Submittal Opening: Sealed submittals in response to a RFB will be opened by a Purchasing representative and read aloud during a public bid opening held in Conference Room M-1, located on the main floor in the same building. Submittals in response to an RFP, RFQ, or RFI are recorded as received but are not typically opened and read aloud. After 1:00 p.m. the day of bid opening, the names of vendors submitting proposals are posted to the website for public viewing. Project Scope: The City of Tacoma is inviting nonprofit providers to submit innovative ideas in creating life-changing opportunities for individuals who are currently experiencing homelessness. Through engagement with nonprofits, the City s goal is to connect individuals experiencing homelessness to innovative housing programs, paired with services to facilitate an individual s path to stability and independence. This may include connections to supportive services, and employment programs. 3 INNOVATIVE HOUSING PROGRAMS AND CONNECTIONS TO SUPPORTIVE SERVICES SECTION 1 INTRODUCTION / GENERAL INFORMATION 1.01 INTRODUCTION The City of Tacoma is inviting nonprofit providers to submit innovative ideas in creating lifechanging opportunities for individuals who are currently experiencing homelessness. Through engagement with nonprofits, the City s goal is to connect individuals experiencing homelessness to innovative housing programs, paired with services to facilitate an individual s path to stability and independence. This may include connections to supportive services, and employment programs. Projects or programs will be funded with resources allocated to Phase III of the City s Emergency Temporary Aid and Sheltering Program, which was part of the May 2017 Emergency Declaration. The Three-Phase Approach was designed to address and mitigate the public health impacts of Tacoma s homelessness issues. EMERGENCY TEMPORARY AID AND SHELTERING On May 9, 2017, the Tacoma City Council passed Ordinance 28430, declaring a state of public health emergency, in response to the growing concentrations of people living in encampments in Tacoma. To promptly address the health and safety of people, the City implemented the Emergency Temporary Aid and Sheltering Plan which includes three phases: Phase 1: Deploy rapid resource pop-up services from May June 2017 at a densely populated homeless encampment, to mitigate immediate health and safety issues while reducing impacts on citizens, businesses and the surrounding community. This phase also involved enhanced enforcement efforts intended to address illegal activities occurring in and around the encampment. Phase 2: Establish a temporary transitional center focused on closely managed shelter options and connecting individuals with services to enhance self-sustainability and connection with permanent housing. Phase 3: Explore opportunities to expand homelessness services that could be deployed throughout Pierce County. 4 HOMELESSNESS AND HOUSEHOLD STABILITY IN TACOMA Tacoma is the third largest city in Washington and has a strong network of social and human service organizations that form a safety net to meet the needs of community members. The City supports the social and human service network as an active funder, convener, and partner. The City of Tacoma prioritizes its investments in systems that address homelessness for Tacoma residents to find solutions to eliminate street homelessness. According to the 2017 Pierce County Point in Time Count, there are over 1,300 homeless individuals residing in the region and the majority are in Tacoma. The annual Point in Time count is a snapshot of the number of people experiencing homelessness in emergency shelters, transitional housing, those sleeping outside and in other places not meant for human habitation. Currently, the social and human needs of Tacoma s residents experiencing homelessness surpass the available services and resources. As the cost of housing continues to rise, communities across the region are seeing a significant increase in their numbers of individuals experiencing homelessness. In 2016, over 13,000 individuals completed an assessment through Coordinated Entry to access available housing and supportive housing and just over 500 were able to secure housing. With the challenge of addressing the growing need of our region s homeless populations, it is imperative that solutions are sustainable, innovative and comprehensive to meet the diverse needs of our community. Note: Information provided in response to this RFI will be considered General Industry Estimates and WILL NOT be used for the selection of vendors or to limit participation in any potential future Request for Bids or Request for Proposals. Pricing information is requested only to assist in the evaluation process and to develop general budgetary guidelines. SECTION 3 PROPRIETARY OR CONFIDENTIAL INFORMATION Washington State Public Disclosure Act (RCW et seq.) requires public agencies in Washington to promptly make public records available for inspection and copying unless they fall within the specified exemptions contained in the Act, or are otherwise privileged. Documents submitted under this Specification shall be considered public records and, with limited exceptions, will be made available for inspection and copying by the public. Information that is confidential or proprietary must be clearly marked. Further, an index must be provided indicating the affected page number(s) and location(s) of all such identified material. Information not included in said index will not be reviewed for confidentiality or as proprietary before release. SECTION 4 DISCLAIMER Please note that this Request for Information is not a Request for Bids (RFB) or a Request for Proposals (RFP), and there is no guarantee that either a RFB or RFP will be issued. A Respondent s decision to respond, or not to respond, to this RFI will NOT be a factor in evaluating any later RFB or RFP. While the intent of this RFI is to help identify vendors who meet various requirements for a competitive solicitation, there is no guarantee that any specific information presented by any Respondent will ultimately be included in any future solicitation issued by the City. 6 Each Respondent shall bear all expenses incurred by the preparation and presentation of its RFI response. The City will therefore reject any claim made against them in this matter, regardless of the results of the subsequent processes, if any.
