1 STATE OF WYOMING GOVERNOR S TASK FORCE ON OUTDOOR RECREATION NOTES MEETING IV-LANDER, WYOMING APRIL 5-7, 2017 DAY 1. APRIL 5, WELCOME, INTRODUCTIONS, AGENDA (DARIN WESTBY, GARY WILMOT, REGINA WOODHOUSE, JESSICA WESTERN) This piece of the process is where the collaborating begins, working together and being empathetic to all points of view Agenda review-request for there to be an opportunity to review recommendations and make sure we did not leave something out. Is there a bucket missing? Meeting III Notes Approved 2. UPDATES/CONSTITUENCY CHECK IN Gary Wilmot o Attended WPLI meeting in lander and requested that when committees are looking at WSA designations not just look at protection but allow use for recreation Domenic Bravo o Listening sessions in Casper and Evanston (25-30 people) o Public comment supported Task Force s thinking Business Subcommittee (Regina) o Reviewed list of draft recommendations and identified where within state government responsibility could land as an enhancement to existing programs or a new program. Ed committee-carried forward recommendations. Part of this process included looking at gaps. Lands Subcommittee (Domenic) o Planning a meeting to identify ownership and gaps Education Subcommittee (Janet) o Developed a list of current education resources for Outdoor Skill Development and Professional Development including both service and goods o Presented recommendations which subcommittee would like to make sure are included 3. PROCESS DISCUSSION Jessica Western o Presented methods used by planning team (Haub School and Parks) to develop DRAFT Recommendations Grouped all of the 500 plus options presented by the Task Force into recommendations and sub recommendations For all the recommendations and sub recommendations reference/link to the original option presented

2 o Recommendation approval process. For each Draft Recommendation the Task Force will test each sub-recommendation for consensus and where necessary re-word to reach consensus If consensus cannot be reached it will be noted and those voting 4 or 5 to be asked for written narrative on why they are not in agreement. Mabel Jones o Report format will resemble the Forest Task Force s document. The report will include discussion of what options were placed into each recommendation and draw upon materials presented by subject matter experts at meetings 2 and 3 as well as supporting materials in SLACK. o Report will have the follow review and revision points Parks and Planning Team Steering Committee Task Force Final Approval by Steering Committe 4. EVALUATION OF RECOMMENDATIONS (SEE ATTACHMENT A) DAY 2. APRIL 6, PUBLIC COMMENT Aaron Bannon (NOLS) o Public land asset is a huge commodity and asset to the community of Lander o NOLS Fremont County 9.3 million in payroll; instructors travel thru Wyo; 1200 students; annually; Global org but 40% are coming through Lander and spending money; organization has direct and indirect economic impact; 39 million impact globally; o Public lands resource brought NOLs to Lander 50 years ago and keeps NOLS in Land; keeps community going through boom and bust; o Asked ORTF to consider access and maintenance of public lands, significance of local, thriving economies, how forest access can help o Highlighted complex and confusing paperwork needed for NOLS coursework within USFS in same geographic area, but different USFS regions; as an example- a trip may take place which overlap Forests and may have different rules-for group size; liability etc EVALUATION OF RECOMMENDATIONS DAY 3. APRIL 7, PUBLIC COMMENT Milward Simpson (The Nature Conservancy) o Supports ORTF s work and recommendations o Recommends including a strong message of ethical treatment of the land (leave no trace, tread lightly) o Recommends agencies and businesses include messaging of ethics o Recommends fully funding/supporting Wildlife and National Resources Trust Fund

3 Andrew Collins o Not a lot of easy access in towns can be a barrier for veterans o Recommends finding a program that fits veterans Mandy Fable o Appreciates considering all user groups, highlighted overlap between user groups o Encourages ORTF to think about collaboration, consensus, common ground Katie von Mettenbrink (NOLS) o Encourage the group to support access on federal and state lands o Importance of areas for non-motorized recreation o Front-country access important for families o Think about balance between different types of recreation and access 2.
