This is an opportunity for strengthening cooperation between HELCOM and governmental authorities as well as scientific institutions and civil society in the Russian Federation to find cost effective solutions for the environmental challenges in the region. That s why, the Ministry of Nature Resources of Russian Federation approached the HELCOM Secretariat with a suggestion to assist in organization of the XVIII INTERNATIONAL ENVIRONMENTAL FORUM «BALTIC SEA DAY» 2017 and investigate the opportunity to attract international funds to support the Forum. Responding to the appeal of the Russian Federation, the HELCOM Secretariat submitted a project application to the Nordic Council of Ministers Programme for Co-operation with Northwest Russia for funding the Baltic Sea Day Forum in The proposal was supported by SYKE (Finland), the Swedish Agency for Marine and Water Management and Unitary State Company Mineral (owned by the City of St. Petersburg, Russia). The Organizing committee of the Forum was established and it had the first meeting in St. Petersburg The Organizing committee was attended by representatives of the Government of St. Petersburg, scientific and public organizations and Consulates of Estonia, Poland and Norway. The Organizing committee agreed in general on the agenda of the Forum but noted that it needs to be further developed. The document contains the draft agenda of the XVIII INTERNATIONAL ENVIRONMENTAL FORUM «BALTIC SEA DAY» (Annex 1) and the Project application (). 5 Purpose and success criteria (indicators): The overall objective of the application is to contribute to stability and economic growth in the northern region through strengthening cooperation between Nordic countries and the Russian Federation on environmental challenges. The International Environmental Forum Baltic Sea Day serves to achieve the objective through: supporting the environmental dialogue and creating a live meeting point for partnership between Nordic countries and Russia in local and national governance in the field of protection of the marine environment; strengthening cooperation between scientific institutions and business in the Nordic countries and Russia to promote and implement best available environmental technics and practices; further developing policy dialogue between Nordic countries and Russia on the alarming environmental threats for the Baltic Sea with the aim to devise and agree on implementation of joint actions to protect the marine environment; promoting environmental education and raising awareness on emerging environmental problems through integration of the best educational practices of the Nordic countries in Russia; strengthening cooperation between NGOs in Nordic countries and Russia to facilitate development of civil society in Russia and its involvement into the joint efforts to safeguard healthy marine ecosystems for the future generations. Background: "Baltic Sea Day" was declared by the Helsinki Commission Baltic Marine Environment Protection Commission (HELCOM) 22 of March The next year is declared as the Year of Environment in the Russian Federation (Order by President of the RF 7 of January 5, 2016). This opens new opportunities to raise the most alarming environmental issues at the high national political level. The Year of the Environment will serve for promotion of understanding of the main environmental challenges identified by HELCOM and engagement of scientists, businesses, administrators and politicians in the Russian Federation in the work aimed at identifying the most suitable ways forward the most suitable ways forward to implement the agreed and new measures. Objectives and accept criteria (indicators): The Forum will be attended by about 600 participants, among them about 100 foreign participants and about 100 students from Russian and foreign high schools and universities. The target groups are: high level representatives from the Nordic countries and Russia, international organizations, scientific society and business structures, NGOs and media, educational organizations. The high level segment is to be represented by the Committees of Federal Duma of Russian Federation (Parliament), the Ministry of Environment and Natural Resources of the Russian Federation and governments of Federal Entities in the NW region of Russia, the Ministry of Environment of Finland, the Swedish Agency for Marine and Water Management, the European Parliament, the Helsinki Commission and EU Chairmanship in HELCOM, and other national and intergovernmental organizations. Foreseen participants: Nordic countries: from Denmark, Finland, Sweden, Norway. Other international participants: from Estonia, Germany, Lithuania, Latvia, Poland, France, USA. The list of the themes might be expanded depending on the participation. The program of the Forum also includes supplementary events: 1) press - conferences 2) master - classes for students award ceremony for personal contributions to the development of cooperation in the Baltic Sea Region (Non governmental V.I. Vernadskiy Ecological Fund) 4) awarding of the prices for the winners of competitions (among agriculture enterprises, among students, to be confirmed) 5) bi- and tri- lateral meetings, meetings of the working groups and other events. Description of activities and expected results: Preparatory activities (January March 2017) The Organizing Committee will meet minimum 3 times starting from December and keep regular online communication. Evaluation of the project External audit Each thematic discussion is concluded with an Outcome (resolutions) which is disseminated through media and other communication means to outreach to the stakeholders and to be utilized by local and regional authorities and political boards to elaborate local and regional policies. The outcomes of the thematic sessions are widely used by scientific and business society and for educational purposes. Expected results: page 3 / 10
7 about 600 paricipants. estimated audience handouts (booklet, brochures) copies. expected coverage in the media 4 national Federal or Regional TV channels in Russia, distribution of information through national and international news agencies, newspapers, thematic magazines and internet resources. the Forum proceedings in Russian and English (internet publication), including introductory remarks and presentations and the resolutions of the round tables. An extract from outcomes will be submitted to the Heads of HELCOM delegations and discussed by the relevant groups. Long term perspectives of the project: Results of the annual Forum Baltic Sea Day are the Outcomes (resolutions) which are presented in the Forum Final plenary session and disseminated among interested and involved representatives of authorities and ministries for the further evaluation of policy and strategical decisions. The result of the Forum is the increased understanding of the current and emerging needs in environmental protection of the Baltic Sea and the related HELCOM requirements especially among the Russian participants and enhancing engagement of local and regional authorities and stakeholders in implementation of HELCOM BSAP and follow up requirements. The Forum serves as a platform for establishing long-term scientific and business contacts as well as exchange of the recent information on the state of the marine environment, best available technics and environmental practices. Bearing in mind the recent changes in Russian Federal legislation which introduced the term BAT into national legal framework and requested development of the BAT at the national level the Forum will facilitate long term cooperation between Nordic countries and Russia in the development of the cost efficient and