4 Ⅰ. Design Competition Regulations 1. Competition outline 1.1 Purpose of competition Because of the growth of the aging society, the demand for nursing homes has been steadily expanding due to the rapid increase in the elderly population and the increase in dementia patients. 6 2.3 Eligibility (1) Domestic and foreign specialists in fields related to architecture, landscaping and urban design can participate in the competition. Up to 2 people can apply for the competition as a team. In case of joint entry, one of the team members should be appointed as a representative who must be a domestic or foreign licensed architect. In case of a foreign architect license (certification) holder (person or company), it is possible to participate in this competition alone. As a representative of a company which is not against the laws relevant to the contract and following the Certified Architects Act of Korea, however, the architect, if selected as a prize winner (at the time of contracting), shall establish the design service contract by organizing a consortium with a person who has established a domestic certified architect s office. (2) The competition jury members, the competition technical committee members, the competition specialized committee members or the employees of their organizations, other people related to this competition shall not participate in the competition. (3) Individuals or groups in this design competition are not allowed to make more than one submission. 2.4 Registration (1) The registration for the competition is only possible via the Homepage( from April 25th (Tue), 2017 ~ until 5:00PM on May 5th (Fri), There is no separate application fee. (2) The competition guideline and other relevant information are available on the website. Only entrants who completed the registration will be able to post inquiries during the Inquiry Reception period. (3) To register, go to the website, create an account and log in Competition select the competition follow the registration process. (Entrants will be provided a personal identification number(pin) after completion of online registration) (4) For those entering in a group, any of members of the group can be changed, but the change of representative should be canceled and re-registered. 2.5 Site Briefing (1) Date : (Wed) (2) Venue : To be announced ( will be posted on the website) (3) Cautions : Participation to the briefing is not obligatory but is strongly recommended, because during the briefing, the elements that the ordering agency concerns important, including the background and purpose of the competition, the concept of special facilities and programs, which will be explained in detail. 2.6 Question Reception and Answers (1) The representative of any team who has completed its registration of application can ask questions according to the procedure set on the Homepage. Asking questions through and telephone is not allowed. (2) Such inquiries that are received according to the specified procedures in Korean and English during the Q&A period (May. 8th, 2017 ~ May. 11th, :00) will be effective and valid. (3) The answers to all inquiries will be provided on the Homepage for all applicants in Korean and English on May. 22th (Mon), In the event of a schedule change, it will be announced on the 4 Homepage. (4) The answers to the inquiries shall be regarded as additions to or modifications of the regulations and guidelines of the competition

7 2.7 Supplementary Resources (1) The applicants who have completed the registration can receive the supplementary materials below necessary for the design competition on the Homepage. (2) The supplementary materials except the guidelines and various formats will be provided in Korean only. (3) Additional resources may be provided if necessary and further be posted on the website. All entrants must check this before submission of entry. All or part of the provided documents and materials cannot be used for any other purposes but this competition. 2.8 Language and Unit (1) The official languages for the competition are Korean and English, and the metric system is used as the measuring scale. (2) The applicant shall make their submission documents in Korean, English or in both languages. (3) If there are any conflicts of interpretation between Korean and English, the Korean language version shall take precedence. If written in English, please make sure that there is no interpretation dispute, but in case of a dispute over an interpretation, interpretation of the organizer is given priority. 3. Entry guide 3.1 Submission The submission must be completed both "off-line" (on-site submission in person or by mail) and "online". A. On-site Submission (1) Venue : Urban Space Improvement Bureau of Seoul Metropolitan Government, 110 Sejong-daero, Jung-gu, Seoul, Korea (2) Deadline : 10:00AM ~ 5:00PM on June 26th (Mon), 2017 (Korean time standard) If submitting by mail (including international mail), all mails and packages are valid if postmarked by Jun. 26, 2017 and must be received by 17:00 on Jun All materials received after the deadline will not be accepted. the post mark must clearly indicate the date. Mark "No Commercial Value" to prevent unexpected delays and avoid unnecessary taxes

