2 A Global Mandate for Support on SCP The major cause of the continued deterioration of the global environment are the unsustainable patterns of consumption and production SCP is one of the overarching objectives of, and essential requirements for, sustainable development. Agenda 21, Rio, 1992 SCP Mandate JPOI, 2002 Encourage and promote the development of a 10-year framework of programmes (10YFP)..to.. shift towards SCP patterns. (JPOI, 2002) Marrakech Process, A/CONF.216/5 (paragraph 226 The Future We Want ). 10YFP adopted Rio +20, 2012 SDG & post Fundamental changes in the way societies produce and consume are indispensable for achieving global sustainable development. All countries should promote sustainable consumption and production patterns, with the developed countries taking the lead and with all countries benefiting from the process, taking into account the Rio principles... 3 Introduction 10YFP main objectives Accelerate the shift towards SCP in all countries by supporting regional and national policies and initiatives Increase RE and decouple economic growth from environmental degradation, creating decent jobs and contributing to poverty eradication and shared prosperity Support capacity-building and facilitate access to financial and technical assistance for developing countries, to implement SCP activities at all levels Serve as an information and knowledge sharing platform on SCP to enable all stakeholders to exchange policies, tools, initiatives and best practices, enhancing cooperation

6 Building the 10YFP organisational structure National Focal Points 114 National Focal Points (NFPs) nominated (28 in Africa, 28 in Asia, 16 in Eastern Europe, 20 in LAC, 22 in WEOG) Participation of 70 NFPs in regional meetings and two capacity-building workshops, so far The Inter Agency Coordination Group (IACG) 2nd meeting of 13 UN agencies in Paris in May 2014 Released first IACG document SCP in the SDG focus areas in June 2014, prior to 13 th session of OWG on SDGs. Organised a side event on One UN for Sustainable Consumption and Production (SCP): Joint Action to Implement the 10YFP at the HLPF in June 2014 The Trust Fund: First Trust Fund call for proposals launched for SPP programme, on 14 October US $ 500k available for this first call All six programmes will start with such calls

18 10YFP Sustainable Building and Construction Programme To be Launched When? Status Proposed Working Areas by the end of 2014 or in early 2015 A public on-line consultation on the draft concept note of the Sustainable Buildings and Construction (SBC) Programme is currently taking place. The SBCI network partners are providing support to consultations in various regions, and facilitating feedback on the development of the programme. Establish and promote enabling frameworks to implement SBC policies Reduce climate impact of building sector Promote Resource Efficiency in Building Supply Chain Support and Promote Sustainable Social Housing Knowledge sharing, outreach and awareness raising (cross-cutting) Proposed vision of the SBC programme All stakeholders involved in the planning, commissioning, design, construction and deconstruction, management and operation of buildings have a common understanding of sustainable buildings and the knowledge, resources and incentives required to create, maintain and use them; structures that are healthy to live and work in, that sustainably utilise energy, water, land and other key resources, respecting environmental limits, and ultimately have a minimally adverse impact on the natural world.
19 10YFP Sustainable Food Systems Programme To be Launched When? Status Proposed Working Areas Launch is expected second quarter of 2015 On-line consultation July 2014: gathered 212 responses (29% from researchers, 25% from NGOs, 18% from governmental institutions, 8 % from the private sector, 6% from IGOs, 12% other) The first draft of the programme concept was developed at an expert session of the Agri-food Task Force on SCP on September 2014 at FAO Headquarters in Rome. Increasing the availability, accessibility and sharing of actionable knowledge, information and tools for sustainable consumption and production Encourage, facilitate and support integrated multi-stakeholder dialogue to help inform interconnected policymaking towards sustainable food systems at local, national, regional and international levels Facilitating the use and enhance opportunities for market-based and/or voluntary approaches throughout supply chain towards sustainable food systems Proposed vision : all food systems are sustainable, delivering food security and nutrition for all in such a way that the economic, social and environmental bases to generate food security and nutrition for future generations are not compromised
20 Creating collective impact through the 10YFP programmes Five Conditions for Collective Impact Kania and Kramer 2011 COMMON AGENDA A shared vision for a common understanding of the problem A joint approach to solving it through agreed upon actions SHARED MEASUREMENT Collecting data and measuring results consistently, thus aligning efforts Holding each other accountable MUTUALLY REINFORCING ACTIVITIES Activities are differentiated while still being coordinated through a mutually reinforcing plan of action. CONTINUOUS COMMUNICATION Consistent and open communication across the many actors to build trust Assure mutual objectives, and create common motivation. BACKBONE SUPPORT Leads and co leads of programmes and their MACs, supported by the Secretariat, provide strategic direction, facilitate dialogue, manage data collection and analysis Secretariat, Leads and Co-Leads and MACs mobilize funds together, while Secretariat and Board report to ECOSOC, which in turn supports 10YFP Leads, co-leads and Multistakeholder Advisory Committees of the Programmes Serving as parliaments, work plan, project generator and fund mobilization for the programmes, together with other programme partners Multistakeholder composition, participatory governance and the five factors above are the key to making programmes work. Programmes will be built from the bottom up, responding to the expressed needs of national and stakeholder focal points

Upcoming 10YFP Regional Meetings December 2014: 10YFP meeting of the Western Europe and Others Group (WEOG) National and Stakeholder Focal Points, Rome, Italy.
22 Current status : regional activities Draft regional roadmap for the implementation of the 10YFP in LAC, October 2014 (under revision), responding to LAC Forum of Environment Ministers decision in March 2014 Launch of SCP for SIDS Initiative within the 10YFP at the Third International Conference on SIDS, Samoa, September 2014 African 10YFP Roadmap, discussed May 2014 (under revision) Asia and the Pacific Roadmap, Nov. 2013, launched in April 2014 West Asia Roadmap, agreed, June 2013 Latin American and Caribbean Roadmap, under revision, November 2014
23 10YFP in the international agenda UNEA Ministerial Plenary focused on Sustainable Development Goals and the Post-2015 Development Agenda, including SCP from June, 2014 Ministers highlighted the potential of the 10YFP as an important implementation mechanism for the SDGs In the outcome document, Ministers called on the international community to accelerate implementation of the 10YFP Two dialogues at HLPF, 30th June Dialogue with the Chairs of the 10YFP Board How could SCP contribute to the SDGs? HLPF echoed UNEA call for rapid implementation of the 10YFP 10YFP Board paper on potential contribution of 10YFP programmes to the SDGs (June 2014)
24 Challenges & opportunities How to accelerate the implementation of the 10-Year Framework of Programmes on SCP? Empowering the 10YFP National Focal Points (NFPs), nominated by governments, to define and convey countries needs for the shift to SCP capacity building for NFPs is a key demand NFPs to enhance inter-ministerial cooperation and coordinate broader stakeholder action at the national level, also serving as the channel for submitting proposals to the 10YFP Trust Fund Secure more active participation of the private sector and financial institutions in the 10YFP by demonstrating the economic case for, and return on investment generated by, the shift to SCP patterns Securing predictable and adequate finance for the 10YFP Trust Fund to enable timely implementation of its programmes at national and regional levels, on the scale being demanded by many actors
25 Challenges & opportunities What opportunities exist for improving the comprehensiveness of programmes under the 10YFP in support of national sustainable development transitions? Actors in all programmes to identify areas of cooperation and synergies, including between 10YFP programmes, in order to ensure a wider collective impact and effective resource mobilization. Identifying other priority themes to be addressed countries have expressed interest in programmes on waste, SMEs and cities Showcasing, through 10YFP programmes and country experiences, that the shift to SCP patterns offers triple-win solutions for society, the economy, and the environment.
