3 Community History, Demographics, and Economics Within easy commuting distance of Fayetteville and Fort Bragg, Raleigh and Research Triangle, and Wilmington and the beaches, Clinton residents can take advantage of the many cultural, economic, and recreational offerings while still enjoying life in a smaller community. In 2007, Clinton was recognized as an All- America City. This honor illustrates Clinton s commitment to a sense of community and an outstanding quality of life for its citizens. Clinton is home to many nationally recognized civic clubs, which play an important role in strengthening the community. Approximately 40 churches representing all denominations are active in the Clinton area. The Clinton City School System serves over 3,000 students with three elementary schools, one middle school, and one high school. All of the schools are fully accredited by the Southern Association of Colleges and Schools. Sampson Community College is located on Sunset Avenue and four other community colleges are within an hour s drive from Clinton. Also within an hour s drive from Clinton are Fayetteville State University, UNC-Wilmington, Campbell University, University of Mt. Olive, and UNC-Pembroke. 4 Features of Downtown Clinton Clinton Main Street Program Businesses in Downtown Clinton have access to the many benefits and services provided by the Clinton Main Street Program and its network of 50+ volunteers and 20+ partnering organizations dedicated to the prosperity and vitality of Downtown Clinton. Including small business assistance and counseling, façade design assistance, promotional events, financial incentives, etc. Milling Around Public Art Piece Designed by famed artist Heidi Lippmann and completed in 2012, this public art piece is the central feature of Downtown and signifies Clinton s respect for the past and hope for the future. Free Public Wi-Fi and 24-Hour CCTV Surveillance on the Courthouse Square The City of Clinton is happy to provide free Wi-Fi to visitors of Downtown, as well as peace of mind for business owners that comes with comprehensive video surveillance. pg. 3

5 Features of Downtown Clinton (contd.) Walkable City Streets The recently completed Downtown Revitalization Project emphasized improving the appearance and walkability of Downtown. The entire Downtown now features beautiful sidewalks and street trees. Clinton Commercial Historic District The Downtown Clinton Commercial Historic District is Nationally Registered with buildings being 65+ years old. This gives Downtown a great sense of place and charm. All major renovation projects must be reviewed by the Clinton Historic Preservation Commission, which protects this historic charm. Downtown Parking Options Downtown Clinton contains approximately 330 public on-street parking spaces and approximately 720 public off-street parking spaces. 6 Downtown Clinton Market Opportunity Downtown Clinton is the economic and geographic center of Sampson County with a population of 64,150, and is within a 30 minute drive of many more. Clinton is centrally located between Raleigh, Wilmington, Fayetteville, and Goldsboro via I-40 and I-95. Making it the ideal location for a day trip, or weekend getaway from any of these urban centers. The NCDOT is currently expanding NC HWY 24 to interstate grade, 4-lane highway between Fayetteville and Clinton. This expansion will reduce travel time between Fayetteville and Clinton to <30 minutes, more than tripling the amount of people within a 30 minute drive. pg. 5

9 Downtown Incentive Information Façade Improvement Program - This program reimburses up to $5000 of the costs of repairing and refinishing commercial facades in the Downtown Special Tax District. The special tax district incentive program time period is five years. Below is an example of potential grant award, based on actual project in Downtown Clinton. 13 Purpose and Objectives: UTILITY INCENTIVE PROGRAM The purpose of this program is to encourage and draw new business into Downtown Clinton. Downtown Clinton is a place of both economic and historic significance and the Clinton Main Street Program seeks to ensure that all properties in the area are utilized to their full potential. Utility Incentive Program Description: The City of Clinton will issue a one-time disbursal to eligible businesses following the schedule below, dollar amounts based on existing business use totals. The disbursal will be made after one full year of operation, and upon confirmation from utility billing of utility payments being made in full. The applicant must provide a business plan for review by the Clinton Main Street Program s Economic Restructuring Committee. 2. The applicant must provide a copy of a privilege license issued by the City of Clinton. 3. The business must be open at least 5 days a week for 8 hours a day. 4. The business must show proof of at least a 1 year lease agreement or proof of ownership. 5. The business must be located in the Downtown Clinton Special Tax District. 6. The business must be new, or relocating. 7. All property taxes must be paid in full on property on date of application. Program Application Requirements: No application will be considered without the following documentation: 1. Completed program application form. 2. Business plan to be reviewed by Sampson County Small Business Center for completeness. pg. 12

14 3. Copy of privilege license issued by City of Clinton. 4. Copy of one year lease agreement or proof of ownership. Review and Approval Process: 1. Application should be submitted to the Clinton-Sampson Planning Department at 227 Lisbon St., Clinton, NC The committee will not review applications that are incomplete. 3. Application will be reviewed by the Clinton Economic Restructuring Committee at their next regularly scheduled meeting. The Economic Restructuring Committee meets the first Monday of each month. The Economic Restructuring Committee may deny any application it does not feel meets the minimum requirements of the program, or if it feels the business will not contribute to the character and prosperity of Downtown Clinton. pg. 13

