This document introduces project methodology as described in Project Consortium Agreement and Grand Agreement. 4 1 OBJECTIVE This document is intended to be a manual for guiding the Consortium in the general management tasks of the Project EFFINET. Being a project co-funded by its partners and by the 7 th Framework Program of the European Commission, this document also aims at clarifying the main obligations each partner has in terms of reporting its activities and expenses. The first version of this document is extracted from the Consortium Agreement, although it is live document in nature, as it will adapt to any structural changes the project may undergo. 2 CONSORTIUM STRUCTURE The following figure shows the organization chart of the Project, which is based on the interaction between the 7 th Framework Programme and the Project Consortium, with the technical support of the Advisory Board. 5 The coordinating beneficiary is the intermediary between the Associated Beneficiaries and the European Commission for all issues. AQUALOGY Aqua Ambiente will therefore represent and communicate all the Consortium needs. The following table displays the number and the short name of each partner, to be used for convenience when necessary: Figure 2 EFFINET partners The organizational structure of the Consortium shall comprise the following Consortium Bodies as well as any other managing body that with relation to any particular Work Package is identified in Annex I of the EC-GA: Executive Board (EB) as the ultimate decision-making body of the Consortium. It will consist of one representative from each partner and it will be chaired by the Project Coordinator. Executive Board will gather results from the Work Packages Committees and the Advisory Board. Meetings are organized and chaired by the Project Manager. It consists of the following members: Ben. The Coordinator shall, in addition to its 5

6 responsibilities as a Party, perform the tasks assigned to it as described in the EC-GA and this Consortium Agreement. The Project Scientific and Technical Supervisor is the person in charge of knowledge management, overseeing the scientific and societal context related to the project, encouraging the publication of project results, evaluation transferability and qualitycontrolling all project Deliverables. The nominated person is Prof. Dr. Gabriela Cembrano. Advisory Board (AB). It will consist of external experts in drinking water management, control theory, and economic science. The Project Work Packages are organised: Work Package Committee (WPC) will coordinate the execution of Work Package tasks defined in the Implementation Plan. It will consist of one representative from each partner participating in the WP. Work Package Leader (WPL) as the chairperson at WPC meetings. WPL will act as the intermediary between the EB and WP participants. Task Leader (TL) appointed for every task into a WP. TL will be responsible to organize and chair Task meetings and report the WPL. Project Management Team (PMT) will carry out tasks of project coordination. PMT will be formed by the Project Coordinator, the project scientific and technical supervisor and the administrative manager. Exploitation Committee (ExC) as a management body in charge of dissemination and exploitation. It will be formed by one representative of each partner, and lead by the Project Coordinator. 3 CONSORTIUM CONTACTS The coordination of the project is carried out by AQUALOGY Aqua Ambiente, the Coordinating Beneficiary. The coordinating beneficiary main representative is Mrs. Silvia López. Main contact information for each partner is indicated below. Calendar to be modified after 1 st Evaluation, February TECHNICAL REPORTING Monitoring of technical progress will be implemented through the following items: 5.1. TECHNICAL REPORTING TO THE EC The technical part of all reports to EC will be produced following the guidelines and templates of the FP7. It will be lead by the partner responsible of the deliverable, reviewed by the Scientific and Technical Supervisor and eventually by the Coordinating Beneficiary prior to submission to EC project mailing list. 10

11 5.2. DELIVERABLES The deliverables, as described in the project proposal, are to be written in English and formatted in EFFINET Deliverable template. An A4 template and a Latex one have been produced. Lead beneficiary of deliverable is in charge of producing it and collecting all partners contributions. Deliverable will be shared among partners when a first draft is ready. It will be shared with partners at least 15 ahead scheduled deadline. At the same time it has to be sent to the Scientific and Technical Project Coordinator to review it complies with expected content and quality standards. The deliverables will be reviewed by partners and scientific and technical coordinator; the deliverable leader will be notified of any comments and will then resubmit the new version if necessary. Deliverable versions will be shared in a common cloud database. Project coordinator will forward deliverables on due time to EC Project mailing list. 11

