3 1 Background 1.1 Introduction Funded by the NYS Department of Environmental Conservation, the New York State Pollution Prevention Institute (NYSP2I) is a partnership between Rochester Institute of Technology (RIT), Rensselaer Polytechnic Institute (RPI), the State University of New York at Buffalo (UB), Clarkson University, and the 10 NYS Regional Technology Development Centers. The goal of NYSP2I is to make New York State more sustainable for businesses, workers, and the public through pollution prevention. Pollution prevention (P2) is defined as reducing or eliminating waste at the source by modifying production processes, promoting the use of non-toxic or less-toxic substances, implementing conservation techniques, and re-using materials rather than putting them into the waste stream. 2 Program Description 2.1 Purpose As industry advances, new P2 challenges arise. Oftentimes, past solutions no longer meet the requirements of today, and in many cases, technology and/or processes needed to address current P2 challenges have not been developed or are not yet economically feasible for practical application. NYSP2I s R&D Program focuses on applied research that will lead to near-term solutions to keep New York State companies competitive in the marketplace while reducing their environmental footprint. The program is intended to solve specific problems where the solution results in broad impacts, transferable practices and technologies applicable to NY businesses and manufacturers in New York State. 2.2 Goals and Objectives NYSP2I Requests for Proposals (RFP) are issued to address research and development to lower the environmental footprint of businesses in New York State, with emphasis on source reduction and pollution prevention. The goal of this Grand Challenge is to address challenges and identify deployable solutions in one or more of the following categories: Category 1: The Blue Economy - innovative water technologies; smart water systems Category 2: Green Chemistry/Toxics Alternatives Category 3: Sustainable Food System The objective is this RFP is to support collaboration in technology development, validation and demonstration, leading to successful implementation in New York State. At the end of the Project Period, the funded project should be near deployment-ready. Thus, the concept proposed should already have well-established proof of principle, potential business case, and industry engagement at the time of submittal. The program is not intended to support fundamental research. 3

4 2.3 Eligibility Current faculty and staff at RIT, RPI, Clarkson University, and UB are eligible to apply. The proposed project teams must have meaningful participation from industry or other potential end-user(s). As such, proposers must form a project team that includes at least one New York State for-profit company or other external organization with interest in long-term commercialization, dissemination or use of the proposed solution(s). All collaborators must submit a Letter of Commitment, indicating their role in the project and any committed contribution including cost share. The letter must be on the collaborator s letterhead and signed by a representative authorized to commit the collaborator to the Proposal. In addition, proposals must also include one or more end-users interested in implementing the proposed solution(s), who may or may not participate as part of the project team. A Letter of Support from at least one Interested End-user must be submitted with the proposal. If the Interested Enduser and the Collaborator are the same, only one letter is required. In this case, the letter should be referenced as Letter of Commitment and should describe both their role and committed contribution, as well as their interest in end use. Principal Investigator- A Principal Investigator (PI) is the faculty or staff technical lead of the proposal. Lead Applicant - A Lead Applicant is the PI s University. The Lead Applicant will be responsible for the administration of any award resulting from submission to this RFP. Collaborator - A Collaborator is an organization, company or other legal entity that is not an affiliate of the Lead Applicant, which is anticipated to receive NYSP2I funds and/or is contributing to cost share. All Collaborators must be represented by a lead individual and submit an itemized budget. A Collaborator must be designated in the Lead Applicant s Budget to receive NYSP2I funds by way of a Subcontract/Sub-Grant and/or to contribute Cost Share to fulfill itemized budget components. The Collaborator(s) must have the capability to assist in development, dissemination or commercialization of any resulting technology/innovation. A contribution of cash Cost Share by a Collaborator is strong evidence of their commitment. Teams with strong commercialization or dissemination structures, or large-scale implementation are desired. Any commercialization that results must benefit NYS through investment, sales, job creation, and/or business capitalization. All Collaborators must submit a Letter of Commitment signed by a representative authorized to commit the Collaborator to the Proposal and any subsequent Award. Interested End-user - Proposals must also include one or more Interested End-users. An Interested End-user is a business or governmental entity that has an implementation interest in the results of the Innovation/technology developed. An Interested End-user may or may not be a Collaborator. An Interested End-user must submit a letter of support. Interested End-users do not require designation in the budget unless they are also a Collaborator. 4