Any required documents and materials including Design Competition Registration Application [Form 1] should be submitted to the reception place to register this design competition. Any entrant (individual or group) who did not register cannot submit the design or other materials. All entrant (individual or group) can only submit one design. Any required documents and materials including Design Competition Registration Application should be submitted both by directly and online during the deadline. When submitting by hand or by mail, pack and seal each submitted document, design panel, and design specification, and submit with marking PIN at the upper right corner of the front page. Ordering agency is not responsible for any loss or damage caused by the problem of packaging. (5) Anonymity The principle of securing anonymity for the submitted books and documents will be maintained during the entire design competition period by using the following methods. All the submitted document shall have only the PIN(automatically created when registered) or design panels number and be managed anonymously. It is strictly prohibited to write or mark any password or symbol that may imply who the applicants are. (6) PIN and Numbering of Panels Anonymity must be maintained on all submitted materials until the winner announcement. For this, entrants must mark Pin on all submitted materials. PIN is a combination of two (2) alphabet letters and five (5) numbers that is automatically issued to the entrant at completion of online registration and will be used during the entire competition period. The PIN should be marked on each submission as follows; - In the fields of the PIN on the Application for the Design competition (Form 1) - On the upper right corner on the backside of each Design Panel - 5 -

9 - Mark your PIN in the design specification following the form of the design specification provided through the website. (But, mark your PIN in only one copy of the design specification, and don t mark you PIN in remaining 14 copies of the design specification.) - On the upper right corner of the packaging for each submission as shown in the below figure. Mark your Panel Number on the lower right corner on the backside of each panel as shown below. Online Submission The applicants shall submit their design works through the Homepage Let s Design Seoul ( Online submission will be available in 00:00AM on Jun 19th(Mon), 2017 ~ 5:00PM on Jun 26th(Mon), 2017 (Korean Time Standard) Submission procedure: Homepage access and log-in My project Selection of relevant competition Enter the information in the field for design works submission. The entered information shall be same with that of design works submitted on site. The online submission materials are as follows. - Representative image (representative bird s eye view), Design Panels, Site Plan, Floor Plan, Elevation, Section, three-dimensional picture, conceptual diagram and other related images (each file size is limited 1MB or more less than 2MB.) - However, the design specification and other forms are compressed and registered in the attachment materials. (Limited to 10 MB or less) - 6 -

10 3.2 Scheme (1) General Requirements All submitted books should be written in Korean, English or both; using Arabic numerals; and measuring in SI metric system. All papers to be submitted must be white color. Scale and Azimuth must be indicated accurately on each drawing. The scale of drawings depends on the template provided. Unless otherwise specified, the scale can be set by the designer at will, but drawings of the same type shall have unified scale. The fonts must be set in accordance with the provided template (Korean-Malgeun Gothic, English-Arial). If not specified otherwise, it can be arbitrarily set. Use of colors is limited in aerial view and perspective view, and all other contents must be expressed in gray scale(black and white) The bird's-eye view and perspective view are limited to 1 cuts, but duplicate use of the same cut is possible. The bird s-eye view and the three-dimensional picture can be expressed using a sketch-up program, but the use of other image programs such as Photoshop and rendering is not allowed. Each key map and diagram can be freely expressed. (However, it is not possible to use the model photo.) The design contents among submission documents should be the matching. Submitted works cannot be modified, changed or supplemented. (2) Design Panel for Evaluation The Design Panel must be submitted in three (2) sheets of A1 (594mm x 841mm, portrait) Attach a compressed foam board with the width of 10mm to each drawing board without boarder for evaluation and exhibition. Mark PIN and Sheet Number on the back of each panels, following the instructions provided. Contents and texts of the drawing panel must follow the format provided. For the parts in which instructions are not specified, entrant may follow one's desired format. The form of the design panel is provided through the Homepage. The paper, scale, Azimuth, use of color, 3D and etc. of the design panel must follow the general requirements. (3) Design Specification The Design Specification should be written in A4 size (210mm 297mm, portrait), stapled at the upper left corner, and bound with black paper tape (triangle at corner). 15 copies of the Design Specification Form shall be submitted. The number of pages shall be set in accordance with the provided format, within 10 pages excluding the pages for cover and table of contents

