SDG&E LGP Partnership Meeting: Bridge/Transition Period Discussion Group 1 Residential: City of Chua Vista & City of San Juan Capistrano Group 2 Commercial: City of San Diego & San Diego County Water Authority Group 3 Codes & Standards: County of San Diego, University of SD, Peak Group 4 Financing: SANDAG, Balboa Park, CCSE Guiding Questions 1. What are you currently doing in this area (through LGP or ARRA, EECBG, Better Buildings) 2. Are there areas you would like to continue/expand during through your partnership? 3. Does this fall under current menu items? 4. If not do you have a suggestion for a new actionable menu item? Group 1: Residential Energy Upgrade CA- streamlining permitting (secondary incentives), GAP Outreach and marketing for CONT & EXPAND Workforces- working with housing division, local community college use LGP funds and leverage with other programs. GETUP is stimulus so that s a gap, matching incentives is a GAP PACE- Chula Vista revolving loan, GAP Upstream program for realtors, for leads for EUC HERS rebates to community meetings from LGP funds 40% of EUC project in the County are in Chula Vista because of the matching rebates. Chula Vista has a reach code now- will have to update when it comes out in 2013 long term plan to get to ZNE City needs a cost effectiveness study to update reach code Chula Vista- plan check and secondary audit/field check process take that data, interpret to implement new policy and standards New construction- incentive program to go 15% past the reach code (total of 30% past code) voluntary, need to market to developers. Residential and Commercial reduced permit fees- use partnership funds to cover part of the staff costs. regional energy mapping have zip + 4 data, but sounds like we can get better data to be much more targeted in outreach and marketing. Group 2: Commercial Port of San Diego, City of San Diego Water Authority, City of Chula Vista, Balboa Park (stack) **Sometimes it is stacked and sometimes not County Water Authority:
Get rid of grass MWD partner ($1/sq ft) grass removal EECBC Muscles invasive Regional water efficiency program with indoor and outdoor Free audit ROI/retrocommissioning Multifamily Highlighting water/energy nexus: weather-based irrigation, recycled water Port: Green Business Challenge- big targets. Chula Vista: <100,000 Kwhrs/mo Direct Installs 930 = Free Audit 455 = HVAC, lighting 355 = Direct Install o No cost, low cost o SDG&E has 3 rd party contracts o Free: Tune-up o Replace filters o Incentive/Rebate o * Everyone will need to do benchmarking o Portfolio Manager July 2012 Balboa Park: Students that need continuing education hours 19 Facilities = Portfolio Manager USGBC green building interns World Beat = LEED Silver LEED EBOM Next step Benchmarking schedule: Carbon footprint practices that employees could do better (Pt Loma Nazarene) Considering sub-meter *waterwise institution Chula Vista: Frebe (Free Resource Board Business Evaluation) First blush audit Geared to small businesses: not many large categorized as over 100 employees Plugging into 3 rd party programs Rebates require benchmarking *Triple net lease paying for building and owner improvements and insurance Address tenant-occupied; owner pays all the bills. No incentives. Make improvements negotiating tool for next lease (Janisse) Property manager usually need to do more. PLUG them into an energy management system. Account manager
San Diego: Gym retrofit 20/24 completed Lighting (indoor) Found more things Will audit all of municipal buildings to prioritize what is next TATI Tech Assistance Technical Incentives SEMS Smart Energy Management Systems (CAB central + Ridgehaven, Mingei Museum + Ruben H Fleet) Libraries, police stations, fire stations, parks and large administrative centers. Group 1 Commercial and Municipal Notes: PACE is coming- can LGP cover admin or marketing costs? Secondary costs- labor to process lien. Mostly focused on really small business, FREBE programs, link with direct install, high success Clean business program CONT! Free marketing and advertising if they make a certain benchmark Working to integrate energy efficiency in housing element, not just in a conservation element regional energy mapping have zip + 4 data, but sounds like we can get better data to be much more targeted in outreach and marketing. Municipal: Streetlights- have invested in adaptative control but haven t used it because of the barriers- safety, technical, tariff (a lot of progress in the region through the street light working group). Municipal buildings energy star- easiest win. Reach code/ordinance templates, housing element templates Municipal- streetlight group purchasing to bring cost down piggy back clauses, shared technical specs Group 3- Codes and Standards 1. USD creating energy guidelines at USD - Meeting levels - Temperature set points County: (Peter Livingston) 1. Grant money EECBG training or new Title 24 code and Cal Green for County staff 2. PV program building permit; energy efficiency (can t read this one) are fully permit, fees waived 3. CAP out for public review