5 2.4 Funding and Cost Share NYSP2I anticipates awarding up to $1,000,000 to fund approximately 3-4 projects under this RFP. The maximum award amount is $300,000 per project. This $1,000,000 is a target total award amount and is not inclusive of expected cost share commitments. The total amount awarded will be commensurate with the quality of proposals received and anticipated results and impact to NYS. NYSP2I reserves the right to fund any Proposal in full or in part, to request additional information to assist in the review process, and to reject any or all proposals. Awards are subject to the availability of funding. NYSP2I is not obligated to make any awards under this RFP. RIT administers this RFP. And will administer all funds awarded under this RFP. Cost Share - Projects require a minimum 1:1 cost share (i.e. every dollar of NYSP2I funding must be matched by at least one dollar of cost share). Additional cost share will be a favorable consideration at proposal review. Cost share will be considered in aggregate and may be committed by the Lead Applicant and/or any or all Collaborators. Cost share may be in-kind or cash, but must be incurred within the project Period of Performance. Cash cost share of 20% or greater will be favorably considered. Indirect costs may not exceed 30.5%. Foregone indirect costs (i.e. the difference between the Lead Applicant s federally approved rate and 30.5%) may be applied as cost share. It will be the responsibility of the Lead Applicant to insure that the 1:1 cost share requirement is met or exceeded, and that all proposed cost share and reporting requirements are met. Cost share proposed by the Lead Applicant and all Collaborators must be firmly committed, with no contingencies or conditions. 2.5 Period of Performance Project duration must not exceed 24 months. Projects are anticipated to start July 1, All projects are expected to be completed by June 30, The RFP and Award Process The RFP process consists of the following: Release of RFP The RFP will be posted on the NYSP2I website at Letter of Intent (Required) A Proposal will not be reviewed unless a Letter of Intent (LOI) for the Proposal has been submitted by the LOI due date. A prospective lead applicant must submit a LOI via , with the subject line: NYSP2I LOI. NYSP2I is not responsible for technological errors resulting in a late submission. Late submissions will not be considered. 5

6 The LOI must include the following: Lead Applicant s name and address PI name, title, address, phone number; co-pi(s) - if applicable Category selected Proposed Project title Estimated NYSP2I funds to be requested Known Collaborators and Committed End-users A one (1) page summary of the proposed project Submitting an LOI does not obligate the applicant to submit a proposal. However, a proposal will not be considered unless a corresponding LOI has been received by the due date. Upon review of the LOI, if the project does not meet the program requirements, feedback will be provided to the PI. NYSP2I will issue to the PI for each LOI, an identification number for the anticipated proposal. This number must be included in the header of the proposal Questions All questions regarding this RFP must be submitted via , with the subject line: NYSP2I Q&A, to the RFP POC. Questions and Answers will be posted on the NYSP2I website Proposal Submission Proposals must comply with all requirements of this RFP. All proposals must be submitted via to the POC by the proposal due date/time. Late proposals will not be reviewed. Note: Costs incurred to develop the response to this RFP are the responsibility of the applicant and are not eligible for reimbursement under the award Proposal Review and Award Proposals will be reviewed by an external review committee, comprised of subject matters experts, NYS economic development or industry representatives, and representatives from the NYS Department of Environmental Conservation (DEC). The review committee will be administered by the NYSP2I Technical Advisory Committee (TAC) members representing the four University Partners. Final awards will be made by the TAC, in consultation with DEC. The PI may be requested to present his/her proposed project to the review committee. Projects will be selected for award based on all information contained in the proposal submission and presented by the PI upon request of the review committee. A subaward will be prepared by RIT and will be submitted to the Lead Applicant sponsored research contact. Subawards will be subject to the terms and conditions of the prime NYSP2I contract between RIT and the State of New York. 6