11 The cover sheet should follow provided template, and only contain the PIN number. (Refer to PIN and Numbering of Panels <p A. (6)>) Paper for cover and contents shall be white copying/printing paper. The contents, configuration, fonts used and etc. of the Design Specification Form must comply with the provided form. The form of the Design Specification Form is provided on the Homepage. For your reference, the structure of the Design Specification Form is as follows; - Cover, Table of contents - Architecture overview, Area chart by floor, Area chart by space, review of the major laws and regulations, Construction cost summary - Design focuses by field and other design focuses In the Design Specification Form, the expressions such as color and 3D must comply with the general requirements. 4. Evaluation 4.1 Technical Committee (1) Technical Committee is formed with experts in architecture and other related studies. Technical Committee inspects submitted materials if there is any viiolation against the competition rules, guidelines and/or the law and provides written technical evaluation to the Evaluation Committee. (2) Refer to 4.2, Technical Review for technical evaluation date, procedure and contents. 4.2 Technical Review (1) Technical Review follows the procedure below: Technical review will be done by the Technical Committee on all submitted entries before the main evaluations. The Technical Committee shall conduct the technical review by referring to the table below in order to determine whether the submitted design works violate any major matters, to review the technical aspects of the works, and send the technical review report to the Evaluation Committee. In carrying out the quantitative technical review according to the table below, the Technical Committee may set the sub-review items of violation of laws, regulations and guideline by subdividing them to reflect the characteristics of the competition. The Technical Committee can bring the review results and review opinions to the judge committee. The Jury Committee inspects submitted works for any violation against the competition rules, guidelines, and/or the law and juries judge whether the technical evaluation results are reflected and how to reflect the results through the juries agreement. It can be applied to disadvantage of the entries

12 (2) The technical items reviewed by the Technical Committee are as follows. Classification Criteria Management Regulations Violation of Laws and Regulations Violation of Guidelines - Violation of major items in the National and Planning Act, Building Act, Parking Lot Act, Convenient Act for Persons with Disabilities and other related laws - Submission of a work having marks (a specific password or a symbol and etc.) in the submitted books so that the applicant can be recognized. - Exceeding the estimated construction cost - Failure to comply with the guidelines for paper quality, standard and documents binding methods - Exceeding the standard pages of the design books - Missing submission documents - For all submitted works, the technical committee will conduct a technical review - The results of the technical review are written in the technical review forms and sent to the evaluation committee fordeliberation. - The evaluation committee decides whether or not to reflect the results of the technical review and the methods - Disadvantages can be applied according to the decision of the evaluation committee. - Other violations of the requirements of the guidelines 4.3 Evaluation Committee (1) Composition of the Committee The Jury Committee consists of eight juries, seven juries in architecture and relevant areas as below and one reserve jury. (2) Committee Members Main Jury : Kwon Soon-Jung (Professor, Ajou University) Lim Young-Soo (Architect, Gugan Architects Group, Ltd) Won Hyung-Joon (Architect, BAUM URBAN ARCHITECTS) No Hui (Architect, Didi studio) Han Man-won (Architect, HNS.arch) Lee Hee-geun (Official, Municipal Western Senior Medical Care Center) Kim Hee-cheol (Official, Seodaemun Senior Citizen Care Center) Preparatory Jury : Park Minjin (Architect, HAEAHN Architecture, Inc.) (3) Management The Evaluation Committee shall open its evaluation session with at least 4 members including the evaluation members and the preliminary member, and the committee elect a chairman of the committee during the first session

