Maple Street, Suite 102, Mason, Michigan December 12, 2016 The Ingham County Parks & Recreation Commission held a Regularly Scheduled Meeting at the Human Services Building, Conference Room A, 5303 S. Cedar Street, Lansing, Michigan. Board Members Present: Absent: Also Present: Call to Order: Minutes: Commissioner Teri Banas, Matt Bennett, John Czarnecki, Ryan Earl, Commissioner Carol Koenig, Sarah Nicholls, Cherry Hamrick (entered at 6:03pm), Paul Pratt (entered at 6:06pm) and Jonathan Schelke Robin Lewis Park Director Tim Morgan, Financial Coordinator Karen Fraser, Recording Secretary Nicole Wallace, Lake Lansing Park Manager Pat Witte, Burchfield County Park Manager Jeff Gehl, Hawk Island Park Manager Brian Collins, and Steve Leiby- Tri-County Bicycle Association Chair Nicholls called the Regularly Scheduled Parks & Recreation Commission meeting to order at 6:01pm Moved by Mr. Czarnecki and Supported by Mr. Schelke to approve the November 14, 2016 minutes of the regular meeting as written. Yes-7; No-0. MOTION CARRIED. LIMITED PUBLIC COMMENT None. LATE ITEMS / CHANGES / DELETIONS Agenda Item #9B - revised resolution. ADMINISTRATIVE REPORTS Mr. Collins provided an update on the magic carpet installation. OLD BUSINESS Special Event Capacity~ Mr. Morgan stated staff met and discussed park capacity for special events. The capacity for special events at Hawk Island is approximately 1,200 people. The Cider Run had 2,500 people and it exceeded the capacity of the park. Mr. Collins said we need to look at events on a case by case basis for review depending upon on how many people they expect. Commissioner Banas asked if there is a policy in place. Mr. Morgan stated there is the Special Event Policy and we can review and edit if needed. Trails and Parks Millage Applications Second Round~ Mr. Morgan stated there are two meetings in January to review the scoring. Mr. Morgan stated there is $3,042,175 available in this round. Commissioner Banas requested a summary of which entities grants were pending or awarded. Mr. Pratt stated his concerns regarding the scoring process. Mr. Morgan stated the initial review and scoring will be done by the Park Commission and then the consultant would review the applications. Commissioner Banas stated she would like the Park Commission to discuss how we are going to score the applications. Mr. Morgan referenced the match in the Ram 2 Burchfield Park application. The match is from Phase I and Phase II and they want it to count for Phase III. Discussion. 4

5 MINUTES OF THE MEETING Ingham County Parks & Recreation Commission December 12, 2016 Page 2 MOTION CONCERNING MATCH FOR TRAILS AND PARKS PROGRAM APPLICATIONS MOVED BY MR. SCHELKE, SUPPORTED BY COMMISSIONER BANAS TO APPROVE For the purposes of an applicant match, it has to be a current match, it cannot be a retro match. This is effective starting for the current round of the Trails and Parks Millage Applications. Yes-7; No-1 (Paul Pratt). Absent: Commissioner Koenig and Robin Lewis. MOTION CARRIED. Commissioner Koenig entered the meeting at 6:44pm. Mr. Morgan stated two projects that spoke to reimbursements should be discussed. Commissioner Banas stated we need to decide how far back we will reimburse projects. Mr. Bennett stated he does not think we should fund retroactive projects. Mr. Earl stated projects that have been tabled for years are now being completed with the intention that they could be funded through the park millage. Mr. Schelke stated he hasn t read the applications yet and suggested we review the applications before deciding on scoring. Commissioner Banas stated the intent of the millage was to encourage communities to invest in a County wide trail system. Commissioner Banas stated she doesn t think this serves our goal, if we go backward. We should work hard to get funds. Mr. Bennett asked if we should fund things retroactively. MOTION CONCERNING THE TRAILS AND PARKS MILLAGE APPLICATIONS WHICH HAVE BEEN LOCALLY APPROVED AND BID MOVED BY COMMISSIONER BANAS, SUPPORTED BY MR. CZARNECKI TO APPROVE The Park Commission will not entertain fund application requests for