2 Request for Proposals Economic Impact Analysis and Technical Assistance Purpose of RFP MaineHousing is seeking a qualified vendor to provide technical assistance in estimating the economic impact of our housing investments using a set of models that allow us to model complex economic events and activity over time. MaineHousing MaineHousing is an independent quasi-state agency that also is one of the top mortgage lenders and affordable housing development lenders in the state. The authority is a $1.7 billion financial institution with a staff of 150+ whose mission is to assist Maine people in obtaining and maintaining quality affordable housing and services suitable to their housing needs. On an annual basis the agency assists more than 90,000 Maine households and invests more than $300 million in Maine s economy, most of it from the sale of tax-exempt revenue bonds, private capital generated by the low income housing tax credit, and federal funds. MaineHousing provides financing and administers programs to assist first-time homebuyers; to develop affordable rental housing; to create housing for people with special needs; to provide housing for people who are homeless; to provide low income households with rental assistance and heating assistance; and to repair or weatherize homes of low-income homeowners. Selection Process Each vendor will be evaluated using the following criteria: Qualification of the staff who will provide the technical assistance Experience in economic modeling The level of modeling and data sets Cost on an annual fixed price fee Contract Term One year with annual renewals for up to an additional three years. 3 MaineHousing shall not be bound by and responders may not rely on information regarding RFP requirements obtained from non-authorized persons. Scope of Work MaineHousing is seeking technical assistance from a qualified vendor to estimate the economic impact of MaineHousing s investments on the state s economy and to create an economic model that can be updated on an annual basis. Specifically, MaineHousing is requesting proposals that o Analyze the economic impacts of construction activity resulting from investments made by and resulting from MaineHousing projects and programs using an industry accepted economic model; o Other resources may be called upon to supplement the analysis, such as industry and employment data available from public secondary sources o The analysis will focus and report on the following impact data points: Total employment, including direct, indirect, and induced jobs Wages Output (as value-add or GDP) Municipal taxes Impacts will be reported for regions across the state that are counties or county aggregates A template that can easily be used in the future to model economic impacts of MaineHousing investments. Proposals should indicate the economic model(s) that will be used; the data required by MaineHousing to conduct the analysis and the format (Excel for example). Submission Timeline September 19, 2016 Questions regarding the RFP are due no later than 5:00 PM and should be ed to rtaylor@mainehousing.org. Anonymous inquiries will not be answered. September 22, 2016 All questions and answers will be posted on the MaineHousing website no later than 5:00 PM. September 29, 2016 Proposals are due to MaineHousing, rtaylor@mainehousing.org by 5 PM. Submissions If your organization is interested in working with MaineHousing, please provide the following: A proposal that addresses the requirements in the Scope of Work to include o A description of the economic model(s) and data sets used o Up to five samples of work products, including work for economic development organizations in Maine o Client list and references, including contact information 2
4 General firm information o Firm name and contact information (address, phone, ) o Name of principal(s) of the firm/organization o Name, telephone number and address of a representative of the firm/organization authorized to discuss this proposal o Equal employment opportunity and affirmative action policy o Current documentation regarding firm s liability insurance Firm/Organization Capabilities o Resume and work samples from person specifically identified in your agency to manage the account, as well as contact information o Resume(s) of key staff who will work with MaineHousing o Description of your capacity to perform the work o Relevant experience (years of experience) in economic modeling Your Relationship to MaineHousing o Identify any conflict of interest that may arise as a result of business activities or other ties of your firm, its associates, employees, or subcontractors, with MaineHousing, its lenders, and other industry-related partners by completing the Conflicts of Interest Disclosure Form attached as Attachment A of the RFP. Availability Timeframe Fee Structures Please provide a fixed rate annual fee for development of the economic model(s) and for the cost of yearly technical assistance and data updates for up to an additional 3 years. Once a proposal has been accepted, MaineHousing will request an onsite or online meeting to discuss our initial implementation of the Economic Analysis and Technical Assistance project timeline and next steps. This initial meeting will help define the scope and responsibilities of the successful vendor. o An initial planning meeting within four weeks of the start of the contract to develop a work plan that identifies the training needs of MaineHousing, the responsibilities of the consultant, and an acceptable timeline. o Subsequent trainings and consultation as agreed upon by both MaineHousing and the consultant. 5 Total Funds Available MaineHousing has $10,000 available for these services for the first year of the contract and a total of $16,000 over the four years. Additional Terms and Conditions This RFP is subject to the following terms and conditions: o MaineHousing expressly reserves the right to modify or withdraw this RFP at any time, whether before or after any responses have been submitted or received. o MaineHousing reserves the right to adjust the timetable for this RFP as MaineHousing deems necessary. o In the event the respondent selected does not enter into the required contract to deliver the services described in this RFP, MaineHousing reserves the right to reject the respondent and to offer a contract to another respondent. o In no event will any obligations of any kind be enforceable against MaineHousing unless and until a written agreement is entered into. o MaineHousing reserves the right to waive informalities and minor irregularities in proposals received. o MaineHousing reserves the right to negotiate price or other factors included in any proposal submitted to MaineHousing. If MaineHousing is unable to negotiate a mutually satisfactory arrangement with the successful respondent under this RFP, MaineHousing may, in its sole discretion, negotiate with another respondent or cancel this RFP and not select any proposal or MaineHousing may select another proposal. o Each respondent bears all costs and expenses of its response and there will be no reimbursement for any costs and expenses relating to the preparation of responses submitted or for any costs or expenses incurred during any negotiations. o Information submitted in any proposal becomes public information, and is subject to disclosure in accordance with the Maine Freedom of Access Act, 1 M.R.S.A. Section 401 et seq. ("FOAA").