4. The County currently has a Policy for buildings > 5,000 sq/ft are mandated to be LEED Silver For county itself Next Steps EE, ROI 1. Potential new strategic plan menu option: Strategic Plan Goal 3.1.3: For the Bridge period local governments lead by example with their own facilities and energy usage practices by retrofitting an existing building to be zero net energy (ZNE) to demonstrate and showcase (existing building stock) City of SD: (Nabil Chehade) 1. green building code, training and workforce opportunities 2. incentive program Council policy XX, existing building stock- residential retrofit Doug Kott analysis to start re: current incentive program to ZNE County: (Peter) The issue with implementing DR is that new equipment does not come DR equipped. We need to have equipment that has DR capability built- into it. USD counting education opportunities to incorporate ZNE and CLTEESP goals - online reading available - - utilize senior engineering students apply ZNE framework to university housing/dorms and establish educational/behavioral element around it; we can call it a ZORM There is a strong internal effort to move towards Integrated Demand Side Management (IDSM). This will include EE, DR, DG and water efficiency. move towards This will move us closer to ZNE arch- involvement in existing building stock to achieve ZNE Potential New Strategic Plan Menu Items: New: Surrounding the EUC framework ID procedures, needs matched to jurisdiction, permits required - create strategy - EUC contractor toolkit 1. Add: For the Bridge period local governments lead by example with their own facilities and energy usage practices by retrofitting an existing building to be zero net energy (ZNE) to demonstrate and showcase (commercial). The focus of this is on existing building stock.
Group 4 Financing SANDAG, Balboa Park, CCSE Do not phase OBF out quickly, rather run OBF in parallel to OBR. Many cities and institutions are just starting to warm up to OBF and years of outreach would be wasted if OBF were to phase out too quickly. We also noted that it may be of value to keep OBF around with greater limitations, such as only tax-payer funded entities are eligible to participate The group agreed that the primary issue facing greater deployment of energy efficiency in the context of financing is not the availability of financing but rather a reticence of entities to assume any type of new debt USD was very interested in learning about how they could capture the bill savings internally to create a revolving loan fund. Other Universities have done this as well as a number of municipalities but how it was accomplished is not well understood. Greater education and outreach on these types of internal programs would help resolve internal funding issues. Everyone was very interested in PACE but no one believes it will break open the market given that there still remains a resistance to debt in the private arena In order to achieve deep, long-term savings, we need financing program that allow for long-term paybacks with low interest rates (15+ years and 5-10% interest range). This is especially true for the residential market NEW MENU ITEM: Under Strategic plan goal #4 Local Governments lead their communities with innovative programs for energy efficiency, sustainability and climate change Develop a Commercial and/or Residential financing program Group 1 s Financing Notes: Municipal Energy Revolving Fund (Chula Vista) Additional strategic plan goals: Existing building stock!!! (Reach code can include existing homes), retrofit/time of sale? Working with SANDAG to do sub regional peer to peer- everyone will have a regional energy map Chula Vista will partner with south bay neighbors and help small cities implement programs, loan staff, templates (housing element), TA (SP goal #5). If not, do you have a suggestion for a new actionable menu item? We need to do an exercise of putting them in these buckets see if there are GAPs and suggest the strategic plan menu options accordingly. New actionable menu item: financing New actionable item: existing building stock How can we institutionalize this ongoing dialogue to ensure follow up occurs? SEEC Forum LGP Meetings Working groups
