PROGRAM SUMMARY MassCEC seeks proposals for the piloting of innovative technologies at publicly owned wastewater treatment ( WWT ) district or authority in Massachusetts under the Wastewater Treatment Plant Innovative Technology Pilot Program (the Program ). WWT facilities in Massachusetts offer opportunities to pilot innovative water technologies that reduce energy demand in the WWT process. In support of potential technology advancements that increase WWT energy efficiency, MassCEC expects to make awards of up to $150,000. Applicant Teams are defined as two or more entities comprised of at least one publicly owned wastewater treatment district or authority and at least one innovative water technology provider, that jointly propose meaningful pilots of commercially available (or nearcommercial) innovative technologies. Successful Applicant Teams will propose the piloting of innovative technologies that make measurable and replicable improvements in the WWT facility s energy efficiency (a measurable reduction in overall plant energy use per unit of flow, measured in kwh/mg treated or kbtu/gpd). Secondary benefits including resource recovery for potential reuse (a measureable amount of useful energy recovery, water reuse, or nutrient recovery if none currently exists, or a measurable increase in recovered materials if already in place); and nutrient removal (measureable reduction in average nutrient concentration in discharge) will be looked upon favorably. Additionally, Applications should discuss how the proposed technology will be commercialized into an addressable market and help to grow the state s water innovation economy, and contribute to Massachusetts continued water innovation leadership. In response to this Request for Proposals (the RFP ) Applicant Teams must submit a cover sheet, Application form, current energy usage baseline, estimated energy reduction target, project work plan, budget, and required documentation (the Application ) that meets the criteria outlined below. In the event the Application is selected for further review, the Applicant Team will be contacted by MassCEC with follow up questions. MassCEC will make funding awards after follow-up conversations have been conducted. II. ABOUT MASSCEC MassCEC is a publicly-funded agency dedicated to accelerating the success of clean energy technologies, companies and projects in the Commonwealth while creating high-quality jobs and long-term economic growth for the people of Massachusetts. Since it began operating in 2009, MassCEC has helped clean energy companies grow, supported municipal clean energy projects and invested in residential and commercial renewable energy installations, creating a robust marketplace for innovative clean technology companies and service providers. 2 P a g e

3 III. PROGRAM OVERVIEW AND GOALS This Program is designed to promote advancements in the water innovation sector in the Commonwealth. To become a global leader in water innovation, Massachusetts must lead in the advancement of cutting-edge technologies in the WWT sector. For these reasons, this offering from MassCEC will provide grant funding to help spur pilots and the eventual adoption of innovative technologies that will shape the future of WWT processes. The primary goal of the Program is to assist Massachusetts WWT utilities by funding the piloting of innovative water technologies that have strong potential to increase energy efficiency of the WWT process. This MassCEC program compliments the MassDEP GAP funding program that also incentivizes energy efficiency at WWT facilities as well SRF whereby, MassCEC specifically targets technology innovation. Further, successful Applications must indicate baseline energy use metrics and goals in terms of a percentage increase for one or more of the technology areas that is proposed for piloting. Over the course of the pilot, grantees will be required to report the stated metrics capturing improvements relating to their specific technology. The following table shows a selection of technology areas identified by a broad cross-section of stakeholders during a series of sessions convened by the National Science Foundation, the U.S. Dept. of Energy and the U.S. Environmental Protection Agency. While it is not a requirement that Applicant Teams propose technologies identified in Table A, these examples are meant to provide guidance to Applicant Teams. 4 biogas production and reducing solids handling. Water reuse for targeted potable and non-potable Applications could reduce stress on existing drinking water supplies and deliver energy benefits. Using omics as a platform (combining fields such as genomics, proteomics, transcriptomics, and metabolomics) could improve the biological processes associated with water treatment. + and fluidized bed membrane bioreactors could increase biogas production; reimagining anaerobic digestion as a continuous process (versus traditional batch flow) would give microbes more time to digest the sludge. Algae-based systems could leverage existing treatment technologies with photosynthetic resource recovery. Hydrothermal processes could be used to convert biomass from wastewater into higher-value products. + Heat recovery from wastewater could be used to offset energy demands at the WRRF and throughout the sewage network. throughput of the microbes that digest organic material and produce methane. Forward osmosis could be used in bioreactors to recover energy and remove pollutants from wastewater streams. Microbial electrochemical cells can be used to generate hydrogen, electricity, or higher-value biofuel and bio-product precursors. ELIGIBILITY Applicant Teams must be comprised of one publicly-owned Massachusetts Municipal WWT district or authority, and at least one water technology provider able to deploy a water innovation technology (together the Applicant Team ). Preference will be shown to Applicant Teams which are led by Municipal WWT districts or authorities ( Lead Applicant ) and in which the technology providing firm is the partner ( Partner Applicant ). Applicant Teams must demonstrate a commitment and capability to carry out a technology pilot. Applications must be submitted by the Lead Applicant and clearly identify the relevant Applicant Team members and the technology vendor(s) roles and responsibilities. Applicant Teams must collectively possess the experience as outlined below. MassCEC, in its sole discretion, shall determine the eligibility of Applicant Teams based on the requirements set forth herein. For the purposes of this RFP, the term water innovation includes technology related to wastewater as well as innovative applications in the 4 P a g e

