NCDPI Reporting Requirements Master Data Calendar Available on the NCDPI website: ar/ Includes the due date, responsible area, and the NCDPI contact Sortable Excel version 14
Why Does NCDPI Need Your Data? Legislated Reporting Requirements Master Data Calendar 15
What is EDEN? Single point of entry for data submitted to the Federal government Examples of Data Submitted: Aggregate Student Assessment Exceptional Children Limited English Proficiency Migrant Career and Technical 16
Federal Reporting on Behalf of SEA, LEA and School Federal No Child Left Behind EDEN data populates the Consolidated State Performance Report CTE EDEN data populates Consolidated Annual Report Exceptional Children data populates State Performance Plan National National Center for Educational Statistics pulls data from EDEN Office of Civil Reports- Future Submissions 17
Enables Timely Data Collection and reporting of required data to United States Education Department (USED) according to an established timeline and in a designated manner. States collect and report data the way USED requires. States report data to USED through electronic submission States report data according to set schedule. 18
Validates Data Passes high level validation Plausible year-to-year variance Gives clear picture of state performance All entities and subgroups are accounted for (LEAs and/or schools) Consistent data reported across sources 19
Student Unique Identifiers (UID) Understanding UID assignment Importance in quality data and reporting UID, CECAS, 3rd party systems and Student Information System (SIS) must all be in sync Ownership of near matches and consequences of delayed resolution UID as cornerstone to Student Longitudinal Data Systems (SLDS) Operational Data Systems (ODS), and Federal Reporting 20
EDEN Reporting Complications of tardy data for EDEN reporting: Timing and completeness of reports impacted Incomplete picture of the status of students nationally, statewide, and at local level Data requests filled with out-dated data Publication and/or analysis of data delayed Funding Implications 21
USED Progress Report for NC 22
Civil Rights Data Collection Approval process for SY13-14 and SY15-16 data collection Provide comments to USED through website: D=ED-2013-ICCD-0079 Comment period closes August 20,
rces/communications/rights 24
Financial Data 25
Example Comment It is unreasonable and outright bad practice to change data collection requirements for a school year that has already begun. Schools and districts will likely find themselves without an electronic source of information because the collection systems will not be retooled on such short notice. Bossier City, LA 26
What is a P-20W Data System? Statewide Longitudinal Data Systems (SLDS) Links data from Early Learning through Workforce 27
Why is it called P-20W? P = Preschool 20 = Grade 20 or higher education W = Workforce 28
NC P-20W Partners NC Department of Public Instruction (NCDPI) University of North Carolina General Administration (UNCGA) NC Community College System (NCCCS) NC Independent Colleges and Universities (NCICU) Labor and Economic Analysis Division (LEAD) of NC Department of Commerce 29
P-20W System will NOT Publish Individual Data However, the exchange of individual data between agencies (NCDPI, UNCGA, etc.) is key to the P-20W system Be an operational (real-time) data system The data are populated as of specific points in time over years 30
Benefits The P-20W system will enable the state of North Carolina to Track student performance across years and sectors Help evaluate institutions and program performance Analyze data in more detail to validate or improve performance 31
What Can We Do With This Data? Assess Performance of School LEA Program IHE System Find Areas for Improvement Supplemental Education Services Professional Development Compare like demographic situations for support and improvement 32
Answer Questions Across Systems and Sectors Early Childhood PK-12 Postsecondary Workforce What is the graduation rate by HS? How successful are college graduates in the workforce by major or credential? Which preschool programs best prepare students for kindergarten? What industries are most employing high school and college graduates? Which students from which schools need remediation classes in higher education? What opportunities do IHEs have to improve teacher readiness? 33
P-20W Timeline June 2012 North Carolina is awarded an SLDS grant of $3.8 million from USED for the P-20W system Fall 2013 Stakeholder engagement process begins June 2015 Grant period ends / system operational 34
