The National Department of Public Works: Town Planning Services proposes the development of the Maritime Warfare Simulation Centre: an Element of Project Screwdriver on Erven 1249, 1250, 1537 and 1544, McFarlane Road, Simon s Town. The four properties in total measure 8.54ha in extent. Large portions of the site remain vacant. The main purpose of the development is education and accommodation and will entail the construction of new low rise buildings (4 storey and lower), walk ways, bridges and parking areas consisting of the following: - Leadership Command and Management Centre 4 storey - Maritime Warfare Simulation Centre - San Barracks Accommodation 3 buildings of 3 storey and one of 4 storey - San Mess and Galley Building 3 storey - New House - Undercover Parking Area - Undercover Walkways - Parade Ground - Volley Ball Court - Repairs and renovation to existing building 4 storey Legislative requirements This application for Environmental Authorisation is being made to the Competent Authority, namely, the national Department of Environmental Affairs ( DEA ), and is required since the proposed development includes activities which are listed in terms of the NEMA Environmental Impact Assessment (EIA) Regulations 2010 (Listing Notice 1 Activity 23 and Listing Notice Activity 12). In terms of these regulations, a Basic Assessment process must be followed, which includes the compilation of this Basic Assessment Report (BAR). Dear Sir/Madam Sillito Environmental Consulting has been appointed by the Department of Public Works to undertake the required application for authorization for the proposed development of the maritime warfare simulation centre on erven 1249, 1250, 1537 and 1544, McFarlane Road, Simon s Town. The main purpose of the development is education and accommodation. The campus design will utilize several fundamental elements to circulate vehicles and pedestrians with the main focus on pedestrians. Two natural terraces will be used to group the site by function. The lower terrace will be dedicated to education and office functions and the upper terrace for accommodation. The upper and lower terraces will be linked by a bridge and covered walkways. NEMA Activities SEC has reviewed the relevant listed activities in GN R544, 545 and 546 of the NEMA and has identified the following activities in GN R544 and GN R546: GN R544, Item 23: The transformation of undeveloped, vacant or derelict land to Residential, retail, commercial, recreational, industrial or institutional use, inside an urban area, and where the total are to be transformed is 5 hectares or more, but less than 20 hectares. GN R546, Item 12: The clearance of an area of 300 square metres of more of vegetation where 75% or more of the vegetative cover constitutes indigenous vegetation. i) Within a critically biodiversity area identified in bioregional plans Attached herewith please find two hard copies and one CD copy the Draft Basic Assessment Report. The EIA Regulations make provision for public participation in each phase of the process, with all reports produced needing to be reviewed and commented on by the public before the DEA makes a decision on the application.
