6 Regional Center for Renewable Energy and Energy Efficiency Executive Summary: The activity report (the Activities Report ) of the Regional Centre for Renewable Energies and Energy Efficiency ( RCREEE or the Centre ) summarizes the Centre's activities in the time period from 1st February 2010 to 31st March The highlights of the Centre's activities and achievements during that time period are the following: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) The legal, organizational, administrative and financial set up of the Centre was progressed to the level that RCREEE is fully operational. Three studies in the field of RE&EE policy development has been finalized: The study for economical, technological and environmental impact assessment of national regulations and incentives for RE and EE in the region. Ten national reports for the member states countries were issued besides the regional report as the outcome of this study. Study about SWHs certification and standardization in RCREEE member states. 3. Land use agreement model for large scale RE projects in Egypt Two new studies have been launched: Study and implementation of a set of energy efficiency indicators and data base in Southern and Eastern Mediterranean countries, Develop and disseminate regional best practices for the key project agreements for private finance RE projects These studies will be finalized in Five workshops held in several member states countries discussing topics in RE & EE policy making, elaborating and promoting Arab EE Guideline, RE international initiatives, and systems for setting the standardization & certification in the region. Four training courses in different fields of RE & EE conducted in four member states: Egypt, Morocco, Tunisia and Lebanon. These courses were attended by more than 100 trainees from all our member states. Four research projects have been launched within RCREEE Research Grants Program to promote RE technologies local manufacturing in RCREEE member states. RCREEE occupies a recognized position in the field of cooperation with regional and international organizations and projects. The most effective cooperation is with the League of Arab States, as well as EU funded projects MED-EMIP & MED-ENEC, UN-ESCWA, IRENA, Plan Blue, RENAC, DLR, IKI and AIDMO. Representatives of RCREEE are regularly invited to speak at academic and policy conferences. In addition, an active participation in the relevant working groups at LAS. The following gives a more detailed outline of the Centre's development and activities during the year It is divided into the sections, Legal & Administration (1.), a section dealing with the Centre's activities (2.) and the activities related to co-operation with international institutions (3.) 04-05