projects that have been locally approved and bid. Yes-7; No-2 (Paul Pratt and Jonathan Schelke). Absent: Robin Lewis. MOTION CARRIED. Mr. Bennett asked how to score for the match funds. Mr. Morgan stated TAP grants have not been awarded-he will provide a summary for which grants have been awarded or are pending. Commissioner Koenig stated we have to assume they will receive the grant, and if the grant is not funded we have to reassess. Commissioner Koenig said we cannot asses how other entities will score for grants through other entities. Mr. Czarnecki stated the award of the millage dollars is contingent upon approval of the grants. Mr. Earl asked if a community is awarded millage dollars are they required to provide proof that they have been awarded other matching funds noted in their application. Mr. Morgan stated the resolution would include language that funding is subject to an entity receiving grant funds. The project is contingent upon the matching funds stated in their application being approved. 5

EARL TO APPROVE Include language in guidelines a rule: Granting of proposals to municipalities is subject to the acquisition of local or grant match funding awarded when included in the original proposal. THE MOTION CARRIED UNANIMOUSLY. Absent: Robin Lewis. NEW BUSINESS None. REPORTS OF STANDING COMMITTEES Planning & Community Outreach Committee ~ Ms. Hamrick stated all the items are on the agenda for this meeting. Budget & Personnel Committee~ Mr. Czarnecki reviewed the budget report. Discussion. ACTION ITEMS: RESOLUTION #17-16 AMENDING THE PARKS DEPARTMENT SEASONAL EMPLOYEE WAGE SCHEDULE WHEREAS, the Ingham County Parks & Recreation Commission periodically adjusts seasonal wage rates; and WHEREAS, the last seasonal wage rate review was approved by the Parks & Recreation Commission on December 14, 2015 (Resolution #17-15); and WHEREAS, Board of Commissioner Resolution # authorized the Ingham County Parks and Recreation Commission to establish seasonal wage rates, subject to restrictions established by the Ingham County Board of Commissioners through the adopted budget; and WHEREAS, the 2 nd year rate begins one year from the original date of hire consistent with Ingham County policy; and WHEREAS, the adoption of the new minimum wage for employees within the State of Michigan will require the Parks Department to make an adjustment to seasonal wages to comply with State law. Yes-9; No-0. MOTION CARRIED. Mr. Morgan stated the lease expired and this is renewing for an additional year. Commissioner Koenig stated we cannot change the rate during the lease and asked if the Park Commission is solid on waiting to make a decision on the house by going forward with extending the lease a year. RESOLUTION #18-16 TO AUTHORIZE AN ADDENDUM TO THE RESIDENTIAL LEASE AGREEMENT FOR THE LAKE LANSING PARK SOUTH RENTAL HOUSE AT 1608 LAKE LANSING ROAD, HASLETT, MICHIGAN WHEREAS, the Ingham County Parks Department owns and maintains a rental house located within Lake Lansing Park-South; and WHEREAS, Board of Commissioner Resolution set the rental rate to $ per month for the property located at 1608 Lake Lansing Road in Haslett, Michigan; and WHEREAS, the Parks Department and the occupants of the rental house would like to extend the lease agreement through December 31, 2017; and WHEREAS, the rate of the lease agreement will be amended to $ per month for the renewal period per Resolution #14-115; and WHEREAS, the Parks Department and the occupants have agreed that either party may terminate the lease upon no less than 90 days prior notice; and WHEREAS, all other terms of the agreement shall remain the same. THEREFORE BE IT RESOLVED, the Ingham County Parks and Recreation Commission recommend the Ingham County Board of Commissioners authorizes an addendum to extend the lease agreement for the property located at 1608 Lake Lansing Road in Haslett, Michigan to December 31, BE IT FURTHER RESOLVED, that the rate of the monthly lease shall be $ per month for 7

