1 State of Wyoming Governor s Task Force on Outdoor Recreation Notes Meeting 2 - Cheyenne, Wyoming January 25-27, 2017 Day 1. January 25, Welcome, introductions, agenda (Gary Wilmot, Regina Woodhouse, Jessica Western) 2. Meeting notes approval, constituency check-in (Gary Wilmot, Regina Woodhouse, Jessica Western) Previous meeting notes were approved Review of process (PrIOCT) o Problem Identification (Meeting 1) o Interests (Meeting 1) o Options (Meetings 2 and 3) o Consequences o Trade Offs Tricia has volunteered to reach out to NPS 3. Updates Should the meeting be broadcast live? o Concerns that proper technology may not be available; if it is done, needs to be done well o The group agreed to try it Regina Woodhouse, Domenic Bravo, Wes Allen o Provided update on Outdoor Retailer Show Nephi Cole, Cade Maestas o Attended SHOT show, Governor Mead attended as well o WY Business Council may have some insights from SHOT Show on what might attract companies to WY Cade Maestas, Wes Allen o Outfdoor Recreation market is soft o Experiencing deflation o People spending money on experience, rather than equipment Darin Westby o Recreation economy discussions have momentum and there is a great deal of general excitement about this Task Force and the potential in the state Jessica Western o UW Natural Resource Recreation Tourism Degree report is available and shared with Task Force via /slack 4. Wyoming Outdoor Business Association presentation Evan Reimondo (NOLS) Purpose is to develop voice of outdoor recreation economy, supporting its growth and development while protecting Wyoming s special character Goal is to function as a trade association to represent outdoor recreation economy Have surveyed businesses to identify need; Survey open until end of February at Plan to host founding board meeting in late spring or early summer Can provide support for implementing ORTF recommendations Sees WYOBA and possible Outdoor Recreation Office being synergistic 5. Wyoming Office of Tourism presentation Diane Shober Introduction to the That s WY platform, strategies, collaborations and media Wants ORTF to discuss whether concentrated tourism is an opportunity or a challenge See Attachment A for Presentation

Wyoming Business Council presentation Shawn Reese Mission- To increase Wyoming s prosperity; Stretch goal Outpace national GDP Focused on business and community development/business Ready Communities o Building Blocks of Economic Development have Been Identified (similar to Maslow s hierarchy) Partnerships make up the Business Resource Network (UW and Local are primary partnerships) Economic development is more than grant funding and business recruitment ENDOW Economically Needed Diversity Options for Wyoming o Explore options to build on success in establishing technology as an economic sector o Board of Directors to be established pending legislation See Attachment B for presentation 7. Charter signing All of the members present approved the charter 8. Group and break-out discussion I- Infrastructure (to include Facilities, Systems and Structures) and Business Support Day 2-January 26, Group and break-out discussion I revisited from Day 1 2. Public comment Vernon Lovejoy Lovejoy Consulting LLC Suggests ORTF talk to WPLI Wrote independent study for WPLI: available at Recreation diversity and dispersion in WY Encourage contact with Wyoming County Commissioners Association Day 3 - January 27, Public comment Brent Grady The big OR issue is access Wyoming lacks signage, maps, events (see Utah or Colorado) Crowding is becoming an issue; pushing people into smaller and smaller spaces Paying a lot in license fees for vehicles, etc. (are they going to something beneficial) Lots of people in WY would be willing to volunteer their time; He has a reclamation company and has a great volunteer spirit-seeding, dirt work etc Shaleas Harrison Wyoming Wilderness Association Promote professional development Tie outdoors into school curriculum 2. Protocol for creating subcommittees Approved Business Subcommittee Regina, Shawn, Domenic, Cade, Wes Task Force would like to see: WYOBA/State Parks data results Business recruitment companies interested in WY and why Call for Lands and Access Subcommittee

Assessments of visitor capacity for different agencies Motorized and non-motorized: what s available, what are the rules, cost of trail maintenance Call for education subcommittee Clair, Janet, Renny, Domenic and Matt (also reach out to UW outdoor program) Reminder for subcommittees to keep parks and RI informed of meetings Reminder to represent your assigned constituents at ORTF meetings Shared successful practices include sending out s including updates coming to meeting with bulleted items to contribute social media Call or meet with people one on one 4. Next Steps RI and Parks will filter through recommendations and find commonalities. These will be brought back to the table in Meetings 5 and 6.
