3 Products and Services Call Center Operations In April 2014, the Call Center answered 90% of the 49,103 calls received. The average answer rate to-date this fiscal year is 85.7%, compared to 92.3% for the same period in FY 2013 and 83.2% in FY Interactive Voice Response System (IVRS) In April 2014, the IVRS processed 9,003 payments, for a total of $ 2,264,502, compared to 9,478 payments in April

5 Products and Services Note: the April 2014 wastewater flow is the highest monthly flow reported since March This is due in part to the end of April rain event, as well as earlier precipitation. 3
6 Infrastructure Asset Management Water & Wastewater Permit Compliance In the month of April there were zero drinking water quality permit violations. The Western Branch Wastewater Treatment Plant (WWTP) experienced five effluent National Pollutant Discharge Elimination System (NPDES) non-compliance events during the first two weeks of April 2014 with the potential for additional non-compliance events pending lab test results. The Western Branch events are related to extensive construction activities in the biological basins that have prevented the plant from effectively nitrifying, de-nitrifying, and disinfecting where most of the plant treatment process is currently dependent upon temporary return sludge pumping systems. This non-compliance represents a temporary exceedance of the more stringent nitrogen seasonal limits. Patuxent River Water Flow Meeting On April 10, 2014, members of the Systems Control Group met with the Maryland Emergency Management Agency s (MEMA) Maryland Joint Operations Center (MJOC), as well as with the City of Laurel and Anne Arundel County personnel. The purpose for the meeting was to discuss the Duckett Dam emergency action plan. WSSC shared newly developed inundation (flood plain) maps depicting the incremental increase of water flow through Laurel and downstream that will result from an emergency dam water release. Electronic files containing map overlays of the water inundation levels that indicate flooding impacts to the community from an emergency dam water discharge were provided to the meeting attendees. End of April Rain Event Between April 29 and May 1, 2014, rainfall ranging from 4 to 6.5 impacted the WSSC service area, as well as its water and wastewater operations; most significantly affecting the water reservoirs and dams. A comprehensive report detailing the actions of WSSC personnel during this event was submitted to the General Manager, was provided to Commissioners earlier, and is included as an Appendix to this report. Roles and Responsibilities during Water Outages On April 29, 2014, WSSC s Acting Chief of Plant Operations and Operations Support Manager, met with Montgomery and Prince Georges County s Emergency Managers to discuss roles and responsibilities of the county governments, primacy agencies, and the WSSC during water outages. The next step includes a regional meeting coordinated by the Council of Governments. 4

8 Infrastructure Asset Management There were 67 breaks and leaks reported in the month of April. The data shows that 73 percent (49) of the breaks and leaks resulted from pipes made of cast iron material and 81 percent (54) of the pipes were less than 12 inches in diameter. There were 67 breaks and leaks reported in the month of April. The data shows that 50 percent (33) of the breaks and leaks reported, occurred in pipes years old. 6

10 Infrastructure Asset Management The number of miles of contract work was below the target in April because contractors spent more time installing water connections, two miles compared to a norm of one mile. Additionally, because of the bad weather in March, many contractors were unable to set-up temporary bypass water lines, so the contractors spent time in April setting up these lines. 8

Note: Last month, 8 was reported in error for the number of positions filled in February. The correct number is 15. 37 Small, Local and Minority Business Enterprise Office FY 2013 Legislative Report Correction The FY 2013 SLMBE Legislative Report was revised as of April 2014 to incorporate a correction to the original report published in October Periodic internal review of the data revealed that the Minority/Women Business Enterprise Award information was overstated in the original report. We have taken steps to reissue the report with the revised data. That includes providing Commissioners with a revised copy of the report, providing notice to all previously identified recipients, hand-delivering the revised report to key Annapolis Offices, and updating the electronic versions of the report on WSSC s homepage. We regret the mistake and have taken steps to prevent a recurrence of the error. SLMBE Office Outreach WSSC hosted or participated in the following special outreach events in an effort to increase vendor participation in WSSC s solicitations. On April 3, 2014, SLMBE participated in the Women Presidents Educational Organization (WPEO) Corporate Roundtable hosted by Sodexo. This event allowed the organization to provide updates and information to its corporate sponsors. The event also involved a roundtable discussion of best practices and the needs of the corporate sponsors. On April 14, 2014, the SLMBE Office hosted its monthly workshop Understanding the Appendix A for MBE/SLBE/SLMBE Participation and the Good Faith Efforts (GFE) Guide to help vendors/suppliers understand the Appendix A section of solicitations. Twenty-two vendors attended the workshop. On April 16, 2014, WSSC s SLMBE Office attended and exhibited at the 24th Annual Government Procurement Fair at the Washington DC Convention Center along with 90 other government agencies. The event provided exhibiting and matchmaking opportunities. The SLMBE Office met with various vendors to discuss contracting opportunities. On April 21 and 22, 2014, the SLMBE Office hosted a class to train prime and minority vendors, as well as internal stakeholders on the best way to utilize and operate WSSC s webbased compliance system for effectively monitoring and tracking contract performance and payments. 17

