8 FINANCIAL MANAGEMENT HSIP applications for three key areas. The Town is pursuing $843,000 in funding from the Highway Safety Improvement Program (HSIP) through the Metropolitan Planning Organization (MPO) for additional projects for the FY2019 cycle. If funds are awarded, the Town would match $99,000 for potential projects including: Installation of traffic signal & turn lane expansion at intersection of Wild Ridge Boulevard & 56 th Street at entrance to Lake Ridge Subdivision General pedestrian crossing improvements Traffic signal backplating Regulatory sign replacement
9 FINANCIAL MANAGEMENT Established a Worker s Compensation Self-Insurance Plan change from a traditional to self-insured plan to save Town an estimated $30,000 per year Received FEMA Reimbursement Coordinated with FEMA for $35,000 in reimbursement for 75% of costs associated with response to Jan Arctic Blast snow event. (Plow response cost Town about $25,000 per 24 hour period) Dependent Audit Review Project removed ineligible dependents from the Town Health Plan saving an estimated $56,000 annually in healthcare costs

12 COMMUNITY & ECONOMIC DEVELOPMENT Economic Development Efforts the Town participated in the expansion or attraction of the following businesses for a combined total of $46 million in real (RE) and personal property (PP) investment and over 400 new and retained jobs: Badger Daylighting (23 new jobs, $3.3M RE, 7-year abatement) Lauth Eaglepoint 6 (250 new jobs, $36M RE, 10-year abatement) Cornerstone Flooring (25 new jobs, $2.2M RE 7-year abatement) Competition Suspension (6 new jobs, new tenant, lease assistance) Tooth Bank (60 new jobs, $992K PP, $400K loan agreement)

22 INFRASTRUCTURE Wastewater Treatment Plant Recognition Received four awards from the Indiana Water Environment Association (IWEA) for Safety, Laboratory Excellence, Small Facility Collection System, and Tumble Bug Wastewater Challenge Town hosted the 2014 Wastewater Challenge; event drew teams from around the state Plant and Collection System Expansion Town to commence design for a Wastewater Treatment Plant & Collection System Expansion project

27 INFRASTRUCTURE FY2015 Capital Projects The below projects are expected to continue or be initiated in 2015: West Northfield Drive estimated completion November 1, % MPO funded, 20% local match East Northfield Drive estimated completion August 1, % MPO funded, 20% local match Phase I CR900E Water Main Loop Construction ongoing with completion in March 2015 for $373,637 project Thornburg Parkway Extension through Cardinal Park to Hornaday Road Estimated bid April 2015, construction summer of $450,000 cost Airport Road Lift Station Improvement Construction in March 2015 for $434,696 project. Partially funded by Developer (Site Solutions Group) in amount of $100,000
28 INFRASTRUCTURE FY2015 Capital Projects Continued Phase II Water Main Loop on CR901E follow-up from 2014 s Phase I project at a cost of $235,000 Southside Drainage Phase I, II, and III (Tilden) Estimated bid date of March 2015, with construction start in June. $5.6 million project funded with EDIT Bond Proposed Roundabout at CR300N and S. Green St. Estimated $1.9 million project, bid in July 2015, construction over summer of 2015 Phase II N. Green Street Gateway Improvement Project Installation of elevated board walk trail along north side of Northfield Drive to McNeese Way ending at IHOP with trail terminus. Estimated $400,000 project Design and right of way in spring 2015, bid in March 2015 with construction complete in summer 2015 Ronald Reagan Parkway - US136 to CR300N Bid date of May 7, 2015 with construction starting 90 days later on $20 million project. Town partnered with Hendricks County to request grant in amount of $10 million. Town share will be funded from TIF Bond
29 INFRASTRUCTURE FY2016-FY2019 Capital Projects Ronald Reagan Parkway Widening - CR300N to US136 in Avon Town has partnered with Avon and Hendricks County for widening project. Town s share is $1.1 million and bid should occur in late 2015 for 2016 construction Phase III Water Main Loop on CR900E Final phase of project connecting new main across US 136 to connect to Creekside Commons. Design in 2015 with construction in 2016 N Green Street Improvement Main Street to 56 th Street Design in 2015/2016, estimated bid date of March 2017 with construction through the end of $6.5 million project, offset with $3 million Highway Safety Improvement Program Grant from INDOT Wastewater Treatment Plant Expansion Estimated project costs of $ million. Issue that needs to be discussed with Town Council. Current plant at 85% of design capacity. 5-7 years at current growth rates Northfield Drive from Beacon Point to CR300N Final design in 2016 with right of way acquisition in 2017 & construction Received funding through Surface Transportation Program for 80% of $6.4 million project. Final link of Northfield Drive Roundabout at Intersection of Hornaday Road & CR300N Received funding in amount of $1.7 million for project. Design in 2017 with right of way in 2018 and construction in 2019

45 QUALITY OF LIFE Park Improvements Approved in FY2015 Budget Park Trail Head & Studies $330,000 for the design of the newly acquired Magee Property adjacent to the future section of the B&O Trail south of 300 North, an environmental assessment of the wooded area and trails in Williams Park for future improvements, and electrical upgrades to the Cardinal property Cardinal Property Development $276,000 for development of the Cardinal Park trailhead and parking; also includes funding for splash pad at Williams Park Trail Expansion $400,000 to match the Safe Routes to School and Recreation Trail Program grants in the development of trails SRTS trail from Library, east on Tilden, south on Odell to Sycamore. RTP trail on Hornaday from B&O trail to Airport Rd and then east to East Middle School
46 QUALITY OF LIFE Reduction of Park Land Impact Fee Deficit original impact fee ordinance identified a park land deficit that once alleviated would allow full access to impact fee revenue (currently at $841,000 balance) for park development Recent acquisitions will reduce the deficit to acres and include:.82 acres along White Lick Creek north of Arbuckle Park 6.67 acres for B&O Trailhead at Magee Property 48 acres received as part of West Wynne Farms Development (only a 24 acre portion of this land counts toward the deficit) Future acquisitions Other acquisitions are currently in various stages that would further reduce or eliminate the deficit totaling over 115 acres, including an agreement with B&O Trail for 11.7 acres between CR300N and Ronald Reagan Parkway Tunnel

48 QUALITY OF LIFE Brownsburg Ranks High for Families, Homeownership & Safety o o o o 5 th in Indiana for homeownership based on homeownership rate, selected monthly homeowner costs, monthly household income, and population growth. The town has a homeownership rate of 81.5%, which grew by 5.7% between 2010 and 2012 (NerdWallet) 4 th in Indiana for young families based on home affordability, prosperity and growth, quality of education, and family friendliness (NerdWallet) 8 th safest place to live in Indiana thanks to our community s low crime rate of just 1,611 crimes per 100,000 population. For the period studied (2012) Brownsburg had 106 violent crimes and 1,505 property crimes per 100,000 one of the lowest numbers of property crimes in the state (Movoto Real Estate Blog) 12 th safest community above population 5,000 in Indiana (SafeWise Report)