7 3 Proposal Requirements 3.1 General Requirements Proposals must focus on innovation/technology development opportunities capable of significant environmental and economic impact. NYSP2I is interested in supporting projects that offer a significant advancement over state-of-the-art in preventing pollution at the source. Note: Projects that focus on waste treatment are not eligible under this program. Projects that address end-of-pipe effluent/waste must propose a solution that closes a production/process loop. Clear demonstration of how the solution would reduce the use of raw materials or other resources should be provided. Successful proposals will clearly explain the present state as well as the desired future state of the process/technology. The proposed solution must create a clear e n v i r on m e n t a l and business benefit. The project must have clearly defined milestones and deliverables that lead to implementation and/or commercialization. The innovation must realize near-term commercialization/use with the potential of on-going opportunities beyond the project end date. Proposals should explain the metrics to be used both technical and business that can measure project success. If the proposed innovation/technology is successful and is implemented and/or made commercially available, it should have the potential to impact the competitiveness of New York State and reduce existing or potential environmental impacts. Proposals should clearly explain how project success will benefit New York State and the environment. Projects that demonstrate economic benefit to small and medium-sized manufacturing businesses are encouraged. Each Proposal is evaluated by a specific set of criteria as follows. 8 3.1 Problem Background and Specific Requirements To be eligible for award the proposed innovation/technology must address one of the following categories. Category 1: The Blue Economy - innovative water technologies; smart water systems The Blue Economy concept focuses on sustainable economic development through maximum utilization of water resources. In New York, 419 million gal/day of water are used by NY businesses, and billions of gallons are discharged each year as wastewater to either municipal wastewater treatment plants (WWTP) or directly into natural waterways with a State Pollutant Discharge Elimination System (SPDES) permit. In the context of the NY manufacturing base, water is a natural resource with direct relevance to environmental impacts (through overuse and wastewater discharge) and the economy (increased efficiencies and job creation). Research is needed that focuses on the combined approach of improved water use/wastewater reduction with the goal of boosting New York s economy. Proposals are being sought that include innovative approaches to supporting the Blue Economy concept. Within the framework of pollution prevention and the potential benefits to NY State, collaborative project proposals are being requested that focus on the development of: 1) Novel, water technologies that promote water conservation and reuse 2) Smart water systems that incorporate use of sensors and monitors 3) Systems that contribute to the elimination of conventional and emerging wastewater contaminants like pharmaceuticals and nanomaterials A major goal of any proposed project is to improve environmental conditions in New York State, through pollution prevention. Improvement of economic conditions is sought as well, and can be shown through: 1) reduced costs associated with reduced water use and wastewater generation, 2) ability to expand production with improved water use requirements and/or reduced effluent BOD/COD and 3) increased number of jobs in the manufacturing sector. Category 2: Green chemistry/alternatives Green chemistry is focused on the design of products and processes that minimize the use and generation of hazardous substances (EPA). The twelve pillars of Green Chemistry are listed below 1 : 1. Prevention It is better to prevent waste than to treat or clean up waste after it has been created. 2. Atom Economy Synthetic methods should be designed to maximize the incorporation of all materials used in the process into the final product. 3. Less Hazardous Chemical Syntheses Wherever practicable, synthetic methods should be designed to use and generate substances that possess little or no toxicity to human health 1 Anastas, P. 9 and the environment. 4. Designing Safer Chemicals Chemical products should be designed to effect their desired function while minimizing their toxicity. 5. Safer Solvents and Auxiliaries The use of auxiliary substances (e.g., solvents, separation agents, etc.) should be made unnecessary wherever possible and innocuous when used. 6. Design for Energy Efficiency Energy requirements of chemical processes should be recognized for their environmental and economic impacts and should be minimized. If possible, synthetic methods should be conducted at ambient temperature and pressure. 7. Use of Renewable Feedstocks A raw material or feedstock should be renewable rather than depleting whenever technically and economically practicable. 8. Reduce Derivatives Unnecessary derivatization (use of blocking groups, protection/deprotection, temporary modification of physical/chemical processes) should be minimized or avoided if possible, because such steps require additional reagents and can generate waste. 9. Catalysis Catalytic reagents (as selective as possible) are superior to stoichiometric reagents. 10. Design for Degradation Chemical products should be designed so that at the end of their function they break down into innocuous degradation products and do not persist in the environment. 