40 Accomplishments and Community Outreach Piscataway Drive Sloping Emergency Thank you to all the teams within WSSC who quickly mobilized to work with Prince George s County to address the water utility issues associated with the movement of earth in the vicinity of Piscataway Drive in Ft. Washington. WSSC has taken the steps required to address the water and sewer service rehabilitation work that will follow the County s decision in addressing the immediate challenge of stabilizing the area. WSSC remains in constant communication with the County and continues to support their efforts as they work to find a long term solution to the sloping issues and road concerns. Duckett Dam and Flooding The excessive rain that began in late April and continued into early May resulted in WSSC being required to open gates at the T. Howard Duckett Dam on April 27, The Commission remained in constant contact with the City of Laurel, as well as officials from the State and other surrounding local agencies. WSSC used traditional media to update the public about the status of the dam and was also very active on social media as another way of getting quick updates out to our followers. See the appendix for more information on this event Wendell R. LaDue Utility Safety Award WSSC s Safety Unit was awarded the American Water Works Association (AWWA) Wendall LaDue Utility Safety Award. This National award recognizes distinguished safety programs and is awarded each year to one utility in each of four classes. WSSC won the award for a utility with more than 500 employees. Hermes Creative Awards Two of WSSC s recent video productions have been honored by the Hermes Creative Awards. In Your Neighborhood, a video about our interactive map that allows customers and stakeholders to see all planned and current water and sewer work in their neighborhood, received a Gold Award. WSSC s public service announcement encouraging customers to keep flushable wipes out of the pipes, received an Honorable Mention. Hermes Creative Awards are administered by the Association of Marketing and Communication Professionals (AMCP). There were about 5,500 entries this year. Children s Water Festival A little rain didn t stop the tremendous efforts of everyone involved in the WSSC 9 th Annual Children s Water Festival on May 7 and 8 at Brighton Dam. Over the course of the two days, 650 fourth graders attended the festival to learn about the water cycle, aquatic life, wetlands, the value of water and more. A great time was had by all! Montgomery County Critical Healthcare Facility Workshops On May 7 and May 20, 2014, various WSSC teams, including Production, Utility Services and Communications participated in two Montgomery County Critical Healthcare Facility Workshops in Gaithersburg, Md. The workshops are an opportunity for the Commission to update our healthcare stakeholders about our emergency preparedness efforts on their behalf. 20
41 Accomplishments and Community Outreach Vehicle Decals WSSC is adding new decals to the Commission s vehicles to better help our customers understand how easy it is to connect with WSSC. We have purchased decals with our web address, along with the Facebook and Twitter icons. They are being added on the back of all vehicles as they come in for service. We are also in the process of modifying the size of our vehicle logos to better match the vehicle size. This will be done as new vehicles are put in service. Community Outreach Events Sewer Science Program Multiple Plants Thirty-six students from Paint Branch High School in Montgomery County participated in WSSC s Sewer Science Program at the Seneca WWTP and twenty students from Gwynn Park High School in Prince George s County participated at the Parkway WWTP in April. The program provides high school students the opportunity to learn what it takes to be a wastewater treatment plant operator. In a simulated laboratory, students gain hands-on experience by creating and treating their own wastewater treatment plant. In addition, the program incorporates the importance of math and science within today s careers. April 1, 2014 Principal for a Day Multiple Schools Six employees participated in the Principal for a Day program at various schools in Prince George s County. April 3, 2014 African-American Teen Health Summit Gaithersburg, MD WSSC provided information on the health benefits of drinking water and the high quality of its drinking water. April 4, 2014 Career Day at Carrollton Middle School New Carrollton, MD Staff offered students a glimpse into the public affairs office and the types of careers WSSC offers in that area. April 4, 2014 Takoma Park Middle School s STEM Night Takoma Park, MD WSSC helped ignite the imagination of students with hands-on activities during the school s Science, Technology, Engineering and Math night. April 5, 2014 Potomac/Anacostia River Clean Up WSSC volunteers participated in the Anacostia Watershed Society s and Alice Ferguson Foundation s cleanup along the Anacostia River. April 5, 2014 Prince George s County Area Science Fair Springdale, MD Yasmin Opawoye, a seventh grader from the Beltsville Academy, won WSSC s Special Award for the best entry about water or wastewater. Two WSSC employees served as judges. 21
42 Accomplishments and Community Outreach April 6, 2014 Good Deeds Day Brookeville, MD Staff coordinated 117 volunteers, mostly from the Jewish Federation of Greater Washington and the Congregation Or Chadash in Damascus, to pull weeds and apply mulch in the Azalea Garden and remove weeds at the Triadelphia Reservoir. April 8, 2014 Future Workers Get Surplus Equipment Hyattsville, MD Teachers from Suitland High School s Carpentry and Plumbing Program received a radial arm saw, stirrup bender, and a router from the Production s Trade Shop. These pieces of equipment went through the proper procedure for donation and will be used by the students as they prepare for their future. April 9, 2014 Customer Advisory Board Meeting Laurel, MD Wayne Ludwig, FOG Unit Coordinator, presented about Fats, Oils and Grease at the meeting. April 12, 2014 Patuxent River Cleanup Approximately 90 neighbors and students helped to pick up trash at Scott s Cove, Supplee Lane, Brown s Bridge, Greenbridge, Pig Tail and Big Branch Recreation areas as well as Haviland Mill and Tucker Roads. April 13, 2014 Triadelphia Recreation Area Cleanup Brookeville, MD Ten volunteers helped to pick up trash at Triadelphia Recreation Area. April 17, 2014 Engineering Academy Gaithersburg, MD Twenty-four high school students from schools throughout Montgomery County learned about engineering in the water industry. Staff at Gaithersburg Depot showed the students about reading engineering maps, repairing a water main and reading a meter. April 19, 2014 Invasive Weed Removal Laurel, MD To help the trees at the Supplee Lane Recreation Area, thirteen volunteers removed bittersweet, Japanese honeysuckle and other invasive weeds from trees near the boat ramp. April 19, 2014 Spring Greening Fair Mount Rainer, MD WSSC provided information about water conservation landscaping, Can the Grease and other programs at M-NCPPC s Spring Greening Fair. April 21, 2014 Howard County Bird Club Laurel, MD In a visit arranged by WSSC, the Howard County Bird Club confirmed that a pair of ravens is using Duckett Dam for their nest for the fifth year in a row. 22

