A Request for Information (RFI) was recently issued by Sandia National Laboratories and DOE to evaluate interest in battery storage tests. This opportunity is for $250,000 in grant funds per deployment, with a 50% or more cost share. Please note that this RFI sets a requirement that the winning projects include the involvement of state agencies. Sandia DOE RFI for Battery Storage Tests ID Number 1145 Posting Close 3/8/2012 Date NAICS Procurement Energy Storage Title Statement of Work Sandia National Laboratories (SNL) on behalf of DOE-OE s Energy Storage program is soliciting applications from U.S. state and territorial governmental entities for the design, procurement, installation, and demonstration (for a minimum of one year of operation) of state-of-the-art electrical energy storage technology demonstration projects that meet the goals of the Energy Storage Program (see State entities (such as state energy offices, state economic development agencies, etc.), along with their subcontracting partners (such as universities, energy storage device manufacturers, renewable project developers, end users, and utilities) are required to contribute at least 50% of the project s total cost, with potential grants of up to $250k for fiscal year Larger cost share will be given preference. The purpose of this RFI (Request for Information) is to determine general interest in this opportunity and to solicit all potential state entity project ideas. Responses, due 3/8/12, will inform and may be followed with an RFQ (Request for Quotation) asking for formal

2 proposals, on or around April 2012, with responses due on or around 4/24/12 and awards made by 8/30/12. This RFI is nonbinding. A Bidders call in is schedule on Feb 29, 2012 please see below for information: Energy Storage Technology Advancement Partnership (ESTAP) RFI Bidder s Call Wednesday, Feb. 29, 3-5 p.m. Eastern Registration: This RFI is non-binding. In addition to deploying projects in states, another major goal of DOE-OE is to develop ongoing partnerships with state entities focused around electrical energy storage. As such, this is the first of what DOE-OE anticipates could be several subsequent solicitations, based on funding availability, under the umbrella of a long-term partnership program. Partnerships among the states and between state entities and rural electric cooperatives and/or the military are specifically encouraged. Although this solicitation is for distributed-scale projects, applications should demonstrate how these smaller, dispersed projects could lead to larger, grid-scale applications. A variety of proposals are encouraged, encompassing various applications from renewables integration to transmission component upgrade deferral to military base energy surety, etc. Electrical energy storage technologies include advanced batteries, flywheels, super capacitors, and site-independent compressed air. The solicitation requires that all technologies be tested at SNL s test facility for at least two months prior to final deployment. DOE is responsible to fund the testing expenses associated with the energy storage technology or storage technology application that will be deployed as a result of this opportunity. Preference will be given to American-made devices. Mandatory Requirements Respondents must document the following: 1. Demonstration of ongoing commitment to and expertise with clean energy project development, through a record of state investments in clean energy (excluding gas, petroleum, coal, and

3 nuclear), the existence of an ongoing funding source for clean energy using state funds (explain duration and amount and provide backup documentation such as budget documents, enabling legislation, etc.), the presence of a state energy planning document that supports future investments in clean energy, and/or through demonstration of significant combined team experience (all with respect to electrical energy storage, if possible). 2. Ability to provide 50% cost share, either using state funds or some combination of state and state partner funds. 3. Names, titles, and resumes of anticipated technical and project management leads. 4. Submission of a budgetary estimate, including total cost, state contribution, and requested federal contribution, broken down by general line items (including equipment cost vs. non-equipment expenditures). 5. Submission of a project timeline, showing project milestones and budget allocation over the life of the project. 6. Scope of project and demonstration of the importance and innovative nature of the technology or application for which you are applying. While DOE-OE seeks state-of-the-art systems, technology readiness level will be considered as part of DOE-OE s assessment of project viability. Respondents are encouraged to respond with shovel-ready projects. 7. Demonstration of the ability of the project team to complete the project, including deployment of technology as well as regular interim and final milestone reporting. 8.