Amendment February FINANCIAL REPORTING Monitoring of financial status will be implemented through the calendar stated by the EC. Prior to EC submission partners will submit interim financial report to EB. Financial Reports will conform to the requirements of the EC and will contain the relevant cost statements for each participant, together with the necessary audit certificates, bringing together the costs incurred by the consortium and the requested financial contribution, as well as its allocation by partners and by WP. At the completion of the project, a Final Report will be delivered to present the results of the project and to assess the fulfillment of the agreed objectives. The Final Report will also include an analysis of the potential economic and social impact of the technologies concerned, the factors involved in their successful exploitation and future plans regarding the use and dissemination of knowledge for new activities. 7 SCHEDULE OF MEETINGS The Executive Board (EB) will meet twice a year at different project locations. EB will meet at any time upon written request of 1/3 of the Members of the Executive Board. One of the EB meetings will take place right prior to EC annual review (place to be determined) to optimize travel budget. It will gather project results from the Work Package Committees and the Advisory Board. The Advisory Board (AB) will consist of external experts in drinking water management, control theory, and economic science. It will ensure the scientific and technical quality 13

14 of the project. Frequent interaction will be sought between the EB and the AB in order to gain insights on the evolutions in the state of the art and to obtain validation of the methodologies adopted. Progress reports will be sent to the AB as well to obtain feedback about project results during the implementation. The AB will meet once a year (at advisors and partners convenience) with the EB for discussion of findings, challenges and opportunities. Up to date EFFINET project counts with CSIRO (Australia) and MEKOROT (Israel) as Advisor entities. Work Package Committees (WPC) will ensure the implementation of the project by executing the tasks defined in the Implementation Plan. Meetings of each WPC will be organized to suit the specific needs and schedule of each WP. The Exploitation Committee (ExC) will meet annually and will report to the EB as the rest of WPC. 8 MANAGEMENT OF DYSFUNCTION OR DISPUTE For a detailed review of management of dysfunction or dispute refer to Section 4 (Responsibilities of Parties) and Section 5 (Liability towards each other) in the Consortium Agreement (D1.1). For any decision to be made in the consortium each participant will have one vote at the EB. Decisions will be approved by a double-majority criterion: more than 50% of votes and more than 50% of the budget represented by such votes will be required to validate a decision. Participants unable to attend a coordination meeting may send a representative or delegate their vote to another participant. Each consortium body must have two-thirds of its members present or represented in order to deliberate and decide validly. Defaulting parties will not have a vote. Additionally, decisions may be taken without a meeting if the Project Coordinator circulates to all participants a written document, which is eventually signed by the above-mentioned criterion of double-majority. Meetings of consortium bodies may also be held by teleconference if agreed by its members. 9 DISSEMINATION OF THE PROJECT The dissemination plan will define specific steps for disseminating results in the academic community, disseminating results to water utilities and to industry, and collecting feedback to research teams. For an updated project dissemination plan refer to deliverable 7.1. Dissemination is regulated by FP7 Grant Agreement - Annex II General Conditions II.30. Dissemination. The Commission shall be authorised to publish, in whatever form and on or by whatever medium, some information specified in the grant agreement. 14

15 In order to facilitate their identification by the public and the Commission, dissemination materials (e.g. publications, websites, etc.) concerning results from FP7 projects need to contain the following specific sentence, included in the Grant Agreement (Article 45 RfP Article II.30.4 of GA): The research leading to these results has received funding from the European Union's Seventh Framework Programme (FP7/ ) under grant agreement n For any dissemination and use of foreground of the project refer to EC support guidelines and documents available at s.html#fp7. Refer to Intellectual property rules. Any dissemination action has to be reported to the Coordinator and Scientific coordinator for its review and approval. Actions will be updated on a monthly basis. 10 LIST OF TEMPLATES The table below shows the different templates that the partners of the project will need to use for project management. These templates will be provided by the coordinating beneficiary. They will include a mention of the 7 FP financial support, as well as the logo of the project. 1. Logo, concept, fonts and colors. 2. 16 Logo, colors and fonts LOGO Concept EFFINET is able to control and monitor water networks to reduce water losses and optimize energy usage. Figure 9 EFFINET concept This concept is achieved using a telescopic sight glass synthesizing as controller, and the pictogram of a drop of water to symbolize the element to be monitored and controlled.