April 24, 2013 Wonderful Successful Sistahs Crew s Field Trip Baltimore, MD For ten years, staff has been part of a mentoring effort for female students at Martin Luther King Jr. Middle School. To celebrate the end of a successful year, the mentors took 18 students to the American Visionary Art Museum in Baltimore. April 25, 2014 Oaklands Elementary School Laurel, MD Students at Oaklands Elementary School learned about the exciting careers in the water and wastewater industries. April 25, 2014 Germantown Elementary School Germantown, MD Staff presented to students about water treatment and conservation. April 25, 2014 Parkway WWTP Tour Laurel, MD Thirty students from Port Towns Elementary School in Bladensburg, Md toured Parkway WWTP. April 25, 2014 CWEA Educational Seminar Baltimore, MD Sam Amad, Seneca WWTP Superintendent, was the Keynote Speaker at the CWEA Educational Seminar entitled Process Optimization, which was held at the Back River WWTP in Baltimore, Md. April 26, 2014 Forestville Community Day 2014 Forestville, MD Staff was on hand with information about WSSC s mobile application, GoGreen, and the Water Fund. April 26, Pawpaws at Scott s Cove North Laurel, MD In effort to help a Boy Scout become an Eagle Scout, WSSC helped recruit a number of volunteers to remove weeds, repair fencing, and plant 100 pawpaw trees and 100 ninebark bushes. April 27, 2014 Montgomery County NAACP Dinner North Bethesda, MD Martin Rookard of the Strategic Systems Management Office represented WSSC at the Montgomery County NAACP s Freedom Fund Dinner. 23
44 Accomplishments and Community Outreach April 28, 2014 Montgomery County Serves Award Ceremony Bethesda, MD Nominated by WSSC, Joe Howard received the Neal Potter Award. Howard received the award for founding the Montgomery County Public School s Lathrop E. Smith Environmental Education Center and the Montgomery County Tree Champion Program. The Neal Potter Award recognizes individuals 65 years or older who have made Montgomery County a better place. April 30, 2014 Lewisdale Elementary School Hyattsville, MD Fifth graders learned about water pollution prevention from a WSSC representative with the Who Polluted the Northwest Branch interactive exercise. 24