8 Regional Center for Renewable Energy and Energy Efficiency 1. Legal & Administration: In the course of 2010, major steps were completed towards the legal, administrative and financial set up of the Centre. As a result, the Centre now is fully operational Legal Set up The RCREEE Board of Trustees held two meetings last year; the first held on the 3ed of February and an extraordinary meeting held on August 4th and 5th, The main decisions and achievements were: Eng. Samir Hassan was appointed as the acting executive director for a term of one year starting September 1st, The host country agreement was signed by the Chairman of RCREEE BOT and the first Undersecretary of the Ministry of Electricity and Energy in Egypt. As a result of these two important achievements RCREEE bank account has been established in September 2010 and operated with the first transfer from Denmark followed by a transfer from Germany. And consequently, many organizational steps has been performed as follows: Grant agreement with the government of Denmark acting through the Ministry of Foreign Affairs was signed, on December 13th Grant agreemnet with GIZ was also signed on December 16th 2010 including the project implementaion agreement signed between GIZ and NREA representing the egyptian government on November 30th With the assistance of HR and financial consultants, the RCREEE Interim Secretariat has further drafted the administrative regulations including the personnel, contracting and purchasing regulations. The regulations has also been presented to the Executive Committee and was approved by them Representation and Staffing The RCREEE Interim Secretariat and Executive Committee has been working towards appointing the two private sector representatives for the Executive Committee. At the BoT meeting held on 3rd February 2010 in Amman, the RCREEE Member States elected the private sector representatives of the RCREEE Executive Committee: Eng. Mohamed El-Mahdi, Eng. Zaher Tawil, Chairman, Managing Director, Siemens S.A.E; Egypt Products and Solutions Marketing Manager, Leader of the Renewable Energy and Energy Efficiency Initiative for the region. 9 ANNUAL ACTIVITIES REPORT In addition, staffing of the RCREEE Secretariat was strengthened, the following members joined RCREEE: Eng. Maged Mahmoud, Mr. Mohamed Hamed, Mrs. Noha Gamal, Senior Technical Expert Financial and Administration Manager Liaison Officer RCREEE employed in total four interns from Egypt, Syria and Germany for further qualification in the field of renewable energy and energy efficiency (as of autumn 2010). Two of the interns have been trained in the framework of the REMENA study course and are currently studying for their Master Degree Ongoing Administration RCREEE was administered in 2010 through the RCREEE Acting Executive Director and the Interim Secretariat. They regularly liaise with the Executive Committee and the representatives of the Development Partners. A job description for the RCREEE Executive Director and his two deputies has been drafted and will be submitted for approval to the Executive Committee and the BoT to be held early in It's expected that the Interim Secretariat will be converted into permanent secretariat. In addition, within the two BoT meetings held in 2010, fundamental decisions related to RCREEE were discussed, in particular the strategy to be adopted by the Centre. The term of the present BoT Chairman, Eng. Farouq El Hiyary, will come to an end at the next BoT meeting in April 2011 in Tunis. As agreed, the RCREEE will be chaired in the year to follow by the Tunisian BoT representative, Eng. Abdelmoumen EL Ferchichi. The Executive Committee convened regular meetings to discuss all issues of RCREEE with the secretariat. 6 meetings held, 5 of them was last year and one this year. The meetings of the executive committee focused on the institutional, financial and technical issues of the center Communication and Marketing RCREEE web page ( has been developed continuously, updated with information on the Centre, its activities and covering issues of renewable energies and energy efficiency at large. The web page is in the process of being improved and translated into Arabic, as well as including online information system; also hosting a data base of renewable energy and energy efficiency regulations. RCREEE continue issuing newsletter on a regular basis. In 2010 three issues has been published #3, #4 and #5.

10 Regional Center for Renewable Energy and Energy Efficiency 2. Activities In 2010, RCREEE had an active year. The technical activities varied among studies, researches, capacity building programs, workshops and conferences. The detailed activities are described as follows: 2.1. Research and Development RCREEE Research Grant Project The development of renewable energies in the MENA region can solely be achieved on a large scale through a high local added value, whereby the start of the added value chain lies in the R&D (Research and Development). Therefore, RCREEE has tendered the promotion of four research/ development projects for the region and commissioned each with 40 thousand Euros (as of August 2010). Via the projects pertaining to the following topics, further research activities and private investments should also be initiated: I. II. III. IV. Developing a cost effective technology for solar water heating/storage for local production (Contract partner: Morocco), Developing a system for the efficient cleaning of rotor blades pertaining to wind power stations under the special regional conditions (Contract Partner: Egypt), Developing a hybrid system composed of solar systems, wind turbine and storage for cogeneration (Contract partner: Egypt), Building five photovoltaic stations -based on different technologiesfor analyzing the usability under Jordanian framework conditions (Contracted with Jordanian PI) RCREEE supports Development of a Compliance Tool for Building EE code The main purpose of the work is to develop a PC-based building energy performance analysis tool to be used as an evaluation instrument of existing and new projects on energy performance levels, including compliance assessment to building energy efficiency code in Tunisia. This tool being developed for Tunisia as a pilot project, will be later adapted to other RCREEE Member States. The centre has signed in March, 2011 an agreement with White Box Technologies Inc. to perform technical services on behalf of the National Agency for Energy Conservation (ANME) of Tunisia on the project entitled Development of a Compliance tool for building energy efficiency code using DOE2.2/eQUEST