16 Façade Improvement Incentive Purpose and Objectives: The purpose of the Façade Improvement Program is to provide a financial incentive to business and property owners to invest in, and improve the facades of their Downtown Businesses. The goals of the façade program are as follows: To prevent further deterioration of downtown commercial properties. To restore and preserve properties that are valuable for historical, architectural, and aesthetic reasons. To provide a comfortable and attractive place to shop, work, and be entertained. Program Eligibility Requirements: Any owner or tenant of a commercial building located within the Special Downtown Tax District may apply. Tenant applicants must submit owner s written permission with application. A property may be judged to be eligible for a second façade improvement grant if at least five (5) years have elapsed since the first grant was awarded and the facade is in need of further improvement. For the purposes of this program, the definition of façade is: An individual storefront or building side which faces a public right of way or is otherwise visible to the general public. A property owner of a single building with separate addresses may apply for a separate façade grant for each address. Source of Funds: The Façade Grants are made possible through funds generated by the Special Downtown Tax District appropriations. Award: Decisions may be based upon factors including, but not limited to, size, project cost, and amount of available funds. At a minimum, qualifying projects are eligible for a grant of up to $1,000 per façade on a 50/50 matching reimbursement basis. Projects that cost less than $10,000 in total facade expenditures by an applicant are eligible for a grant of up to the lesser of $2,500 or ½ the total cost. Projects that exceed $10,000 are eligible for a grant of up to 25% of the total façade project cost not to exceed $5,000. The maximum amount awarded to an applicant per project is not to exceed $5,000 in a 10 year period. Upon approval, grants are awarded on a first-submitted basis until budgeted funds are exhausted or until the fiscal year ends, whichever comes first. pg. 15

17 Guidelines: 1. If the applicant is not the property owner, the property owner s written permission must be attached to the application. 2. The Design Guidelines for the Clinton Commercial Historic District and Landmarks shall be followed. 3. Work plans shall respect and reflect the architectural integrity of the entire building and streetscape. 4. Work shall conform to all applicable ordinances & building codes, including the requirements for a Certificate of Appropriateness within the Historic District. 5. The Planning Staff reserves the right to withhold approval of grant application if color, design, sign design, or other façade component is not deemed appropriate to the historic integrity of the structure and/or the Downtown as a whole. 6. Applications will become automatically ineligible if work on the building has begun prior to written approval by Planning Staff. 7. A detailed itemized project budget with line by line cost breakdowns is required as part of the application. All aspects of the project shall be included. 8. Projects must begin no later than three months after approval of the grant and completed within six months of the grant approval. 9. If an application is rejected, the Historic Preservation Commission and/or Planning Staff will give reasons for rejection and what, if any, steps can be taken to receive approval. 10. All work performed must be in keeping with the rendering and specifications approved by the Historic Preservation Commission, according to the Design Guidelines for the Clinton Commercial Historic District and Landmarks. 11. The applicant must have satisfied any delinquent taxes prior to filing an application. 12. Any changes or modifications of the submitted plans must be approved in writing by the Historic Preservation Commission and Planning Staff. 13. By signing on application, Applicant agrees to be bound by the terms and guidelines of this agreement. 14. Applicant meets with Clinton-Sampson Planning Department Staff to review renovation plans. 2. Applicant completes application, including design plans, sketches, color scheme, photos, etc. 3. Applicant reviews application with Building Inspector for code compliance if necessary. 4. Certificate of Appropriateness Application is submitted with all other necessary information (see Guidelines) to the Clinton-Sampson Planning Department office; deadlines are the first (1 st ) of each month for action that month. 5. Historic Preservation Commission reviews the applicant s application at their next meeting (the second (2 nd ) Monday of each month at 4 pm) for compliance with Design Guidelines for the Clinton Commercial Historic District and Landmarks. The Commission approves, denies, or approves conditionally any COA application. 6. Based on Historic Preservation Commission decision, Planning Staff approves, denies, or approves conditionally the applicant s grant application. 7. Planning Staff notifies applicant of Commission action in writing. 8. Applicant signs and returns contract. 9. Applicant may begin work. 10. Upon completion of work, copies of applicant s canceled checks and contractor s paid statements must be sent to the Planning office. 11. Planning Staff inspect work. 12. Planning Staff completes necessary paperwork and submits to City Finance Department to request check for award amount. 13. Check is mailed to applicant at address provided on application. pg. 17

21 TAX INCENTIVE PROGRAM Purpose and Objectives: The Tax Incentive Program is intended to encourage the rehabilitation of older buildings and promote infill growth with new commercial development in the Clinton Downtown Special Tax District. Anticipated benefits of the program include: Reduction in downtown blight; Increases in property value of already redeveloped properties; Support of locally owned businesses; Support of Smart Growth and control of urban sprawl; and Growth of a strong downtown commercial district. Qualifications for Tax Incentive Program: To qualify for the Tax District Incentive Program, a property owner or developer within the special tax district is expected to: 1. Submit an application, including proposed development plans, for review by the City of Clinton Planning Department and City Manager. Applicants within the Clinton Commercial Historic District will be required to submit a Certificate of Appropriateness application for review by the Clinton Historic Preservation Commission prior to submission of the application for the special tax district incentive program. 2. Receive a current tax value appraisal of the site or building from the Sampson County Tax Office before renovation or construction begins. 3. Receive a tax value appraisal of the site or building from the Sampson County Tax Office after renovations and construction are completed. 4. Pay the full annual amount of the newly appraised tax value of the property. After the property owner pays all annual taxes, the City of Clinton and Sampson County will grant the property owner a sum equal to the difference between the total tax amount paid and the original tax value before renovation and construction. The special tax district incentive program time period is five years. Calculation of Tax Incentive: The following example illustrates the Tax District Incentive Program. Each year, the property owner will be granted $2,820 ($3,525-$705). At the end of the five year incentive period, the annual grant amount will total $14,100. Cessation of Tax Incentive: Participation in the Clinton Downtown Special Tax District Incentive Program is permitted for five years for each application. After five years, the property owner or developer will pay the full amount of the newly appraised tax value of the property without benefit of a grant. This program is effective for all property within the Clinton Downtown Special Tax District as of January 1, pg. 21
