2 History of partnership approach in Barycz Valley 2004 r. first animation done by the foundation located outside Barycz Valley Ecodevelopment Foundation and communes and poviats association of Barycz Valley 2005 r Leader type measure under SOP establishement of LAG and implementation of LDS Since 2008 implementation of LDS under RDP Since 2009 implementation of LDS under OP Fish Participation in Do locally Programme financed by Polish American Freedom Foundation (microgranting)

4 Budget 3,5 MEUR 12 MEUR EUR every year (grants for informal groups)

5 Organs: General Asembly 120 members Board (5 members) Decision making body responsible for project selection separte for RDP and OP Fish (around 25 members each) Audit Committee (3 members)

6 IS IT EASY TO BE 2 IN 1? Contract signed with Voivodship Self Government (RDP) and with the Minsitry (OP Fish) Different rules concerning budget monitoring and allocations more flexible in RDP, in two years intervals in OP Fish Lack of common monitoring system for both RDP and OP Fish IT system only for RDP but LAG is not a user Lack of official metodology of cost splitting up to LAG/FLAG

7 Management board 1. Responsible for contracts implementation including: Publishing calls for proposals according to timetable and allocation Organisation and superivision of the office Designing and supervision of animation and activisation activities 2. Board members should work socially but under RDP if they provide addittional work in LAG office they can be paid.

8 Decision making body Cannot work in the office or be board member Daily allowances or a contract depending on no of application to be evaluated Separate for RDP and OP Fish Rules of procedures Software to download designed to assess online the applications by DMB members. Allows to verify the sector balance during voting, is archive of applications and communication platform among DMB members

9 Main tools to reach the goals of both strategies namely integrated development of Barycz Valley are targeted animation activities and local selection criteria

10 Amimation and activisation Comes from running cost and animation budget in each strategy. To be succesul it has to: be targeted, adjusted to recipients needs and legal environment support the achievement of result and output indicators so to bring benefits in medium and long term perspective be open and understandable contribute to creation and development of the coherent area offer and its brand

11 Local selection criteria To be efficient it has to: support area specifity, be in line wiht animation activities contribute to LDS indicators achievement be understandable for applicants objective or precisely described contribute to creation and development of the coherent area offer and its brand

13 Certification system Leads to not only promotion of tourist offer but also integration, links building among local producers and service providers Certification system was designed Barycz Valley recommends which concerns development of local tourists products and services Granted annually during special competition. Labelled products and services have to be high quality and environment friendly Within both LDS half of applicants have already been labelled or are candidates

14 Brand has been granted since 2008 to among others bakeries, fruit and vegetables producers, restaurants, hotels

15 Brand is also granted to fish farmers and processors and restaurants offering carp the most recognised product of Barycz Valley

16 Carp Days The aim is to promote unique beauty of the area, its producers and service providers but also toursit offer all under flag product - carp

17 Results of Carp Days 7 th edition participants Over 25 events and 50 organisators Milicz Carp was recognised as the most famous product of Lower Silesia Carp is in regular offer of the restaurants Rewarded in the competition organised by Ministry of Agriculture for the best event promoting regional product

18 Traditional architecture catalogue Was prepared for Barycz Valley Contains ready to use projects of houses, arbors, sheds, fences, tables, branches, information tables it can be used for free by the applicants who tend to have traditional architecture even in private property Each chart includes dimensioning and list of elements (including the list of necessary permissions) which allows to prepare cost estimation very quickly Added value? Building the new buildings in line with tradition Cooperation of local design companies Website on architecture of Barycz Valley is planned in order to promote good practices