environmentally friendly solutions. Communication plan: 1. Regular reports The weekly team status reports are created by the project team (partners) to inform the project manager of weekly progress on Forum tasks. Weekly team status reports may be written informally, sent via and will contain the following information: Current status (development of programs, dissemination of invitations etc.) Problems and upcoming risks 2. Reports by the Organising Committee of the Forum. Monthly reports (January, February, March) will include the results of the Organizing Committee meeting (list of participants, agenda, draft Forum Programme), sent via Narrative and financial report on Forum activities, incl. the processing of the results of Forum questionnaires are created by the Russian partner (April - May 2017), sent via e -mail. 4. Compilation of the proceedings of the Forum, design and layout of the PDF version (Status report to NCM June 2017) Final report to NCM (August 2017) created by Lead Partner (project manager). Meetings The weekly online conference (skype meeting) with project partners to confirm the written reports presented by the team and to determine any other information needed. 8 1. The Forum will be announced through the network of the HELCOM contacts and contacts of the Project partners. 2. The HELCOM press service will release news regarding the Forum including the topical issues of its agenda and decisions. 3. The information in Russian will be distributed through the WEB portal helcom.ru and WEB page of the Committee for Environment protection of St.Petersburg. 4. Project partners will disseminate information on the forum through national channels in Nordic countries. 5. The Forum is included into the list of official event of the Year of Environment in Russia, announcements as well as a report on the event will be regular disseminated by the Federal media. Risks and mitigation measures: The project will be carried out by a project team consisting of the HELCOM Secretariat and 3 additional partners. To assure regular communication and open dialog between all the partners and stakeholders the Organizing Committee of the Forum will be established. The Organizing Committee will serve for coordination of national and international activities related to organization of the Forum ensuring relevance of its agenda to the needs of the partners and declared objectives. The Committee represents the Russian national target groups of the Forum, partners from Nordic countries and other stakeholders including diplomatic services of the countries interested in attending the Forum. The Organizing Committee will meet minimum 3 times starting from December and keep weekly online communication. The project partners have previous renown and documented experience on the topics addressed in the application and HELCOM (its Secretariat) has previous experience in managing and coordinating transnational projects throughout the four decades of its existence. The major risk perceived for the project is not attracting a wide audience. It will be mitigated by careful selection of final topics for the forum and its roundtables so the Forum could address the relevant and current issues of interest. HELCOM involvement will ensure that relevant authorities in all Baltic Sea countries and the EU (including via the current chairmanship in HELCOM) will be reached out and invited. It also assure that the proposed programme of the Forum and its follow up will be presented and discussed by the coastal countries. Involvement of the partners in Nordic countries guarantees engagement of national experts, authorities as well as NGOs in these countries. Participation by Sweden establish the link with the Nordic countries members of OSPAR convention. The risk of poor attendance of the high level segment of the Forum is mitigated by including the event into the Russian national plan of implementation of the Year of Environment as well as EU Chairmanship in HELCOM which facilitate direct open dialog between the relevant authorities. A low risk to successful achievement of the project goals is posed by selection of inappropriate facilities with low accessibility for the potential participants as well as insufficient interpretation and other services. This risk is almost prevented by application of the standard procurement procedures and regular communication and reporting to the Secretariat. The risk of unexpected lacking of funds from the Russian side is also considered as rather low as the Forum is included into the implementation programme of the Year of Environment declared in Russia which guarantees an attention to the event from the relevant Federal and local authorities. HELCOM risk management guidelines will be applied to the project. No other major risks for project implementation could be identified. Any currently unforeseen risks (e.g. related to inability to provide a contribution by any of the partners) will be mitigated by regular monitoring and follow-up by the HELCOM Secretariat and by early communication to the Organizing Committee. page 5 / 10

It allows to draw attention of general public and civil society to such acute environmental problems as littering of the marine environment, reduction of nutrient inputs, releases of pharmaceuticals and other hazardous substances. Implementation of the upstream measures is one of the most coast efficient solution to reduce pollution of the marine environment. The experience of Nordic countries in promotion of environmentally friendly behavior is an example of high engagement of the whole society into the actions aimed at minimizing of adverse effect of human activities on the environment. SYKE will organize 2 thematic round tables. One is dedicated to environmental education and public awareness the best practices of environmental education. The focus of the round table is promotion of the experience in organization of environment education in schools and high schools gained by Nordic countries. 10 The Swedish Agency for Marine and Water Management (SWAM) is actively involved into implementation of the actions aimed at reduction of littering of the marine environment addressing different sources and pathways. SWAM leads several actions in Northern and Baltic seas contributing to coordination of effort by Nordic countries to prevent negative impact on the marine environment. We consider engagement of different stakeholder in Russian Federation into active implementation of the above mentioned activities as a vital part of the regional effort to protect marine environment. Wages include man hours which are expected to be spent by the project partners for implementation of the project tasks. The uploaded table also includes specification of the expenditures on the main activities, external services and dissemination needs. All expenditures will be further specified through selection of the suppliers in accordance with the procurement procedures. The Ministry of Environment of Russian Federation approached HELCOM to assist in organization of the Baltic Sea Day due to high political significance of the event. A co-financing of the event should be secured by Federal budget and budget of St.Petersburg which is a proprietor of the State Unitary Company "Mineral" acting as a Russian partner in the project application. Also partly, donation of the Forum is provided by national and international projects which use the Forum as a platform for communication and dissemination of the results. Funds previously granted by Nordic Council of Ministers (indicate the name of project, programme, etc): Ecological coherence assessment of the marine protected areas network in the Baltic Sea has been recently accomplished by HELCOM.