BE IT FURTHER RESOLVED, that during the period of the renewal, the Parks Department or occupants may terminate the lease upon not less than 90 days prior notice. BE IT FURTHER RESOLVED, that all other terms of the agreement shall remain the same. Moved by Commissioner Banas and Supported by Commissioner Koenig that Resolution #18-16 be approved as written. Yes-9; No-0. MOTION CARRIED. Mr. Bennett stated we should not limit the meeting to one hour and strike this sentence: Meeting must conclude by 6:30pm due to the Human Services Committee meeting at 6:30pm. MOTION TO APPROVE THE 2017 PARK COMMISSION MEETING DATES MOVED BY MR. SCHELKE, SUPPORTED BY MS. HAMRICK TO APPROVE The 2017 Park Commission meeting dates: Instead of conducting meetings for the Budget & Personnel Committee and Planning & Community Outreach Committees, hold two Park Commission meetings each month. If there is no urgent business or due to months with holidays (November/December) the Executive Committee may determine to cancel one of the monthly meetings: o Park Commission meeting at 5:30pm 6:30pm the third Monday of the month (unless otherwise noted). o Park Commission meeting at 5:30pm the fourth Monday of the month (unless otherwise noted). THE MOTION CARRIED UNANIMOUSLY as amended. Absent: Robin Lewis. MOTION TO OPEN THE MASTER PLAN DRAFT FOR PUBLIC REVIEW MOVED BY MR. SCHELKE, SUPPORTED BY MR. BENNETT TO APPROVE To open the Master Plan Draft for Public Review THE MOTION CARRIED UNANIMOUSLY. Absent: Robin Lewis. RESOLUTION #19-16 HONORING JOHN CZARNECKI WHEREAS, John Czarnecki has served the community for many years; and WHEREAS, Mr. Czarnecki was appointed by the Ingham County Board of Commissioners to serve on the Ingham County Parks & Recreation Commission in June of 2004; and WHEREAS, Mr. Czarnecki has shown a remarkable level of leadership and devotion to the idea of 8

9 MINUTES OF THE MEETING Ingham County Parks & Recreation Commission December 12, 2016 Page 6 community involvement by actively seeking out ways to benefit the community in which he lives; and WHEREAS, Mr. Czarnecki served as an Ingham County Parks Commission member from June 8, 2004 through January 1, 2017; and WHEREAS, during his term as a Parks Commissioner Mr. Czarnecki was a member of the Budget and Personnel Committee; and WHEREAS, Mr. Czarnecki served as the Chair of the Budget and Personnel Committee; and WHEREAS, Mr. Czarnecki was able to bring into the Parks and Recreation Commission s deliberations relevant ideas and insights from his previous public service and personal experience; and WHEREAS, through his diligence, tact, and personal integrity, he has promoted a relationship of mutual respect, understanding, and cooperation between the Ingham County Parks Commission, other local governmental agencies and the community at large; and WHEREAS, throughout his term as a Parks and Recreation Commission member, Mr. Czarnecki has helped to advance, develop, and implement effective parks policies; and THEREFORE BE IT RESOLVED, that the Ingham County Parks & Recreation Commission, by adoption of this resolution, recognizes the impact and quality of Mr. Czarnecki s work, and expresses its sincere appreciation to him for the services and benefits which have been received by the citizens of Ingham County. BE IT FURTHER RESOLVED, that the Ingham County Parks & Recreation Commission extends to Mr. Czarnecki its best wishes for continued success in all his future endeavors. Moved by Mr. Bennett and Supported by Commissioner Banas that Resolution #19-16 be approved as written. Yes-9; No-0. MOTION CARRIED. PRESENTATION OF THE RESOLUTION HONORING JOHN CZARNECKI Chair Nicholls presented Mr. Czarnecki with the award. Mr. Czarnecki thanked the Park Commission and staff. Mr. Czarnecki stated we have an excellent park system and he is proud to have served on the Park Commission. Commissioner Banas, Commissioner Koenig, Mr. Schelke and Mr. Morgan thanked Mr. Czarnecki for his service. CORRESPONDENCE & CITIZEN COMMENT Chair Nicholls referenced the letter from the DNR. BOARD/STAFF COMMENTS Mr. Morgan stated each commissioner has a snow tubing pass in their packet and invited the commissioners to visit the park. Mr. Morgan stated per the request of Tri-County Bicycle Association, they were provided electronic copies of the millage applications. 