13 The chairman of the Evaluation Committee shall determine the rules to evaluate the applied design works and select prize winners based on the competition regulations and the opinions of the committee members. The chairman may determine details of the evaluation for the submitted works with the consent of the committee members. In addition, the chairman shall prepare the report on the evaluation results and submit it to the ordering organization on behalf of the committee members. Deputy Juror can participate in the evaluation process just as main juror do, but except for the following cases, the judging right can not be exercised. - Main juror who are absent from the committee's opening session lose their qualifications and the deputy juror will succeed the qualifications. - In case of a temporary absence of main juror during the review period, the deputy juror may proxy as a main juror. The Evaluation Advisory Committee can participate in the review for the smooth progress, but can not exercise the right. Submitted works that fall under the following cases can be eliminated regardless of the progress of the evaluation in accordance with the consent of the evaluation members. Even if they are discovered afterwards, the award can be canceled by the decision of the Evaluation Committee. 1 in case that two or more works are submitted 2 in case that the applicant does not comply with the competition regulations and requirements 3 in case that the anonymity of the work is not maintained 4 in case that the submitted work is disclosed before the announcement of the final evaluation results 5 in case that the applicant is not qualified for competition participation 6 in case that the submitted work is the same or similar work of the applicant concerned or other people which has been already disclosed. If the submitted works are all evaluated to be inappropriate for the purposes of the design competition or to have remarkably low quality, the Evaluation Committee may elect to not select prize winners. The applicants cannot raise any objection to the evaluation results. The evaluation period can be adjusted according to the number of entries. In the event of an adjustment, it will be announced on the homepage. For transparency and fairness, a citizen audit ombudsman may attend the evaluation process as a part of activities to monitor and evaluate the clean contract for public projects according to Article 25 of the Ordinance of Seoul on Operation of the Citizen Audit Ombudsman and Resident Audit Claims

14 4.4 Objective and Criteria of Evaluation (1) The objective of the evaluation is to select the best design that best meets the competition purposes specified in paragraph 1.1 of Chapter 1. (2) In principle, the Evaluation Committee shall determine the evaluation criteria based on the Operation Guidelines for Architectural Design competition (Notice of the Ministry of Land, Infrastructure and Transport), Operating Rules of Design competitions of Local Governments (Established Regulation of the Ministry of Public Administration and Security) and Standards for Design Order of Public Constructions of Seoul. (3) Specific evaluation methods, items, scoring, and other necessary matters may be separately determined by the Evaluation Committee. However, if there are less than 10 of submitted works, the primary evaluation stage will be omitted and the secondary evaluation stage (description of works) will be conducted. (2) In the primary evaluation stage, the works qualified for the second evaluation are selected. At this time, the number of selected works shall be decided by the Evaluation Committee, and individual notification to the applicants (teams) of the selected works will be made within 3 days after the primary evaluation. (3) The Evaluation Committee shall select the works qualified for secondary evaluation in the primary evaluation stage by a vote and record the basis of the selection according to the form provided by the ordering bureau. (4) The Evaluation Committee shall check the technical review report from the Technical Committee in the primary evaluation stage and decide whether or not to reflect the results of technical review in the evaluation

15 (5) In the secondary evaluation stage, the final evaluation is conducted of the works selected in the primary evaluation stage to select the prize winner and runners-up. (6) In the secondary evaluation stage, each of the applicants (teams) of the works selected in the primary evaluation stage will have an opportunity to explain their work. The details are in A. Presentation on the secondary evaluation. (7) The Evaluation Committee will finally select the prize winner and runners-up based on the technical review result of the Technical Committee, the work description by the applicants, and the final evaluation by the evaluation members. In principle, the final selection shall be made by unanimous agreement of the Evaluation Committee members. (8) Once the prize winner and runners-up have been selected, each evaluation member shall write general reviews on the finally selected works using the form provided by the ordering bureau. A. Presentation on the secondary evaluation 1 The presentation object is the drawing board submitted, and the duration of the presentation is limited to 10 minutes for each entry and addition 10 minutes for Q&A, unless the Evaluation Committee indicates separately. 2 The presenter must be an architect who has been employed since before the announcement of the competition and involved in design planning (a representative or an actual designer of a company is recommended). The presenter must submit a certificate of employment including the period of employment on the day of the presentation and a copy of ID for identification. 3 The presentation must maintain anonymity, and the content is limited to the out line and purpose of the design. B. other Instructions 1 The order of presentation will be determined through an open random draw on the day of presentation. 2 The presenter must be present on the noticed time at the specified location. All presenters who fail to attend will be excluded from the presentation session. 3 The foreperson of the Evaluation Committee may stop and end the presentation whenever the presenter is timed out and/or found using expressions that may violate anonymity, comparing with other entries and attempting any other inappropriate actions that may affect the fairness of the presentation. 5. Selection of Prize Winner and Runners-up 5.1 Announcement of Evaluation Results The evaluation results will be posted on the homepage according to the schedule after the end of evaluation and individual notification will be made only to the prize winner and the runners-up. The announcement date (scheduled on July 13th, 2017) can be adjusted according to the ordering organization's circumstances, such adjustment will be posted on the homepage