5 municipal WWT market, and does not include innovative policy, business plan, or regulation. Applicant Teams must describe how the proposed technology is innovative and represents an advancement from current industry standards. It is incumbent upon the Applicant Team to demonstrate the improvements and benefits of the proposed technology when compared to the status quo. Eligible water innovation technologies may be either commercially available or in advanced pre-commercial development; however, these technologies must address energy efficiency. VI. HOW TO APPLY The Application must demonstrate a firm commitment from all Applicant Team members involved in the project. MassCEC recommends that Applicant Teams carefully review and follow instructions in the preparation of a complete, clear and concise Application. It is the sole responsibility of the Applicant Team to ensure that its Application is complete, meets minimum threshold requirements and is properly submitted to MassCEC. MassCEC reserves the right to only consider Applications that in its sole judgment, meet the minimum threshold and submission requirements. It is strongly preferred that the full Application is a maximum of 15 pages in length, single spaced. Information required for the Proposal will include the following: Attachment A: Project Proposal Cover Sheet (1 page) Attachment B: Application Form (12 pages max) Attachment C: Project Work Plan and Budget Template (2 pages max): Using the Project Work Plan and Budget Template provided in this RFP, submit a proposed work plan including the proposed tasks, methods, timeline and deliverables, as depicted in the Project Work Plan and Budget Template. Provide a budget that indicates total payment amounts proposed for each deliverable and please indicate cost share levels for each deliverable where applicable. Please refer to the MassCEC website for any changes at: APPLI CATION REVIEW PROCESS Upon receipt of Applications on April 30, 2018 MassCEC will conduct an initial threshold review to determine whether each is complete and meets basic eligibility requirements. Proposals deemed eligible will undergo an external merit review process managed by MassCEC with participation by other state agencies and selected industry experts. Proposals will be evaluated against the selection criteria and selected project proposal teams may be contacted for follow-up questions. After an award has been made, MassCEC will then move forward with execution of a grant agreement with the selected Applicant Teams. Projects can commence ONLY after a contract is fully executed. BUDGET AND COST-SHARE REQUIREMENTS Applicant Teams must provide an anticipated budget with the Application, using Attachment D: Project Work Plan and Budget Template to this RFP. Budget evaluation will be a factor in the selection criteria. Please note that the selected Applicant Team will be paid based on agreed upon milestones achieved & deliverables provided. In order to evaluate the overall budget at the time of Application, however, Applicant Teams should still specify in the Application staff time and expected expenses, including but not limited to, any use of third parties, expected purchases of data and/or market intelligence, and design and printing when creating the budget for their Proposed Work Plan. The final contract, however, shall only reflect payment based on milestones achieved & deliverables provided. 6 P a g e

7 MassCEC anticipates making up to three awards under the Program. The maximum award will be $150,000 and the requirement for Cost Share is 50% (min $75,000) of the total MassCEC grant. The Cost Share must include at least 20% cash (min $15,000) and not exceed 80% of in-kind contributions. The Cost Share must be used directly for the project during the selected Applicant Team s contract period. MassCEC considers cash Cost Share when an actual cash transaction occurs and can be documented in the accounting system. Examples of acceptable forms of cash cost share for the purposes of this RFP include, but are not limited to: Payment for a site for the pilot project, where the use of that site requires a fee Payment for materials or the use of equipment directly related to the pilot project Payment for services provided by contractors and consultants on the pilot project (for monitoring or to assist in installation/maintenance for example) The following items are ineligible to count towards Cost Share: Cash cost share may NOT be contributed by another federal or state government entity Administrative expenses Overhead (including, but not limited to, telephone, electricity, rent for office/lab space) Postage Printing Fringe benefits (including but not limited to health insurance, 401K plans or similar or other staff benefits) IX. TERM OF CONTRACT AND REQUIREMENTS A final contract is subject to successful negotiation of a final budget and scope of services. For the avoidance of doubt, the Lead Applicant shall enter into the grant agreement with MassCEC. MassCEC recommends that the Lead Applicant determine the appropriate contractual relationship among itself and its Applicant Team. MassCEC s selection of a pilot project pursuant to this RFP does not mean that MassCEC accepts all aspects of the proposal, modifications to which may be requested and agreed to during contract negotiations. Contracts will be reviewed during the course of the project and may be extended at the sole discretion of MassCEC. X. SELECTION CRITERIA All Applications must be responsive to the proposal requirements outlined above and will be evaluated on the general criteria below: 7 P a g e

