Burns, Director Recommended Action: I RECOMMEND THE BOARD OF COUNTY COMMISSIONERS (BOARD) APPROVE THE RECOMMENDATION OF THE SUBSTANCE ABUSE ADVISORY BOARD FOR THE DIS~rRIBUTION OF $469, IN EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT FUNDS FOR FISCAL YEAR AND AUTHORIZE THE COUNTY ADMINISTRATOR TO EXECUTE ALL SUBSEQUENT AGREEMENTS AND DOCUMENTS RELATED TO THIS FUNDING. Summarv ExplanationlBackground: In accordance with provisions of Chapter 11 D-9, Florida Administrative Code, the Florida Department of Law Enforcement (FDLE) has set aside $469, in Edward Byrne Memorial Justice Assistance Grant (JAG) funds for use by all units of government in Pinellas County for fiscal year On June 15, 2010, the Pinellas County Substance Abuse Advisory Board (SAAB) recommended that this amount be distributed among eleven (1 1) applicants. A detailed breakdown is attached. Seven (7) of the recommended applications require contracts between the organization and Pinellas County. Fiscal lmpactlcostlrevenue Summary: The total amount of Edward Byrne Memorial JAG funds awarded to Pinellas County from the FDLE for fiscal year is $469, Seven of the eleven recommended applications (Westcare Gulfcoast-Florida, ALPHA House of Pinellas County, Family Resources, Suncoast Center, Pinellas Ex Offender Reentry Coalition, Vincent House, and the Boys and Girls Clubs of the Suncoast) relate to programs administered by the County in the total amount of $208, Upon completion of all awards from the FDLE and approval of all funding agreements, a request to supplement the General Fund budget will be presented to the Board to establish the required budgetary framework. The FDLE will reimburse Pinellas County for the $208,268.00, as reimbursement claims are submitted. There is no match requirement for these funds. ExhibitslAttachments Attached: 1. She thanked everyone involved for their support. d. Pinellas County Adult Drug Court Collaborative (SAMHSA) - Shannon Loveday prepared the report and Jackie Griffin-Doherty presented. IV. New Business: a. Reallocation of Remaining Trust Fund Award - Rich Steiner from Gulf Coast Community Care was present to address the request. Mr. McCabe read the formal request, which was delivered by letter. All approved the remaining funds to be utilized to purchase furniture. b. FY Alcohol and Drug Abuse Trust Fund Recommendations - Bernie McCabe announced the members of the Grant Review Committee: Jan Urbanski, Pinellas County Schools, Chair Bernie McCabe, State Attorney Bob Dillinger, Public Defender Carol Malouf, Florida Department of Corrections Jill Gould, Florida Department of Juvenile Justice Tom Lange, Pinellas Police Standards Council Dorene Thomas, Pinellas Park Police Department

6 He then read the Alcohol and Drug Abuse Trust Fund recommendations. The funding recommendations on behalf of the Grant Review Committee for the Alcohol and Drug Abuse Trust Fund are as follows: 1. Family Resources - $5, Operation PAR - $5, Personal Enrichment through Mental Health Services, Inc. - $5, Boley Centers, Inc. - $5, Directions for Mental Health, Inc. - $5, Operation PAR, Inc. - $5, Tampa Crossroads, Inc. - $5, WestCare of Gulf-Coast Florida, Inc. - $5, Gulf Coast Community Care - $4, Metropolitan Charities, Inc. - $3,800 Total requests: $97, (12 Applications) Amount available: $50,000 Chief Thomas made a motion for approval. Tim Niermann seconded. All were in favor. Mr. McCabe then moved to the Edward Byrne Memorial Justice Assistance Grant. The funding recommendations on behalf of the Grant Review Committee for the Edward Byme Memorial Justice Assistance Grants are as follows: 1. Pinellas County Sheriffs Office, $193, WestCare Gulf-Coast Florida, $75, Pinellas County Justice and Consumer Services, $43, ALPHA House of Pinellas County, $30, Family Resources, $30, Suncoast Center, $30, Pinellas Ex Offender Reentry Coalition, $1 5, Vincent House, $15, Gulfport Police Department, $14, Boys and Girls Clubs of the Suncoast, $12, Indian Shores Police Department, $10,000 Total requests: $1,303,105 (2 1 Applications) Amount available: $469,203 The Review Committee indicated any remaining funds would be awarded to the St. Petersburg Police Department. Chief Thomas made a motion for approval. Carol Malouf seconded. All were in favor. V. Roundtable: Rich Steiner shared a story about an individual he met while purchasing the Trust Fund appliances and encouraged everyone to get the word out to the media about the wonderful work being done in Pinellas. FDLE will distribute these funds in accordance with the JAG Countywide distribution provisions of Chapter 11 D-9, Florida Administrative Code. FDLE has set aside $469,203 funds for use by all units of government within Pinellas County. The enclosed Program Announcement provides an overview of these funds and can be used by local units of government to support a broad range of activities to prevent and control crime and to improve the criminal justice system. Please note that the Program Announcement includes information from the U.S. Department of Justice relating several areas of national focus and its priorities to help maximize the effectiveness of the ByrneIJAG funding. As a condition of participation in this program, the units of government in each county must reach a consensus concerning the expenditure of these funds. This consensus must include the projects to be implemented as well as the agency responsible for such implementation. Developing such consensus will require someone to exercise leadership and assume a coordinating role in the development of applications for these funds. FDLE recommends that the Board of County Comrr~issioners assume this responsibility. In the event the county declines to serve in this capacity, the Department will request the governing body of each municipality in the county, in descending order of population, to serve as the coordinating unit of government.