(2) In case of overseas winners, the prize money shall be paid in USD (within 30 days after award ceremony) based on the exchange rate at the time of payment, but paid to the representative in case of consortium application. (3) Compensation fee shall include the costs incurred to attend the award ceremony, all royalties, taxes and various commissions such as remittance fee. The tax shall be subject to Korean tax laws. (4) The first prize winner shall have the right of priority negotiation for concluding a design contract with the ordering organization. (5) The ordering organization may grant the right of negotiation to the runner-up if the first prize winner gives up preferential negotiating rights or if priority negotiations break down. In this case, the runner-up who is entitled to conclude the contract shall return the prize money, and the ordering organization shall give the prize money to the first prize winner. If the ordering organization suspends the project after the contract, the actual expenses shall be settled and paid by the time of the suspension. (6) The prize winner shall also comply with the contents of these guidelines during the term of the contract. 6. Others 6.1 Design Contract (1) The contract is made in Korean and based on the Task Manual in accordance with the regulations of the Seoul Metropolitan Government. (2) The Task Manual provided separately includes the contents of work to be performed by the prize winner after the contract is concluded. The applicant must understand this provision and participate in the competition, and it is deemed to have agreed to perform the Task Manual by submitting the entry. (3) The design costs associated with the design of the project include the cost of all processes to perform the ground survey, design development and, if necessary, the costs for various administrative works such as deliberation / approval / certification

17 (4) Design contract is made in accordance with relevant laws and regulations of the Republic of Korea and include design development, construction documents and accompanying permission. (5) The winner is obliged to conclude basic and design execution with the ordering agency. However, this does not apply if the basic and design execution cannot be performed due to the circumstance of the ordering agency. (6) After selected (when contracting), a representative (winner) must have a registration of an architectural office and have no reason for disqualification. For joint suppliers, the representative should not have any reason against related laws and regulations. (If a joint execution is set up, the participation rate of each member must be 5% or greater.) (7) The design contract is concluded with the winner. Even though it is possible for an applicant who has foreign architect license that is not issued in Korea can enter the competition individually, if selected as the winner, the applicant must form a joint-supplier with a representative of a Korean architectural firm, who has no reason for disqualification by related laws and regulation, in order to sign the design contract. This is to comply with Korean Building Act and to carry out the approval process smoothly. (8) The prize winner should proceed with the design development of the related technical fields, such as structure, civil engineering, landscaping, machinery, electricity, information and communication, firefighting, road and etc. in its work scope. (9) In order to carry out the design and permits after the contract, the prize winner shall supplement its qualifications and the license through the consortium agreement (contract sharing method) with the relevant professional engineers in the fields such as structure, civil engineering, landscape, mechanic, electricity, information and communication, firefighting, road and etc. in order to fulfill the contractual work. (10) If the proposal of the winning work exceeds the scope of the construction cost, the prize winner has an obligation to change the design in consultation with the ordering organization. (11) The ordering organization may request the prize winner to modify the winning work according to a change of circumstances, and the prize winner shall fulfill the legitimate demands of the ordering organization. The designer of the winning work should reflect the requirement for design changes after the conclusion of contract if the design changes are required due to the supplementary requirements of the evaluation committee, the requirements of the ordering organization and the operating entity. (12) In the event that changes such as a change in the urban planning facility occur in the urban management plan, the contractor must actively cooperate with the relevant contracting engineer, and the changed contents in the contract scope shall be reflected. 6.2 Copyright and Publication Exhibition (1) Entries must be original works and must not infringe on the copyrights of others. All responsibilities for the infringement of the copyrights of others, shall be taken by the relevant applicants (team), and the winner may be canceled. (2) All rights (including copyrights and ownership) of the applying works belong to the applicants (team). If necessary, the copyright of entry may be transferred or licensed to the ordering 15 organization, and in this case, it shall be settled through separate negotiation with the applicants (team) and ordering organization