11. Real-time analysis for Pollution Prevention Analytical methodologies need to be further developed to allow for real-time, in-process monitoring and control prior to the formation of hazardous substances. 12. Inherently Safer Chemistry for Accident Prevention Substances and the form of a substance used in a chemical process should be chosen to minimize the potential for chemical accidents, including releases, explosions, and fires. Proposals are being sought that include innovative approaches to supporting at least one of the Green Chemistry pillars listed above. A major goal of any proposed project is to improve environmental conditions in New York State, through pollution prevention. Improvement of economic conditions is sought as well, and can been shown through: 1) reduced costs associated with the decrease in use of toxic chemicals and hazardous waste/air emissions, 2) commercialization of new product/processes produced in NYS, and 3) increased number of jobs in the manufacturing sector. Category 3: Sustainable Food Systems The food system is a complex web which combines four main components: material, energy, water and information, which are continuously exchanged among four touchpoints: agriculture, food processing, distribution and consumption. At the core of the food system are byproducts (normally referred to as waste ) which contain large amounts of embodied energy and water and, if properly managed, hold the potential for significant economic and environmental benefits that today are largely unrealized. In addition, a substantial amount of food goes to landfill, while hunger continues to plague our communities. 9

10 Proposals are being sought that identify and address gaps within the food system. Economically viable solutions are needed that reduce environmental impacts and help the growing NYS food industry. Projects should focus on one or more of the following impact areas: lower energy use improved water use/wastewater volume and/or adverse impact reduction reduced food waste to landfill food waste-to-energy 3.2 Submission Information Proposal submissions in response to this RFP are due no later 11:59PM EST, Monday, March 28, Submissions should be made electronically to Please include the RFP designation (e.g., NYSP2I <Lead Applicant Name> - <PI Last Name> ) in the subject line of the Proposal Requirements 1) Cover Page (1 page maximum) Include the following: Assigned Identification Number (received based on LOI submission) Title of proposed project Category Name of Principal Investigator and title Name of co-principal investigator(s) (if applicable) and title(s) Name of Lead Applicant (i.e. university) and physical address, Principal investigator address and phone number List of Collaborators and Interested End-user(s) Note whether proprietary/ confidential information is included in the proposal. If so, include a statement indicating the proposal contains proprietary/confidential information and indicate the page and section containing this information. If no proprietary/ confidential information is included, then include a statement indicating the proposal does not contain proprietary/ confidential information. Name, title and signature of Lead Applicant (university) representative authorized to commit the institute legally and financially, if awarded. 10

11 2) Abstract (1 page maximum) The abstract should be a one-page summary of the project. It should include a statement of objectives, methodology, and expected outcomes, and discuss how the proposed solution supports the goals and objectives of the RFP, and the significance of the project in terms of the potential impact to New York State industry, the environment, and the economy. (Do not include proprietary/confidential information in the abstract.) 3) Project Narrative (10 page maximum) Include the following sections. Problem Statement Describe the technical challenge to be addressed, including the environmental challenge, and why solutions to these challenges will benefit the economy and environment in New York State. Provide evidence that the PI understands the eventual customer and market needs, as well as performance requirements. Describe the current state of technology in this field. Identify the research gap and describe the approach proposed to solve this problem. Provide a statement of Technology Readiness Level (TRL) of proposed innovation/technology prior to starting the project and the expected TRL at the end of the project period of performance. Project Goals and Objectives Clearly state the goals and objectives of the project. The goals should address the identified innovation/technology s near-term purpose(s)/solution to the challenge addressed. The objectives should be related to the commercialization, innovation, and new product/process development activities that will be performed and how they are expected to provide the evidence and proof needed to carry the technology forward into market entry/use. Technical Approach and Work Plan Discuss the overall activities that are proposed to meet the project goals and objectives. Important research and development techniques, methods, facilities, and equipment to be used in the innovation/technology should be discussed. Key factors that will