2 Summary of External Report of Grants and Contracts Activity for July 1, 2014 June 30, 2015 Grants funded during this fiscal year totaled $13,830,127, a new university record high. Between July 1, 2014, and June 30, 2015, a total of 109 grants were submitted to external funding sources (124 last year) by 64 different faculty and staff (64 last year) requesting a total of $16,964,271 ($13,370,901 last year). Of these 109, by June 30, 2015, 65 were funded, 17 were not funded, and 27 were still pending. Nineteen grants submitted prior to July 1, 2014, were also funded this fiscal year. This brings the number of funded grants in to 84. Of the 84 grants and contracts awarded during the fiscal year, 57 totaling $7,301,372 resulted from new proposals. Twenty-seven totaling $6,798,755 resulted from continuing and/or incremental funding of multi-year awards. Figure 1 shows external grant award activity over the past 10 years. Amounts Funded & Percentage of Increase/Decrease in Fiscal Years % 0.0% 13.9% 14.2% -7.0% 15.8% -3.9% -16.2% 28.1% Notable new awards include Gil Belofsky, Chemistry, and Blaise Dondji, Biological Sciences, were awarded $122,440 from the National Institutes of Health for the first year of their three-year project, Anthelmintic Activity of Plant Natural Products against the Hookworm Ancylostoma ceylanicum. The total award was $361,065. Clay Arango, Biological Sciences, and Jennifer Lipton, Geography, were awarded $78,632 from the National Science Foundation for the first year of their two year project, Contribution of Outbreak Insect Herbivore Ecological Subsidies to Stream Food Webs. The total award was $149,454. Bobby Cummings, English, and Mark Oursland, Mathematics, were awarded $99,987 from the Washington State Achievement Council for their project, Central Washington Writing and Math Project. Wendy Bohrson, Geological Sciences, was awarded $73,711 from the National Science Foundation for the first year of her three-year project, Collaborative Research: Crustal Modulation of Flood Basalts-- Integrating Field, Geochemical & Computational Data for the Steens Basalt. The total award was $182,015. Tim Melbourne, Geological Sciences, was awarded $195,253 from NASA for the first year of his three-year project, A READI Realtime GPS Analysis Center. The total award was $588,173. Julie Guggino, Research and Sponsored Programs, was awarded $2,593,600 from the U.S. Department of Education for the first year of her seven-year project, Project SOAR2: Success and Opportunity through Affordability, Rigor & Relevance. The total award was $18,155,200. Figure 2 shows the distribution of funding support among the different funding sources. Federal agencies continue to provide the largest share of funded awards. Examples in the Local Government category include cities, counties, and public utility districts. Federal Flow-Through includes awards made by other universities and state agencies from federal funds they have 2

Percentage of Total Funding by Unit Figure 3 displays the percentage of funding by federal agency. These percentages reflect annual award amounts, not total award amounts. Funding from the U.S. Department of Education totaling $5,776,785 accounted for 66.4% of CWU s federal funding, followed by funding from the National Science Foundation totaling $2,188,092, accounting for 25.2%. $4,414,935, Graduate Studies & Research, 31.9% $278,217, Business Affairs, 2.0% $17,884, Library, 0.1% $4,749,505, Academic & Student Life, 34.3% Figure 4 illustrates the proportion of funds generated by the various units on campus. Units within Academic & Student Life accounted for 98% of the funds awarded. The 84 funded grants and contracts fall into one of four categories: Basic Research. Included in this category are awards whose focus is discovery of new knowledge. $566,911, College of Education & Professional Studies, 4.1% $3,736,681, College of the Sciences, 27.0% $65,994, College of Arts & Humanities, 0.5% 3

4 Applied Research. This category includes awards whose focus is on the application of existing knowledge to solve real-world issues. Student Development. Included in this category are awards whose focus is to enhance student recruitment, retention, and academic excellence. Examples of these awards include Student Support Services, McNair Scholars Program, and Asia University America Program. Other. This category includes awards whose focus is on non-cwu students, like the GEAR UP programs and the Retired and Senior Volunteer Program. Figure 5. Of the $13,830,127 awarded in fiscal year , 30% was budgeted for faculty and staff salaries and benefits. Several staff positions in the Student Development category are fully supported by grants. Faculty paid from grants have either bought out time during the academic year, resulting in salary savings for their colleges or are paid during the summer. The next highest budget category was for subcontracts at 21%. Included in this category are two very large subcontracts paid under the two GEAR UP grants. The categories for undergraduates and graduate students include wages, benefits, stipends, financial aid, research supplies, and travel. Travel $292,198 2% Indirect costs encompass those costs of doing business that are not easily associated with a particular grant, contract, project function or activity, but are necessary for the general operation of the organization and the activities it performs. Examples of indirect costs include heating, lighting, accounting services, and safety personnel. As shown in Figure 5, the portion of recovered indirect costs is effectively 8% although the university s federally 4

5 negotiated indirect recovery is 51.5% of salaries and wages. This is due to several factors: U.S. Department of Education awards are typically limited to 8%, and as shown in Figure 3, account for 66.4% of the federal funding received. A number of funding agencies prohibit recovery of indirect costs. Other funding agencies limit recovery of indirect costs ranging from 5% to 20% of direct costs. Figure 6 portrays how the recovered indirect costs will be allocated after they are received. Because the majority of awards are reimbursement-based, indirect costs are received after expenditures have been incurred and invoiced so there may be considerable lag time between the beginning of the award and when expenditures are incurred and invoiced and indirect costs are received. Figure 6. Distribution of Indirect Recovery Costs Central Washington University is clearly on a path toward continued growth in awarded grants and contracts. CWU s 10-year average is a 7.9% increase in total monies awarded. As a point of reference, University of Washington s 10-year average increase is 4.3%, Washington State University s is 6.4%, and Western Washington University s is 8.2%. This year s increase of 28% in funded grants and contracts in a year s time is certainly notable given modest gains of 4-8% are the norm over time. The marked increase this year is primarily attributable to the $2.56M U.S. Department of Education GEAR UP award. Without the new GEAR UP award, the increase would be a respectable 4.1%. CWU s portolio of funding sources is somewhat atypical for a predominately undergraduate institution. Notably low for a comprehensive regional university is the small number of grants (3 grants totaling $562,118) from the state s education agency, the Office of the Superintendant of Public Instruction. The lack of proposals from the College of Business is also atypical for comprehensive universities. $375,604 Deans 35% $321,946 School of Graduate Studies & Research 30% $214,631 Business & Financial Affairs 20% $160,973 Provost 15% The impact of CWU s grants and contracts on the local economy is considerable. Of the $13,830,127 awarded, 99.8% is from entities outside of Kittitas County. The non-monetary impact on our region is also sizeable. For example, more than 5,000 middle and high school students in Central Washington are afforded the opportunity to visit college campuses, earn college credits in high school, receive in-school tutoring, and participate in after-school educational programs. The impact of CWU s grants and contracts within the university is also notable. Of the total amount awarded this fiscal year, 42.7% is budgeted for programs that support student recruitment, retention, and academic excellence. Faculty are afforded opportunities to conduct research and other forms of scholarly activity at levels that would not otherwise be possible with university funding alone. 5
