3 1. Overview The Radio Commissioning Framework (RCF) provides a consistent commissioning process across all Radio networks - A menu of six processes allows for variaeon, but within boundaries. Every commission type has a process, e.g. strand, batch or direct. Each process is a variant of the master process, hence they share common elements: Eligibility used early on to assess a supplier s ability to deliver projects via compleeon of due diligence criteria and/or passing the requirements needed to access.* Short proposal used where many new ideas are sought and / or to economise on Eme and effort. Not always necessary for some commission types. Full proposal the core of the process and used for each commission (except in very limited cases). Pitches used for larger commissions but not always for single docs, or batches where suppliers are already known to the networks. feedback feedback is mandatory for all commissions The opeonal elements of the process provide flexibility while ensuring consistency across networks and genres. * We recognise that there are opportunities to enhance the eligibility stage and are working on improvements to this. 8 B - Batch Either: mulnple episodes in each strand are put up for tender OR: mulnple series & batched commissions (e.g. R4 Docs) submit eligibility & full proposals, bidding for a number of episodes. Proposal and pitches (opnonal) scored, highest scores win MulNple suppliers; mulnple commissions /supplier discussions could take place throughout process Publish brief Eligibility Pass/Fail Shortlists for full proposal Review & score Commissions (3) Feedback Prepare eligibility check (1) Prepare full proposals (2) Pitch (opeonal) (1) Eligibility checks may be done before full proposal or at the same Eme, this is at the discreeon of the commissioning editor (2) will provide some (e.g. 2-4) programme ideas, but will not need to detail the full list of ideas for all of the slots bid for. (3) MulEple suppliers will be awarded batches of varying sizes. 8

9 C General Ideas (Speech and Classical)* submit offers for singles & series (no batching) shortlists proposals and has conversanons with suppliers, who then submit full proposals Following network discussions suppliers prepare full proposals, oyen with scripts for drama commissions Commissions may be made based on team review, or suppliers may be invited to meet before a final decision is made MulNple suppliers; mulnple commissions /supplier discussions could take place throughout process Publish brief Eligibility: Pass/Fail Shortlist: Yes/No Shortlists The emphasis is on ideas and creaeng a coherent season of programmes hence decision-making and evaluaeon is much more commissioning and editorial focused. First review & longlist (1) Second review & shortlist+ Commission suppliers** (opeonal) pitch Feedback Prepare eligibility & short proposals prepare full proposals + This involves reviewing the risk and deliverability, budgets etc. BAMs are involved here.