The Applicant Team is eligible for selection. 2. The APPLICATION is submitted before the deadline, is complete and responsive to the RFP Application requirements. 3. The Applicant Team has committed to the required level of cost share. 4. The Applicant Teams plans to carry out a pilot project commensurate with the key performance indicator being energy efficiency. 5. The Applicant Team demonstrated sufficient time resources and flexibility to conduct the technology pilot. 6. The Applicant Team is in good standing with any other awards received through MassCEC, other state agencies or instrumentalities. 1. Clear identification of why the technology is innovative. 2. Clear understanding of existing alternative solutions/technologies and demonstration that the technology has the potential to be superior. 3. Demonstration of understanding of barriers and risks to technology/project success and proposed methods of addressing such barriers. 4. Demonstration of commercialization potential of the proposed technology, including a realistic identification of the addressable market for the product, and how the demonstration project will move potential customers to adopt the proposed solution. 5. Clear identification of a go-to-market strategy and a viable, sustainable business model. 1. The energy efficiency, resource recovery and/or nutrient removal/remediation benefits that are expected from the successful demonstration of the proposed technology and also from widespread adoption of the proposed technology and the potential of the technology to successfully deliver these benefits. a) A quantification of the estimated energy efficiency, and if also applicable, resource recovery and/or nutrient removal/remediation benefits to the Commonwealth of Massachusetts (e.g., likely energy use reductions, projected GHG reduction or other measurable environmental benefits) b) Baseline energy efficiency metrics from which the proposed technology pilot will attempt to improve upon. c) An estimate of the payback of the technology when it reaches the commercialization stage, if applicable. 2. The plan for quantifying actual benefits of the demonstration project after its completion. 3. Project benefit to the Commonwealth, including but not limited to: job growth, company growth and energy cost/consumption reduction. 1. Applicant Team has relevant skills, qualifications and experience to support the project. 2. Applicant Team has the minimum qualifications described in the El igibility to manage a water technology pilot to a successful completion. 3. The Applicant Team demonstrated a strong track record of conducting previous pilots by providing project close-out reports showing proven experience completing similar projects. 8 P a g e

9 Project Work Plan Budget 1. A clear Project Work Plan and Budget (Attachment C), including steps to assess progress and measure success. A strong Work plan will include a description of how necessary resources will be mobilized and how the work can be accomplished according to the proposed timeline. 2. An estimated timeline that fits the Work plan and highlights key project development and deployment landmarks. 3. Work plan is relevant to the goals of the Program, and achievable within a 12 month span. 4. A description of how the applicant intends to demonstrate successful completion of milestones under the WWT Program, including (if applicable): a) A detailed performance monitoring and verification plan for assessing the energy savings of the pilot demonstration. b) A clear articulation of project goals and/or design criteria. 5. A description of the metrics by which the proposed project will be measured upon completion. 6. An understanding of the concepts and motivators underlying this program. 1. Reasonableness of the budget relative to the Work plan; cost-effectiveness compared to other similar Applications. 2. Project components reflected in the Applicant Team s quote are commensurate with the proposed budget 3. Ability to carry out a pilot on time and on budget. XI. GENERAL REQUEST FOR PROPOSALS CONDITIONS NOTICE OF PUBLIC DISCLOSURE As a public entity, MassCEC is subject to Massachusetts Public Records Law, codified at Chapter 66 of the Massachusetts General Laws. Thus, any documentary material, data, or other information received by MassCEC from an applicant is a public record subject to disclosure. Applicants shall not send MassCEC any confidential or sensitive information in response to this RFP. DISCLAIMER & WAIVER AUTHORITY This RFP does not commit MassCEC to award any funds, pay any costs incurred in preparing an Application, or procure or contract for services or supplies. MassCEC reserves the right to accept or reject any or all Applications received, waive minor irregularities in submittal requirements, modify the anticipated timeline, request modification of the Application, negotiate with all qualified Applicants, cancel or modify the RFP in part or in its entirety, or change the Application guidelines, when it is in its best interests. 9 P a g e