18 (3) The copyright of the awarded work belongs to the winner (team) in accordance with the Copyright Act. However, the Seoul Metropolitan Government may exhibit the winning works without separate compensation for and consultation with the winner (team). All entries can be posted on SNS or websites or be published as a book without separate compensation for and consultation with the applicants (teams) for PR purposes with no commercial profits. The applicants shall actively cooperate in the above exhibition, posting and publication, and the applicants (teams) are deemed to have agreed to this clause by submitting entries. 6.3 Return of Design Works The entry return period is seven (7) days after the public announcement of the winning design works. During this period the applicant shall reclaim their works at their own cost. Any work do not returned within the return period will be treated by the ordering organization at will and the applicants cannot raise any objection to the processing of the ordering organization. 6.4 Dispute The design competition shall be executed in accordance with the laws of the Republic of Korea and shall be adjusted or judged by a court in Korea in case of any dispute concerning the competition. 6.5 Anonymity (1) The information registered on the Homepage will not be disclosed until the results of the evaluation are announced and all documents which include the identities of the applicants should be sealed separately when submitting the work. (2) The applicants shall not disclose their submissions through media such as SNS until the selection of the winner(s) is completed. (3) All submissions shall be marked with the PIN consisting of alphabetic characters and numeric numbers according to the required methods

19 Ⅱ. Design Guidelines 1. Design Goals Because of the growth of the aging society, the demand for nursing homes has been steadily expanding due to the rapid increase in the elderly population and the increase in dementia patients. However, our city has a low rate of utilization of facilities compared to the demand for nursing homes. Currently, there are about 6,000 elderly people waiting in public nursing homes, and the elderly people and their caregivers are having difficulties in using them. In order to improve the care of the elderly in our city, there is a need to expand the number of public nursing homes on city land. To address this problem, Municipal Dongdaemun Silver Care Center aims to expand nursing home facilities by reflecting efficient space design, improving home care service, and discovering family friendly urban elderly nursing home models. 2. Design Scope and Target This design targets two lots, #553, #554, in Dapsimni-dong, Dongdaemun-gu, Seoul. The total area of the project is 1,835m2 of 3,407.4m2. The project embodies the entire space plan including a new design for the Municipal Dongdaemun Silver Care Center and basic designs including exterior space, landscape, traffic, and walking. The construction plan can be freely designed within the scope of the law, and the space plan should be presented within the estimated construction costs. The space plan should take into accounts the conditions inside and outside of the construction site

There are noises because the site faces the railway. There are about 4 m of level difference between the target site and the railroad site and a green space is in the retaining wall section. Business lots are used as a maintenance warehouse, parking lots, and free meal service ( Bopper ) sites. Before starting construction, existing facilities located in the target site will be moved and the Bopper site will be located in the northeast side of the target site