11 ANNUAL ACTIVITIES REPORT Young Researchers Support, RCREEE Internship Activities RCREEE hosts periodically a group of interns in the field of energy efficiency and renewable energy. In the last period two theses has been supervised by RCREEE Institutional and legal framework for Large scale RE projects in Syria One of the interns who trained at RCREEE for five months was Eng. Fadi Aljawabra from Syria. Fadi is a student in the Intercultural Master Program Renewable Energy and Energy Efficiency in MENA Region for young professionals. The main objective of the study is to assess the roles of relevant entities and the effectiveness of existing laws and regulations to promote renewable energy projects in Syria, and the opportunities for efficient and successful participation of the private sector. The study shows the pros and cons of the current practices, and concludes some specific recommendations to develop the legal and institutional frameworks in Syria, with a glance at the Egyptian experience Impact of Desert Power Generation Moustafa Shaaban is an Egyptian intern also from the Intercultural Master Program Renewable Energy and Energy Efficiency in MENA Region trained in RCREEE for four months. The aim of his thesis is to study the impact of power generated from CSP, PV and wind in the desert on European and MENA countries. The study includes 44 countries (26 EU, 13 ME, 5 NA). The impact was analyzed throughout the relationship between energy supply and economical, social, political and environmental development. The study shows that the impact will be positive on both MENA and Europe countries. The economy will develop in terms of GDP either directly or through multiplier effects. Social parameters will develop through new direct and indirect jobs as well as the technology and know-how transfer which will enhance the co-operation between MENA and Europe.

Studies: Three studies have been finalized in 2010 as follows: Impact Assessment of RE&EE National Regulation A comparative study of the effectiveness of policies in the field of renewable energies and energy efficiency in the RCREEE Member States. For the study, financed by DANIDA, and finalized in April 2010, a consortium of consultants consisting of MVV Decon and Wuppertal Institute were selected on the basis of a tender process. 10 national reports for RCREEE member states and one regional report produced as deliverables of the study. The reports show an analysis of the RE&EE policy making process in the member states. The regional report presents a comparative tool that can be used for polices benchmarking within the member states. Moreover, case studies about policy evaluation in special cases have been presented Land Use Agreement Model for Egypt A study trying to define best practices for project agreements for private financed renewable energy projects, carried out jointly with MED-EMIP and the financial support of the EU. A particular focus is on land use agreements model for Egypt. The results of the study has been finalized and submitted to MoEE, NREA and EETC and used for the preparatory works of future BOT wind energy projects in Egypt. It is intended to further disseminate the results on the regional level. The study finalized in Feb Solar Water Heater Certification and Standardization in RCREEE MS A study about the current situation of Solar Water Heater Certification and Standardization in RCREEE Member States. This study, which has been finalized and disseminated in May 2010, is intended to guide the establishment of a regional certification program for solar water heaters in the region that shall be implemented in cooperation with LAS in The output of this study will be used as an input to the SWHs certification and standardization program that will be implemented by RCREEE in cooperation with LAS and AIDMO. This program aims to produce regional quality system for SWHs in the Arab region

13 ANNUAL ACTIVITIES REPORT Two studies have been launched in 2010 as follows: Implementation of a set of energy efficiency indicators A Study and implementation of a set of energy efficiency indicators and data base in Southern and Eastern Mediterranean countries. The objective of the study is to strengthen the capacity of RCREEE MS in monitoring their energy efficiency policies by using set of indicators. The study is implemented in cooperation with Plan Bleu. International Consultants, national private experts and governmental focal points are involved. The duration of the study is 9 months to be finalized in October Regional Best Practices for the key Project Agreements A study to develop and disseminate regional best practices for the key project agreements for private finance RE projects. The deliverable of the study should be a Term Sheets templates to draft and agree on Model Agreements which can be used by relevant public entities within RCREEEE region when tendering and implementing renewable energy electricity generation projects in public lands owned by governmental bodies and sells electricity to the Grid Company. Privately owned lands are dealt with in a separate annex.