affect the success of the innovation/technology should be identified as well as significant risk factors. The tasks should be described in terms of their specific objectives, approaches, resources and outcomes. The description of the specific tasks should be detailed enough so that the work plan can be clearly evaluated as to whether there is a credible plan for moving the solution/technology from the current stage of development to the next. The work plan should also provide a clear indication of how progress will be measured, and how it will generate the proof necessary to advance the technology toward successful commercialization. Address significant scientific/technical aspects of the Innovation/Technology which are original and innovative, as well as employ novel concepts, approaches or methods. Expected Results - Include expected results if successful and defined metrics that will be used to measure the potential positive environmental and economic impact in New York State; the work plan should clearly state the key tasks needed to successfully complete the proposed project. 11

12 Deliverables - Identify the deliverables of the project. Deliverables will include tangible evidence of commercialization, innovation and technical progress and other deliverables that the NYS Collaborators and/or Interested End-users deem significant for measuring progress. Required Resources - Indicate the required resources including project personnel, items required for project success provided by the university (e.g. laboratories, computers, software, equipment, background IP), and non-nysp2i funding. Schedule - Provide a schedule in the form of a Gantt chart or similar tool that describes the tasks, timeline, and allocation of resources and funding is suggested. Implementation Strategy Demonstrate an implementation strategy that gets your technology/solution to as many NYS end users as possible. Select one of the strategy approaches below and provide the information indicated for that approach. A. Technology Transfer Strategy Provide a technology transfer plan, including identification of potential end-users in NYS. Address the specific value proposition of the proposed approach and the differentiating benefits associated with the proposed technology/innovation, as well as showing evidence to support that the market/end-user values these benefits. Define the need(s) that the proposed technology will address as evidenced by potential customer/end-user input, especially Interested End-users or those who may be eventual customers/users of the innovation/technology. Describe how the innovation/technology will be disseminated to the potential users. Include details to show how the innovation/technology developed will be implemented by the intended end-user. Present a clear understanding of risks and barriers to adoption and how those will be addressed. Provide a timeline. Describe how you will measure success. B. Commercialization Strategy - Demonstrate an understanding of the commercialization process, total resource requirements for achieving market entry and full commercialization, and who will likely be the funding providers for the market entry stage. Identify any commitments from potential resource providers about their willingness to fund the market entry stage. If licensing is anticipated as part of the commercialization strategy, include a proposed licensing strategy to make the solution available to the most NYS users. The strategy must be consistent with NYSP2I license requirements (see Section 4.4 Intellectual Property). Commercialization Potential - Identify focused commercialization and innovation opportunities that will have significant industry (i.e., market size and growth) and economic impacts that will have near-term (within 2 to 4 years of the start of the Project Period) benefit in NYS in areas such as production, licensing and spin-off technology opportunities. Describe how the Innovation/Technology potential products have a competitive advantage over existing and alternative technologies that can meet market needs and can lead to additional enabling technologies and further discoveries. Size of Opportunity - Demonstrate that the market is of sufficient size and has growth potential to positively impact the State. Provide an assessment of the market and realistic assumptions about the market share that potentially could be captured; potential customers; and competitors and competing products. 12

13 Investment and Time to Market - Describe the general magnitude of the investment needed to bring the product to market, and address how long the commercialization process will take. Potential for Leverage - Define how the Innovation is expected to leverage NYSP2I funds with other sources of non-state funding, such as industry organizations, and private investors, to continue the commercialization and innovation activities during and beyond the project period of performance. Competitive Advantage - Demonstrate that the Innovation/Technology will have a competitive advantage (e.g. NYS supply chain, labor base, intellectual property, know-how, etc.) Economic Goals - Provide a realistic forecast of the economic impacts of the Innovation/Technology. Impacts may include: direct employment, payroll, product revenue and other leverage that will have been achieved during and beyond the project period of performance. The PI should document how the projections were developed and key assumptions used in the analysis. Only include direct impacts, not secondary or other non-direct impacts derived from economic models. Qualifications Provide a description of PI, co-pi(s), and Collaborator relevant experience, capabilities, and available facilities and equipment. Provide detail sufficient to evaluate whether the PI and Collaborators have the direct experience needed to perform both the technical and commercial work being proposed. 