Notice is hereby given that Kent District Library (KDL) invites bids (ITB s) for Internet Access Services containing the specifications shown in Section 3: Technical Specifications-Scope of Services below. B. Payment terms are Net 30 days after receipt of equipment and or services. C. KDL is exempt from State of Michigan sales tax as a District Library. KDL is exempt from Federal tax under section 501 (c) (3) of the Internal Revenue Code as a public charity. D. Kent District Library reserves the right to award or reject bids in part or in whole and on any basis it deems in the best interest of the Library. E. Any bids must be received in their entirety by the deadline. F. Any bids received after the deadline will not be considered. Section 3: Technical Specifications-Scope of Services KDL is seeking proposals for an Internet Service Provider for Internet Access services to support administrative and patron services at the branch libraries as listed in the table below. All options would include: A minimum 99.9 % uptime SLA. Our ideal ISP would have a completely open policy to Net Neutrality (e.g. no blocking, no throttling, no fees to access content to KDL, no fees to have content ITB-ER05-Internet Access Services Page 2 of 7

3 provided by any content provider, etc.) However, we are open to considering your position on Net Neutrality, so to help us understand, please provide a detailed explanation of how your organization is approaching this topic currently and what is planned in the next 12 months. KDL is seeking a range of bandwidth options. Bidders are to provide incremental pricing for bandwidth levels as recommended by the provider within the minimum and maximum levels proposed. KDL will reserve the right to upgrade or downgrade bandwidth during the life of the contract. A. Wireless Option (Microwave, 4G, Point to Point, etc.) 1. If KDL goes with a wireless option we would like to have the following speeds minimum. 40Mbps Download (or higher) 7 Mbps Upload (or higher) 2. Bidders are to provide incremental pricing up to 500 Mbps download in order for KDL to determine the most cost effective solution. 3. KDL would like the possible options for a wireless solution. One year contract with option to renew at the same cost for up to 4 more years after the first year (total of 5 years). Pre-Paid option Month to month option B. Hard Wire Option (DSL, Cable Modem, Fiber, T1, Etc.) 1. If KDL goes with a hard wire option we would like to have the following speeds minimum. 100MB Download (or higher) 7 MB Upload (or higher) 2. Bidders are to provide incremental pricing up to 500 Mbps download in order for KDL to determine the most cost effective solution. 3. KDL would like a one year contract with option to renew at the same cost for up to 4 more years after the first year (total of 5 years). 7 Section 4: Agreement A. The purchase of the equipment and or services will occur during the July 1, 2018 June 30, 2019 USAC funding year according to USAC requirements. KDL will consider multiyear contracts featuring voluntary annual renewals up to a total length of five years. B. During the agreement the Library reserves the right to change purchase requirements based on adding or closing library branches. C. Our ideal ISP would have a completely open policy to Net Neutrality (e.g. no blocking, no throttling, no fees to access content to KDL, no fees to have content provided by any content provider, etc.) However, we are open to considering your position on Net Neutrality, so to help us understand, please provide a detailed explanation of how your organization is approaching this topic currently and what is planned in the next 12 months. Section 5: Evaluation Bids 5.1 EVALUATION CRITERIA To determine the preferred bidder(s), KDL will rate bids on an overall scale of 0 100% based on the four (4) evaluation factors and a final decision will be made in the best interest of the Library. 8 Section 6: Bidder s Checklist The following items must be included in the provider s submitted bid. The Library reserves the right to reject bids that are incomplete and do not contain the requested items below: A summarized letter of the provider s bid on the company s letterhead stationery. The letter must be signed by an officer of the company s or a designated agent empowered to bind the firm in the agreement offer. Acceptance or exception to our terms must be noted in the letter.