Workshops and Conferences RCREEE convened a number of high level conferences and workshops on RE policies and technologies: Renewable Energy Conference: On the occasion of the RCREEE BoT Meeting in February 2010 in Amman, and responding to the set up of the DII, a recent initiative of German and other companies to study implementation of the DESERTEC concept, RCREEE convened a one day conference in which two sessions of discussion have been addressed. The first one discussed the opportunity of DESERTEC Industrial Initiative for the development of RE in the MENA region. The second session focused in presenting the initial results of the policy comparative study. The event, which was opened by HE the Jordanian Minister of Energy and Mineral Resources, was attended by more than 100 high level participants End use Energy Efficiency Workshop: Under the framework of the League of Arab States (LAS)'s initiative to prepare the Arab Energy Efficiency Guideline and with the coordination between the RCREEE and EC through MED-EMIP and MED-ENEC projects; a workshop End Use Energy Efficiency, National Plans for Regional Energy Challenges was organized in Tunisia on July 26th and 27th. It was followed by the LAS "Arab EE Directive Working Group" meeting on July 28th and 29th. This two-day workshop was to initiate the process of preparing a three-year National Energy Efficiency Action Plans (NEEAPs) according to the drafted Arab EE Guideline. The purpose of this joint workshop was to initiate the bottom-up national coordination for the preparation of the NEEAP and to raise awareness of the recent regional policy development National Energy Efficiency Action Plans Workshop: In line with the coordination between LAS (Energy Department), EC, sponsored projects MED-ENEC & MED-EMIP and RCREEE, and according to the resolutions and recommendations of the RE & EE experts committee as well as Arab EE guideline work group; a regional workshop Energy Efficiency Action Plans was held in Amman, Jordan, on December 5th and 6th, 2010 to present the Energy efficiency Action Plans in the electricity sector of LAS member States. The workshop also tackled the international financing opportunities available to fund energy efficiency projects and programs. The event, which was opened by HE the Jordanian Minister of Energy and Mineral Resources, was attended by more than 50 high level participants

15 ANNUAL ACTIVITIES REPORT RE&EE National Policies Evaluation Workshop: Succeeding the study Economical, Technological and Environmental Impact Assessment of National Regulations and Incentives for Renewable Energy and Energy Efficiency RCREEE has organized in cooperation with MVV-DECON a workshop Evaluation of National Polices in RE&EE' in Cairo December The workshop presented an analytical review of the current RE&EE policies and regulations in RCREEE member states. The study assessment results have been discussed and recommendations for the RCREEE future action plan have been set. The workshop was attended by representatives of the ten member states as well as international and national experts who worked on the study Energy Efficiency Indicators Workshop: The Kick-off Workshop, of Energy Efficiency indicators project launched in partnership with Plan Bleu, was organized on 6&7 January 2011 in Tunis. Around 30 participants attended the workshop, representing RCREEE countries involved in this project as well as the associated organizations, such as MEDENEC project MEDENER, the French Agency AFD in Tunisia, and ANME.

18 Regional Center for Renewable Energy and Energy Efficiency 2.4. Capacity Development and Training Responding to the demand of the RCREEE Member States, RCREEE has become active in the field of capacity development and training. RCREEE organizes regular training events, to which 2 participants from each of the member countries are normally invited upon the BoT's proposal, nomination respectively. Within the reporting period, four training events has been implemented and more than 100 participants has received technical training as follows: Wind Energy Training, Stage 2: Following up the subject of the first stage of the wind energy training program which focused on wind farms design, RCREEE, in cooperation with Renewable Energy Development Center (CDER) in Morocco, held a second stage. This stage focused on the subject of wind farms operation and maintenance taking into consideration the regional and the international experience in this area. Energy Audit in Building Training: RCREEE in cooperation with the Tunisian National Agency for Energy Conservation (ANME) organized a training course on "Energy Audits in Buildings, and the Role of ESCOs" in Tunis, from 1 to 5 June, The objective of the training course was to present a model of monitoring energy audit programs based on successful stories from Tunisia. Additionally, it would support energy audit firms to develop the necessary technical know-how for their on-going energy audit works. Furthermore, the training course would enhance the activities that have been done for the future implementation of the Arabian EE Directive that is expected to be issued this year by the Arabian Ministerial Council for Electricity RE Financing Training: RCREEE in cooperation with Lebanese Center for Energy Conservation (LCEC) organized the renewable energy financing training course in Beirut October 2010, The objectives of the training course was to gain an understanding on the funding characteristics of Renewable Energy Projects, understand the different risk profiles and financing needs of each Renewable Energy technology, create an understanding of the crucial points and challenges, learn about what issues financiers consider when investing and get to know the different cost structures and the impact on financing RE projects and get familiar with the financial products available for renewable energy projects financial situations in the MENA region and Europe. The German renewable energy academy (RENAC) provided the 5 days training course, which was attended by representatives from RCREEE member states