11 INGHAM COUNTY PARKS & RECREATION COMMISSION Meeting of January 17, 2017 Resolution # -17 RESOLUTION TO COMPLY WITH PROVISIONS OF THE OPEN MEETINGS ACT SETTING PARKS & RECREATION COMMISSION MEETINGS FOR JANUARY 2017 THROUGH DECEMBER 2017 WHEREAS, it is necessary for the Parks & Recreation Commission to adopt an annual resolution to comply with the provisions of the Open Meetings Act of 1976, P.A. 267, as amended, and set dates, time, location and meeting rules and regulations of Ingham County Parks & Recreation Commission meetings for 2017, pursuant to the provisions of said Act; THEREFORE, BE IT RESOLVED that the Parks & Recreation Commission adopts the following meeting dates for 2017, time, location and amended meeting rules and regulations, pursuant to provisions of the Open Meetings Act, Public Act 267 of the Public Acts of 1976, as amended: I. The Ingham County Parks & Recreation Commission shall conduct meetings the third and fourth Mondays of each month unless otherwise noted below. V. The Recording Secretary or his/her designee shall be responsible for preparation, distribution and storage of all minutes of this Commission as required by the Open Meetings Act of 1976, Public Act 267, as amended. VI. The minutes of open meetings shall be available for public inspection at the office of the Recording Secretary, Ingham County Parks Department, 121 E. Maple St., Suite 102, P.O. To provide the public its right to address this Commission during any regular or special meeting, any member of the public may address the Commission for up to three (3) minutes per individual as scheduled on the agenda at the beginning of each meeting, and up to three (3) minutes at the end of the meeting at the time scheduled on the agenda for public comment; except that comments on an item scheduled for a public hearing may be made at that time pursuant to Section VIII hereof. At the discretion of the Chairperson, this time may be extended by granting an additional one (1) minute. During an agenda item, members of the public may not address the Commission unless recognized by the Chairperson. To accommodate public comment, the Commission Chairperson, at his/her discretion, may combine an agenda item into the public comment portion of the meeting in order to facilitate input from the public. VIII. To provide the public its right to address this Commission during scheduled public hearings, any member of the public may address the Commission for up to five (5) minutes per individual, when recognized by the Chairperson. All comments are to be directed to the Chairperson. Comments are to be specific and address only the subject of the public hearing, otherwise the speaker may be ruled out of order at the discretion of the Chairperson. IX. The Chair may call to order any person who is ruled out of order or who otherwise disrupts the orderly conduct of business at meetings, including speaking without being recognized, interrupting speakers, the Chair, Commission members or staff, exceeding designated time limits, failure to be germane to the issue at hand, use of vulgarities, or otherwise being disruptive. A person may be prohibited from speaking again at the same meeting, may be asked to leave the premises or may be removed from the meeting at the discretion of the Chairperson and/or may be subject to arrest. X. Members of the public desiring to speak to the Commission may be required to identify themselves before speaking, as required by the Open Meetings Act of 1976, Public Act 267, as amended. XI. The Ingham County Parks Department will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audio tapes of printed materials being considered at meetings to individuals with disabilities, at all public meetings and public hearings upon ten (10) days notice to the Ingham County Parks Department prior to the date set for the public hearing or meeting. Individuals with disabilities requiring auxiliary aids or services should contact the ADA Coordinator for the Ingham County Parks Department. 12
