoring (& Steering) Committees of the four INTERREG programmes involving the Nord-Pas de Calais Region. Benoît holds a Master of Arts in Interdisciplinary European Studies from the College of Europe in Natolin (PL) as well as a Master of Arts in Political Science & European Affairs from Sciences Po Paris (FR). He speaks French, English, German and Polish.

4 MODERATOR: Marco Manero I work in enterprise creation, public local development projects and policies. Participant (in various capacities) in numerous European Union-funded projects organized by regional and local authorities on the themes of enterprise start-ups, employment policies and technological innovation; as well as attending and/or designing various academic courses on relevant laws, economic development and public policy evaluation. 1ST ROUND TABLE. Marika Paakkala. Mrs Paakkala has graduated from Helsinki University of Adult Education in Before current position she has 15 years background working in a business sector in such companies as Nokia Corporation (involving in quality improvement issues), Fortum Corporation (working in Leadership and management programs) and Konecranes Corporation (involving in human resources development issues). Currently she work as a Project Director in Aalto University Small Business Center. The Small Business Center (SBC, est 1980) specializes in developing entrepreneurship and business skills. As a head of Aalto Up Start-Up Center (ASUC) Marika Paakkala is responsible of developing large scale of business incubator/acceleration services for start-up companies as well as designing large scale of different entrepreneurial activities and programs for pre incubation phase. Mónica Madrigal. Monica Madrigal is an economist, specialized in public and social policies. She started her career as assistant lecturer at the Department of Political Economy and Public Finance of the University of Barcelona. In 2004 she joined the Metropolitan Strategic Plan of Barcelona, a public private partnership for the development of the Barcelona area. As head of the Technical Cabinet, she was in charge of economic analysis and territorial indicators. In 2009 she started a new responsibility in Barcelona Activa as head of the talent attraction programme Do it in Barcelona, focused on promoting policies to make Barcelona an attractive destination for entrepreneur and professional talent. From 2012 she is head of the Business Landing Service at the Business Department of Barcelona Activa. Hilden Holm. Hilde Holm has been CEO for the cluster organization Arena Health Research & Innovation since In this period the cluster has initiated several important innovation and research project for the health and care sector.

5 MODERATOR: Thomas Friis Konst Thomas Friis Konst, a real European with a mixed Scandinavian and Dutch background is the Vice-President of KEN Knowledge Economy Network in Brussels and Ljubljana in Slovenia. He counts with 27 years experience of which nearly 22 years in Brussels at management level. As Vice-President of West Sweden for 5 years and as Head of the EU Mission of the Stockholm Region for a period of nearly 10 years, which included Stockholm, St. Petersburg and Warsaw. Parallel with this he was the EU representative for the Norwegian ENS Environmental Northern Seas in Brussels as well in charge of the UBC Brussels Antenna Union of Baltic Cities, Gdansk in Poland. Based on this solid knowledge from local and regional authorities in approx. 50 countries on five continents he has given more than thematic European Affairs presentations. His commitment resulted in more than 50 external publications in different languages. 2ND ROUND TABLE. John Dennehy. John is managing director of AssemblyPoint Ltd, a recruitment software and marketing company. The company operates the brands Make IT in Cork, Make IT in Ireland and Zartis.com. All three products are based on attracting ICT professionals to live and work in different cities. The company also works with a range of public sector clients, such as Amsterdam Economic Development Board, and large corporates, such as Ryanair and PayPal. The company is based in Cork, Ireland and is shortly opening offices in Madrid and London. Over the past 15 years John previously co-founded three Internet companies all of which were sold. Yvone van Hest. Management of projects on international labour market development for the Brainport Region and the Netherlands. Main goals: to attract, settle in and retain international knowledge workers and students on all educational levels, within a network of businesses, knowledge- and educational institutions, governmental partners and other stakeholders; to build up a European and worldwide network on the subject of knowledge exchange and international labour; to connect the talent subject with the other international taskfields foreign direct investment, innovation & start-ups and trade on a strategic level. Specialties: program & project management; strategic account management; international marketing & PR; recruitment; building worldwide networks with knowledge and educational institutes, governments and companies Valeria Bandini. Valeria is the European and International Dept. Manager of ASTER. She has a degree in Economics from Bologna University and holds post-graduate degrees in business development and management, International Trade Law and European Affairs. Valeria has coordinated for ASTER Spinner 2013, the regional ESF Global grant dedicated to advanced training in the areas of technology transfer, innovation and entrepreneurship. She has also designed and managed Spinner International Mobility actions. As from 2010 Valeria coordinates Climate-KIC Regional Innovation activities in Emilia-Romagna, including specific programmes dedicated to innovation, education and entrepreneurship.
