1 NEW BRAUNFELS DOWNTOWN DEVELOPMENT/MAIN STREET PROGRAM FACADE IMPROVEMENT GRANT PROGRAM GUIDELINES PROGRAM OBJECTIVES Property owners desire to generate adequate rents from their commercial buildings while creating a sense of pride in their investment. The City wishes to maintain and improve the quality of life for its citizens by fostering economically viable commercial districts. In order to reach this goal, the City of New Braunfels has established a Façade Improvement Grant Program. The objective of this grant is to provide assistance to those groups who are attempting to save historic sites and buildings to preserve the unique history of the City of New Braunfels. This program is initiated through the Community Development Block Grant (CDBG) Office that offers technical and financial assistance to property owners seeking to renovate or restore building façades. FINANCIAL ASSISTANCE Participants may receive a one year grant with a maximum reimbursement of $10,000 toward the total project cost. Each property owner will contribute 25%; the Façade Improvement Grant will contribute 75%. For example, if the total project cost is $12,500 the grant will reimburse $10, If the total project cost is less than $10,000, the grant will reimburse 75% of the total project cost. The number of grants awarded each year will depend on the availability of funds. ELIGIBILITY Improvements to buildings without significant architectural features shall be carefully designed and constructed to be in scale with the existing structure. Buildings that have significant architectural features are required to restore and maintain those features. Applicants must be property owners. Commercial properties must be 50 years or older. Commercial properties must be up to date on all municipal taxes prior to participation in the program. Commercial properties must comply with state and local code requirements. Page 1 of 7
2 ELIGIBLE IMPROVEMENTS Removal of elements, which cover architectural details Repair of original architectural details New storefront construction within existing buildings Window repair with new materials and window framing visible from the street Removal of handicapped barriers (steps) Restoration or replication of signage Awnings Exterior lighting Other improvements can be made if they meet the objectives of the program and have PRIOR written approval of the Community Development and Downtown Development/ Main Street Departments. INELIGIBLE IMPROVEMENTS Projects, which are underway or started prior to an executed agreement, are NOT eligible to participate in the Facade Improvement Program. The following improvements are ineligible under the program: Interior improvements Roof repair, not visible from the street Removal of original or architecturally important features Addition to part of the building Plantings or landscaping PROCEDURE The application process presented below has been streamlined to facilitate rapid case processing. 1. Applicant files an application with the Downtown Development/Main Street Office. 2. Design Committee and Staff determine applicability and eligibility of application to include State Historic Preservation Officer (SHPO) clearance form completion. 3. Downtown Development/Main Street Department informs applicant of project approval and availability of funds. 4. Applicant requests three (3) estimates from contractors to perform work. Estimates must be based on current Davis-Bacon prevailing wage rates. When estimates are returned; 5. Applicant selects a contractor. 6. City/Owner contracts are signed and routed, then returned to Downtown Development/Main Street. 7. Owner/Contractor contracts are signed. Page 2 of 7
3 8. Contractor starts construction. 9. Downtown Development Coordinator conducts ongoing site inspections. 10. Contractor constructs façade improvements as specified in the approved submitted plan. Any changes must have prior Downtown Development/Main Street and CDBG approval. 11. Contractor completes project in compliance with the submitted plan and Façade Improvement Agreement. 12. Downtown Development Coordinator certifies that improvements comply with the submitted plans and specifications. 13. Applicant submits costs documentation (paid invoices, receipts, etc.) to Downtown Development Coordinator for reimbursement of payment. 14. CDBG issues check to applicant. 15. Downtown Development Coordinator closes out file and tracks the project requirements for five years. FUNDING AVAILABILITY The Community Development Department has budgeted Block Grant money for the Façade Improvement Program. Should funding for the Façade Improvement Program be reduced in the future, CDBG reserves the right to discontinue or modify funding for this program. CHANGES TO THE FACADE AFTER COMPLETION Participants must agree not to change or alter the improved façade without prior written approval from CDBG for five (5) years from the date of the applicant signing the grant agreement. APPLICATION AND INFORMATION Use of funds will be focused on exterior (façade) work on storefronts and commercial buildings in the New Braunfels Downtown Main Street Central Business District (see attached map). Grant funds may be used for paint, awnings, canopies, doors, windows, cornices, parapet repair, masonry repointing, signage and any other façade renovation project, subject to design review and approval. Paint grants will only be issued to those buildings that have already been painted. It is not wise to paint the facade of a building unless it is already painted because painting masonry only increases deterioration. APPLICATION A completed Façade Improvement Grant Program Application must be submitted along with an exterior photo of the building, a cost estimate and explanation for scope of work to be performed. Applications will be accepted for the 2011 funding cycle beginning November 14, 2011 and continue until all funds have been expended. Applications will Page 3 of 7
4 be reviewed and approved by the Design Committee of the New Braunfels Downtown Board (NBDB). REIMBURSEMENT OF FUNDS Property owners must apply for the grant before restoration or renovation work has begun. No grants will be awarded for work that has already been done. If there is a hazardous situation that needs immediate work, please contact the Downtown Development Coordinator before beginning. Grants will be administered as reimbursements once the project has been completed as agreed upon, and receipts are supplied for the work completed. RECAPTURE CLAUSE Property owners receiving the Façade Improvement Grant are encouraged to maintain ownership of said property for 5 years immediately following the improvements. If they do not, the following recapture clause may apply. Property sold within 2 years = payback 100% Property sold within 3 years = payback 75% Property sold within 4 years = payback 50% Property sold within 5 years = payback 25% Page 4 of 7

Include color and material samples with the submittal. 3. Brief history of the building and any previous improvement work done to the building that you are aware of. 4. 7 NEW BRAUNFELS DOWNTOWN DEVELOPMENT/MAIN STREET FAÇADE IMPROVEMENT GRANT PROGRAM APPLICATION AGREEMENT FORM I have met with the Downtown Development Coordinator and I fully understand the procedures established by the Community Development Department and the Design Committee of the New Braunfels Downtown Board, and intend to use this grant for the aforementioned exterior renovation project which forwards the effects of the revitalization program known as Main Street. I have read the Façade Improvement Grant Application guidelines and understand them fully. I understand that, if I am granted a Façade Improvement Grant by the Design Committee, any deviation from this agreement may result in the withdrawal of the Incentive Grant. I understand that the Façade Improvement Grant will be administered as reimbursements once the project has been completed as agreed upon and receipts are shown for work completed and paid for. I understand the Façade Improvement Grant will be given for 75% of the total project expense I am applying for and will not exceed $10, grant total per building, per property owner, per year.