19 ANNUAL ACTIVITIES REPORT Wind Energy Training, Stage 3: RCREEE in cooperation with the New and Renewable Energy Authority in Egypt organized the third stage of wind energy training pregram in Cairo in Cairo. The 5 days training course, which attended by 15 participants from RCREEE member states, focused on simulation programs for wind farm design (WAsP) and wind projects tendering proceduers.

Co-operation with other regional and international organizations RCREEE has worked closely with other regional and international organizations, tackling the following subjects: 3.1. Arab RE Strategy and EE Guideline: RCREEE is closely working with the energy department of LAS and, moreover, is a member of the RE&EE experts committee and all sub working groups: RE strategy working group, Arabian Solar plan workgroup and Energy efficiency working group. Within this involvement RCREEE perform many activities as follow: 1. Arabian Renewable Energy Strategy: Participation in setting the strategy targets Identifying the performance indicators for the strategy 2. Arabian Solar plan RCREEE participation in Arabian Vision towards MSP 3. Arab EE Guideline 4. RCREEE participated in preparing The Arab EE Guideline that has been officially issues RCREEE has mandated by the Electricity Ministerial Council to measure, monitor and evaluate the implementation of the Arab EE guideline NEEAP template has been prepared Direct support to the member states to prepare their NEEAPs 2 regional workshops and 3 national workshops to support the concept Lebanese NEEAP approved by the Minister, Tunisia, Jordan, Morocco, Syria and others will follow SWH Certification and Standardization Program: The Electricity Ministerial Council requested from RCREEE and AIDMO (Arabian Industrial Development and Mining Organization) to coordinate with council secretariat to work on standardization and certification system for SWHs aiming to achieve a quality certificate for the Arab region

21 ANNUAL ACTIVITIES REPORT 3.2. EE Indicators Study: RCREEE signed a cooperation and co-financing agreement with Plan Bleu to associate their efforts in order to achieve jointly a study on the energy efficiency indicators and strength RCREEE MS capacities in this field Carbon Financing Initiative: RCREEE signed in March 2011 a Memorandum of Understanding with the CDM-JI Initiative MENA region. The CDM/JI Initiative launched in June 2008 by the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) with the aim of promoting carbon market in the countries concerned by the initiative such as China, Brazil, India and the MENA region (Algeria, Egypt, Morocco and Tunisia) and helping German companies in meeting their emission reduction target the purchase of certified emission reduction (CERs). The MENA unit started operations in February 2009 The co-operation under this Memorandum of Understanding should include the development and further improvement of framework conditions to facilitate the implementation of project activities under the CDM, in the MENA region covering the ten Member states of RCREEE Solar Atlas for MENA: RCREEE proposed service offer to participate in Solar Resource Atlas for the Mediterranean performed by DLR. The project will bring high resolution (1km), long term coverage (at least 15 years) data on the available resources for the whole target region. It will be the first time, RCREEE will be contracted as a provider services to the project. In addition, RCREEE works closely with the EU funded MED EMIP and MED ENEC projects as well as the German BMZ funded JCEE. Cairo, April, 2011 RCREEE Interim Secretariat