4) Project Budget - Provide a budget for the entire project cost, including NYSP2I funds and cost share. Include direct expenses (personnel costs and non-personnel costs) and indirect costs including any overhead Note: F&A (overhead) not to exceed 30.5%; indicate the NYSP2I funds requested as well as cost share committed; also include a budget justification. 5) CVs Provide (1-2 page) CV/resume for Principal Investigator, Co-PIs and key Collaborators. 6) Letters of Commitment and Support Include a Letter of Commitment for each Collaborator, describing their role in the project, commitment to implement (if applicable), and any cost share commitment. All parties committing cost share, including the proposing university if applicable, must submit a Letter of Commitment indicating the amount of cost share committed. In addition, at least one Letter of Support must be submitted from an Interested End-user. This may or may not be the same company as the Collaborator. 14 Proposal Format and Length: Use Arial, Calibri, or Times New Roman font of 11pt or larger. Each page should include the assigned proposal identification number in the header. Proposals must be no more than 12 single spaced, numbered pages including the cover page and 1 page abstract (a page equals one side). Project Budget, CVs, and Letters of Commitment should be attached as Appendices and are not included in the page limit. All references should be cited and can be included as endnotes, which will not be included in the page limit. 3.3 Key Dates Event Date RFP released 12/21/2015 Letter of Intent due 2/5/2016 Questions received through 3/1/2016 Full Proposals due 3/28/2016 Selection notifications (anticipated) June 2016 Project Start Date (expected) 7/1/2016 NYSP2I reserves the right to adjust the dates for the RFP for whatever reason it deems appropriate. 3.4 Other Important Information Reporting and Invoicing - Quarterly progress reports will be required and are due on the 15 th of the month following each calendar quarter. Invoices should be submitted quarterly with the progress reports. A final report will be due within 30 days of project completion. NYS Standard Terms and Conditions, NYS Department of Environmental Conservation Terms and Conditions and relevant New York State prime contract Terms and Conditions will be applicable to projects funded under this R&D program. Intellectual Property - The following terms will be applicable to projects awarded under this R&D program: Pursuant to the terms of the Prime Award, intellectual property shall include all data, software, copyrightable materials, working papers, processes, inventions and/or discoveries conceived and/or reduced to practice in performance of the work funded in this agreement and resulting patents, divisions, continuations, or substitutions of such applications and all reissues. Partner University shall own all Intellectual Property it creates during the performance of the work funded under this contract. Notwithstanding this provision, the Department of Environmental Conservation and NYSP2I shall retain a perpetual, non-exclusive, royalty free license for use of all copyrightable materials, (excluding software and scholarly or academic 14

15 publication), for any New York state purposes (the "New York State licensed IP ). With respect to other non-new York State licensed IP created in performance of the work funded under this contract, Partner University shall comply with the applicable legal and regulatory requirements, as well as its policies, consistent with its status as a non-profit educational corporation, but it may in particular instances license or assign intellectual property created in a particular research project directly to a New York state company (defined as a company with a physical presence in New York state with the capacity to utilize the intellectual property within New York state) or a University NYSP2I Partner Institution, for the benefit of the company and the New York economy, consistent with section (a) below provided Partner University also makes reasonable efforts to retain educational and research rights to the non-company specific, or non-company proprietary advances, funded under this contract so these advancements may benefit all of New York and advance pollution prevention efforts throughout New York State. (a) Partner University agrees that it shall not charge any New York State company for the right to use any of the Intellectual Property developed under this contract. However, Partner University may charge companies for the cost to implement such intellectual property in a particular project, to the extent that those costs are not otherwise included in the contract.
