8 Homeland Security Grant Program (HSPG) HSPG Programs FY2014 Allocations State Homeland Security Program $294,000,000 Urban Areas Security Initiative $401,346,000 Operation Stonegarden $ 55,000,000 FEMA requires that states dedicate at least 25% of the combined HSGP funds allocated under SHSP and UASI toward law enforcement terrorism prevention activities linked to 1 or more core capabilities.

9 State Homeland Security Grant Program (SHSG) Purpose: Supports the implementation of State Homeland Security Strategies to address the identified planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events. Eligible: State Administering Agency (SAA)

10 Urban Areas Security Initiatives (UASI) Purpose: To enhance regional preparedness and capabilities in high-threat, high-density areas. Eligible: 39 urban areas Eligible candidates for the FY 2014 UASI program were determined through an analysis of relative risk of terrorism faced by the 100 most populous metropolitan statistical areas in the United States, in accordance with the 9/11 Act.

11 Operation Stonegarden (OPSG) Purpose: To enhance cooperation and coordination among local, tribal, territorial, state, and federal law enforcement agencies in a joint mission to secure the United States borders along routes of ingress from international borders to include travel corridors in States bordering Mexico and Canada, as well as states and territories with international water borders. Eligible: State Administering Agency

12 Emergency Management Performance Grants (EMPG) FY2014 Allocation: $350,100,000 Purpose: To assist state, local, tribal and territorial governments in preparing for all hazards emergency management. Eligible: State Administering Agency (SAA) or state Emergency Management Agency (EMA)

13 Intercity Passenger Rail Security Grant Program (IPR) FY2014 Allocation: $10,000,000 Purpose: To assist Amtrak in developing security enhancements for eligible intercity passenger rail operations. Eligible: Amtrak

14 Nonprofit Security Grant Program (NSGP) FY2014 Allocation: $13,000,000 Purpose: To support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of a terrorist attack and located within one of the specific FY 2014 UASI-eligible urban areas. Eligible: State Administering Agency

15 Port Security Grant Program (PSGP) FY2014 Allocation: $100,000,000 Purpose: To protect critical port infrastructure from terrorism, enhance maritime domain awareness, and strengthen risk management capabilities to protect against IEDs and nonconventional weapons. Eligible: For FY 2014, there will continue to be two Port Area Group Designations, rather than the legacy four groupings in years prior to FY (1) Seven Port Areas were selected as Group I (highest risk) and will be allocated 55 percent of funding available. (2) The remaining groups are combined into a single Port Group known as Group II, which will receive the remaining 45 percent of funds * Allocations based on DHS risk analysis.

16 Transit Security Grant Program (TSGP) FY2014 Allocation: $90,000,000 Purpose: To protect critical surface transportation and the traveling public from acts of terrorism and to increase the resilience of transit infrastructure. Eligible: owners and operators of transit systems that (1) are within the Urban Areas Security Initiative areas, or (2) meet minimum number of daily passenger trips.

17 Tribal Homeland Security Grant Program (THSGP) FY2014 Allocation: $10,000,000 Purpose: To implement preparedness initiatives to help strengthen the nation against risk associated with potential terrorist attacks and other hazards. Eligible: Indian tribes