12 ATTACHMENT B PROJECT PROPOSAL APPLICATION FORM I. Project Summary Provide a brief overview of the proposed WWT technology pilot project, including the goal of the project, how it will help the technology advance its Technology and Commercial Readiness Levels, and save the WWT district or authority energy costs. Provide a summary of the utility, facility, district or authority at which the demonstration project will be located. Why was the host WWT site selected? II. Potential of the Proposed Technology Provide details regarding the water technology(ies) to be deployed, including (please address all of the following): A description of the water technology, including the current state and TRL of the technology as identified by the NYSERDA TRL Calculator. If the technology is commercial, please provide information and data showing where in the United States this technology is currently deployed and in use. Only technologies with a Technology Readiness Level of 8 and above will be considered under this RFP. A description of how the technology is both innovative and viable. Including identification of innovative differentiating features vs. competitors or existing solutions. 12 P a g e

13 Identification of the target market for the technology and relevant characteristics (regulatory landscape, trends, technology, market size), including the specific problem/opportunity the technology seeks to address. Within the target market, identify the addressable market. An assessment of the technical risks associated with the technology, including the extent of identified risks and uncertainties, and proposed strategies for risk mitigation. Provide a description of how the technology can be commercialized, including (please address all of the following): Project benefits in relevant metrics (e.g., customer/host productivity or revenue increases, new/retained job projections, etc.). An estimate of product cost (where applicable). How the WWT pilot project will move potential customers to choose the proposed solution. The proposed go-to-market plan for the technology/solution. What is the first market Application? What is the size of the addressable market and its growth trajectory? Do future market Applications exist? The proposed business model of the company (i.e. will the product be licensed or sold directly to the end consumer?) If the business model will change over time (e.g. from a licensing to a manufacturing model), provide a description of this progression. III. 14 The benefits and potential impact of the proposed project to the Applicant Team, including the water technology provider and the WWT district/authority (if applicable). How will the proposed WWT project help the Applicant Team achieve technology development and commercialization goals? Keep in mind energy efficiency is the number one criterion. Benefits to the Commonwealth: A quantification of the estimated energy, climate, water quality improvement, and/or environmental benefits to the Commonwealth of Massachusetts (e.g., likely energy use reductions, projected GHG reduction, human health impacts, nutrient reduction or other measurable environmental benefits). A quantification of economic development impacts to the Commonwealth. Benefits of deployment at scale: The full estimated market potential for the technology when deployed under the proposed demonstration conditions. Quantify the energy and/or water quality, environmental, and climate benefits that are expected from the widespread adoption of the technology. An explanation of the assumptions and methodology used to calculate the payback, if applicable. The plan for quantifying benefits after demonstration project completion. Provide baseline energy use metrics and goals in terms of a percentage increase for one or more of the technology areas that is proposed for piloting, highlighting the participating WWTP facilities existing energy demand, and the percent change that should be expected through the proposed pilot. 15 Provide baseline metrics for secondary benefits such as resource recovery and nutrient remediation. IV. Applicant Team Statement of Qualifications Describe the proposed relationships that will support a technically and economically successful project, including the relevant skills, credentials and experiences of key Applicant Team members. All responses should specifically indicate the Applicant Team s current and historical expertise in conducting a WWT pilot as requested by this RFP. Identify the Lead Applicant and their role. Identify the point of contact who will serve as the project manager. For each individual, note their relevant skills, credentials and experiences. Identify all other members of the Applicant Team and their roles. For each individual, note their relevant skills, credentials and experiences. V. Budget Narrative Include a budget narrative that provides additional detail on each budget line item included in the Project Work plan and Budget Template (Attachment C). Keep in mind the required cost-share of at least 50% (in-kind and cash) of the total grant request. It is the sole responsibility of the applicant to ensure that their Application is complete and properly submitted. 15 P a g e

Add/Delete additional rows as needed. In order to evaluate the overall budget at the time of the Application, please specify staff time, expected expenses and detailed calculations for each milestone, including but not limited to, any use of third parties, expected purchases of data and/or market intelligence, and design and printing when creating the budget for the proposed Work Plan. This will form the basis for the negotiated contract scope for selected projects. It is expected that the selected Applicant Team will be paid on a milestone achieved and deliverable provided basis. If selected, this proposed project plan may be modified by MassCEC. Upon completion of the Task, the achieved Milestones should support the Deliverable provided. Ensure that each task and milestone is clear and broken down thoroughly as to avoid the Applicant Team requesting payment for partially completed milestones. Deliverable A tangible object produced as a result of the completion of the Task. Each Deliverable should be directly related to a Task or Milestone. The invoice for the Task will be paid based on MassCEC s receipt and approval of the Task s Deliverable. A deliverable must have some component that may be subject to a public records request. Unless otherwise noted in the contract, invoices shall be paid upon the receipt of a deliverable.
