Land application of biosolids accounts for much of the total amount of municipal sludge generated in the United States. This form of beneficial reuse is regulated by the Federal government under a set of regulations which were published in 1993 and include two distinct classes of treatment. These include: Class A biosolids which may be land applied without site restrictions and Class B biosolids which include site restrictions. The regulations were designed to protect public health and the environment through requirements designed to reduce the potential for contact with pathogenic microorganisms which are found in municipal sludges. Specifically these requirements are divided into: Requirements designed to control and reduce pathogens in sewage sludge. Requirements designed to reduce the ability of the sewage sludge to attract vectors. This workshop is designed to review the regulatory requirements at both the federal and state level (specific to Louisiana) and to discuss specific issues regarding treatment alternatives, discuss how to demonstrate pathogen reduction for equivalent processes and discuss vector attraction reduction options. The proposed workshop will include the following presentations: 1. Presentation on the Federal regulations. Mr. Rick Stevens, U.S. EPA Office of Science and Technology. 2. Louisiana s biosolids program. Mr. J. Kilren Vidrine, Louisiana Department of Environmental Quality. 3. Achieving the numeric requirements of the regulations. Ms. Laura A. Boczek, U.S. EPA Office of Research and Development. 4. Alternative treatment technologies: working with the Pathogen Equivalency Committee. Mr. Mark C. Meckes, U.S. EPA Office of Research and Development. 5. What pathogens are present in sludge? Dr. Suresh Pillai, Professor of Microbiology, Texas A&M U. 6. Are heat killed organisms really dead? Dr. Matt Higgins, College of Engineering, Bucknell U. 7. Should we consider alternative indicators for specific treatments? Dr. Kari Fitzmorris, School of Public Health, Georgia Southern U.
4 8. Hedging your bets for effective treatment the case for multiple stressors. Dr. Robert Reimers, School of Public Health, Tulane U. 9. Land application: meeting the regulations and working with people. Dr. Robert Rubin, Professor Emeritus North Carolina State U. 10. Evaluating microbiological risks of land application. Dr. John Brooks, USDA, ARS, Mississippi State U. The workshop is designed to provide participants with a working knowledge of land application regulations at the federal and state levels and background on the types of alternatives available to meet pathogen reduction requirements. It also will provide participants with a working knowledge of the issues associated with pathogen destruction and land application. VI. SHORT DESCRIPTION To be determined. *VII. LEARNING OBJECTIVES Participants will learn biosolids land application requirements on both federal and state levels. They will also learn how the technical standards of these regulations can be met and the factors which influence detection and destruction of pathogens. Finally, participants will learn fundamentals of land application and how risks associated with land application of biosolids have been assessed. VIII. ASSESSMENT To be determined. IX. OUTCOME To be determined. *X. WHO SHOULD ATTEND Individuals with a general knowledge of wastewater treatment operations should attend as well as individuals who wish to gain a basic understanding of municipal sludge treatment and land application of biosolids. XI.DESCRIBE THE INTERACTIVE COMPONENT OF THE WORKSHOP An exercise will be included for the interactive component. XII. WHAT ARE THE PREREQUISITES FOR THE WORKSHOP?