21 (1) Surroundings The Cheongnyangri Reorganization Promotion District is located in the north, and the Jeonnong Dapsimni Reorganization Promotion District is in the east. Houses and apartments are concentrated in the west and east surrounding the target site, and a commercial area is located around the Cheongyangri Subway station in the north. Schools, Chenggaecheon, and a waterside park, which allows people to access a natural area, are located in the south. (2) Accessibility The site is about 10 minutes on foot (approximately 500m) from Cheongyangri Subway station, and 12 minutes on foot (approximately 750m) from Yongdu Subway station. The bus stop is located near the target site and is easy to access. The inner loop is near the target site and it is easy for vehicles to move in the city. The only access to the target site is from Dapsimni-ro to Hwangmul-ro, so it is somewhat inconvenient to access to the target site. 4. Basic Design Guidelines 4.1 Basic Directions Propose a building and a building environment which reflects management and space programs required by these Design Guidelines. Designers should propose a building which is suitable for elderly people using the facilities (elderly welfare facilities) specified by the Building Act. Promote the convenience of residents and visitors by applying architectural components such as a universal design. Create a building and an external space in both lots of the target site. The architecture is classified as an individual medical care areas, support areas, rehabilitation areas, and welfare areas, and should be designed according to the characteristics of each area. 1. Individual medical care area 2. Support area 3. Rehabilitation area 4. Welfare area - This is a basic individual living space, and a core space for individual activities. It is also a space for residents to enjoy psychological and emotional relaxation. - It provides a bedroom and a restroom for each resident. - A special room for elderly people who are sick or in the last moments before death. - This is a space for basic living support and management. This space is composed of a living support facilities, which are a common dining room and bathrooms, and management facilities, composed of medical and nursing rooms, a room for care workers, a room for volunteers, and an office. - This is a training space to improve residents dysfunctions, and provides rehabilitation treatment spaces. - This is a space for the welfare program management for the residents and provides a community building between residents and recreation services

(Within a total G. F. A ±3% range) The parking lot is excluded from the G. F. A (Gross Floor Area) and is planned as part of the external space (including piloti). 1) Individual medical care area 1 Bedrooms This space consists of 1, 2, and 4 bedrooms as an individual space for residents to be cured of geriatric illnesses. Considering the space required by the movement of a wheelchair, ensure enough room around the bed. In the case of a multi-patient room, ensure proper individual space. Include attached toilets in every bedroom. For actual composition of the nursing home facilities, adopt a unit care system considering the characteristics of the residents. Unit Care System (Example)

23 2 Special room This is for elderly people who are sick or in the last moments before death. For the psychological stability of the residents, create a space considering the relationship between the general room and the special room. This is not included in the criteria of maximum occupancy of 80 people. 2) Support area 1 Dinning room and kitchen This consists of a dining area for the residents and a cooking area in which to prepare meals. Place the area so that the residents can easily access it. This consists of the space connecting individual living patterns to a family friendly environment. 2 Bathrooms and washrooms This is the space in which residents take a bath and wash their faces. Install safety equipment facilities and provide space for movement of wheelchairs for the safety of users. 3 Medical and nursing rooms This is for consultations and nurses. Space for storage and utilization of commercial medicines, sanitary material, or medical appliances should be provided. 4 Room for care workers This is a work space needed for support caregivers for the physical activities or daily activities of the residents. 5 Room for volunteers This is a support work space for volunteers to work. 6 Office This consists of an office space for resident workers. Plan a small meeting room and a preparing room. 3) Rehabilitation area 1 Rehabilitation treatment room This is a treatment space to promote the functional recovery of the residents and to prevent their functional decline. It consists of a rehabilitation space equipped for physical therapy, kinesiotherapy, and occupational therapy. 4) Welfare area 1 Program room This is an educational and recreational space for the residents to use freely to improve the welfare of the residents

24 Various programs such as leisure, cultural, and dementia prevention can be run, depending on the residents needs. 5) Common area Plan a community area, a resting and a visiting area, which is connected to halls and the lobby. Provide a resting area for facility workers and a storage for cleaning supplies. (2) Exterior space Create a buffer space between the target site and the Bopper (free meal service) site. Create an outside resting area with a connection between the inside and the outside of the building. Consider each facility arrangement with a rooftop landscape plan and future extension. Create an outside parking lot considering the entry and exit flows. (3) Extra Underground structures (sewage culverts, electric power lines, and gas pipelines) should be considered when planning a design. Develop an efficient counterplan through building separation, shielding, sound insulation, and room arrangement to minimize the noises expected from the railway section. Introduce a buffer space based on inside, outside, floors, and rooms. 5 Estimated construction costs The estimated construction costs of this project are projected to be KRW 7,173,000,000 won (including expenses and VAT).
