2 UNCTAD The United Nations Conference on Trade and Development (established in 1964) focal point in the UN on economic development issues promotes the development-friendly integration of developing countries into the world economy by carrying out three interrelated key functions: forum for intergovernmental deliberation aimed at consensus building research, policy analysis and data collection for the debates of government representatives and experts technical assistance tailored to the specific requirements of developing countries

4 The UNCTAD Entrepreneurship Policy Framework comprises 6 areas that have a direct impact on entrepreneurial activity

5 UNCTAD s Entrepreneurship Policy Framework consists of 5 «toolkit» elements which are applied to each priority area 1 Policy objectives identified for each priority area 2 Selected policy options that will enable policy makers to begin the strategy formulation process 3 References in the form of case studies and best practices 4 Proposed checklists of questions to provide gudiance on the strategic process 5 Illustrative set of indicators that measure progress towards strategic goals and objectives

6 Recommended four-step approach for policymakers First, policymakers need to identify opportunities and challenges in promoting enterprise development in general and entrepreneurship in particular, in the context of the overall national development strategy. Second, policymakers need to evaluate and benchmark the current environment in which entrepreneurs set up, operate and grow their businesses. Third, policymakers need to define the overall entrepreneurship strategy and priorities, in terms of objectives and targets as well as policy gaps and shortcomings. Fourth, taking into account country-specific conditions, policymakers need to design a focused set of initiatives to address gaps and shortcomings identified. Fifth, policymakers need to regularly monitor and assess the impact of the policies put in place to ensure the relevance and the effectiveness of their actions.

12 The Business Linkages Programme Develop local SME suppliers in developing countries by facilitating business linakges with larger national or international companies. Currently operational in Argentina, Brazil, Mozambique, Peru, Tanzania, Uganda and Zambia. Activities: Upgrading local businesses to meet international standards; Strengthening small businesses to become dependable partners for large companies; Providing policy advice on improving the environment for sustainable business linkages; Sharing effective international business linkage strategies with the various stakeholders; Involving companies in cost sharing with a view to operational sustainability.
