4 1.0 Introduction Rural Water Supply and Sanitation Unit at Murunkan, Mannar has been established in the letter part of the year 2011 for the implementation of the Australian Agency for International Development (AusAID) funded NEP - WASH (North & East Province Water Supply, Sanitation and Hygiene) Project. For the last two years the NEP WASH project is being implemented by the Rural Water Supply and Sanitation Unit of Mannar/ Vavuniya. As a part and apart from this, the social survey & data collection on drinking water and Sanitation had been carried out on the request of RSC (N) at Mannar and Vavuniya Districts. The progress of the Sociological works executed during the period of year 2012/2013 through RWS Mannar is consolidated in this Annual Progress Report in the form of short notices and compact descriptions. 4

5 2.0 General Information (AUSAID Funded North-East Pilot WASH Project (NEP WASH) MANNAR) 2.1 Background of the project The Australian Agency for International Development (AusAID) decided to provide a grant of US$ 2.01 Million (US $ 01 million for Mannar and US $ 01 million for Trincomalee) through World Bank for the implementation of Pilot Water Supply, Sanitation and Hygiene (WASH) programme for Post Conflict Resettlements of Mannar and Trincomalee Districts. AUAID has decided to entrust the responsibility of project execution to the World Bank, Sri Lanka office. The duration of the project is 2 years. 2.2 Project Development Objectives The Project Development Objective is to increase accessibility to safe and sustainable pipe borne water supply and sanitation together with hygiene awareness education to complement post-conflict housing reconstruction interventions in a selected number of rural communities of Mannar district in the northern and province of Sri Lanka. In doing so, the project is also pilot viable mechanisms to strengthen institutional systems to deliver local level WASH services, eventually generating lessons and replicable models to contribute to the overall improvement of hygiene practices and to the overall quality of life of communities of returnees. 2.3 Potential Beneficiaries The primary beneficiaries of the pilot project are the selected communities within the district of Mannar in the Northern Province. Key institutional stakeholders are also set to benefit through capacity building. It is expected that women will particularly benefit from this project as they are typically entrusted with the collection of water often from distant sources and is the larger consumer given their household functions. 5

The National Water Supply and Drainage Board (NWSDB) through its Rural Water Supply (RWS) Section is the Project s implementing agency. Project Implementation at District level is managed and coordinated by NWSDB District RWS Units in respective district under the guidance and direction of respective Deputy General Manager (Regional Support). 2.6 Project focal areas in Mannar District There are five sub projects have been identified for the NEP WASH pilot project, as given in the table below, consisting of sub villages and hamlets based on the selection criteria and the selections principles of the World Bank and selected as potential needy area for the implementation of Pilot NEP-WASH in Mannar District. 03. Progress of the selection of sub project in Mannar district This activity was carried out in accordance with the principles stipulate in the operational manual which had prepared for the project and accepted by the AusAID / World Bank. The governing principles appeared in the Operational Manual in relation to the selection of sub projects are as follows; The villages should be one that was assisted by the NEHRP Project. Mine clearance is completed. Availability of electricity supply to the proposed pump houses and overhead tanks. Village should be situated in an area where the NWSDB is not proposing a scheme or [propose an expansion of supply within the next 02 years] Availability of potential water sources in the area. 6

7 In accordance with the above principles preliminary list of villages have been identified in applying the selection criteria. A prioritized list has been prepared and highest ranked five sub projects were selected from Mannar District. The consent for the list of these sub projects was granted by the AusAID / World Bank. Five sub projects were selected from Mnnnar District as per to the selection criteria and DPCC concurrences have also been obtained. above NEHRP Villages for WASH Project 7

Social Mobilization 4.1 Main objectives of Social mobilization Create awareness and build up ownership feelings among beneficiaries towards project facilities. - Encourage beneficiaries in contributing project activities - promote people to organize themselves and assistant to form strong Water Users Association (WUA) - Make beneficiary readiness to implement sanitation programme and to undertake Operation & Maintenance facilities - Development of social capital Social mobilization process has become a vital component of the project. 9

10 4.2 Main activities of mobilization process; - Initial introductions on project process to the communities - formation of small groups and identification of group leaders - preparation of work plan for formation of Water Users Association - Increase community interest in improved Water and Sanitation - Identification of potential water sources - Hygiene education programmes to the communities - formation of Water Users Association - Organize and conduct participatory survey - Registration of water Users Association with the Divisional Secretary and RWS Section - Action oriented Hygiene education programme to the leaders of Water Users Associations - Confirmation of water sources - Preparation of following proposals based on the results of participatory survey and Obtaining approvals from communities and respective agencies/co-ordinating committee - Water Supply - Sanitation - Hygiene Education - Environment (with special considerations to Water Sources Protection) - Hygiene Education programme for School Children - Commencement of construction of Latrine - Commencement of construction of Water Scheme 4.3 Progress of Social Mobilization Social mobilization programme is being implemented in Mannar District with primary focus on working with the poor and disadvantaged in the rural, as a participatory process to raise awareness, mobilize and involve local institutions, local leadership and local communities to organize for collective action toward sustainable WASH programme Social Mobilization Programme is being implemented basically to form and develop Water User Associations(WUA) (Community Based Organization) as its partner in community development, therefore all programmes of Sanitation, Hygiene and Water Supply Schemes are implemented with collaboration of WUA, Local Support Organizations and Local Authorities (PS, DSS, MOH) networks which ensure the sustainability of the programme. 10

Furthermore, it was importantt to conduct such small group meetings in order to gain information and induce the participation of governmental, non- governmental organizations and easily pass the massage through the leader of the small group to the village people and these small group leaders kept the community interest alive and also functioned as a pressure group over the community and the WUA new leadership.. 18

21 05. Sanitation Programme Sanitation is fundamental to personal hygiene and for maintaining a clean environment in the house which is vital for family health. The accessibility of the better sanitation facilities is a prime requirement of human being which provides a greater convenience and more privacy foe communities, women and children in particular. The main objective of the sanitation programme is to improve the health well-being of the beneficiary communities in the project areas. The specific objectives of the sanitation: - Provide sanitation facilities to the neediest households - Prevent water source pollution from fecal contamination - Establish Sanitation Revolving Fund (SRF) in order to provide possible source of financial assistance to the future sanitation requirement. The sanitation component of the project is implemented in two folds. i. Community sanitation The community sanitation programme is mainly concerned on the sanitation requirement of households in the sub project areas. ii. School sanitation The school sanitation prograsmme is mainly focused on to address the sanitation need of the existing schools in the sub project areas. 5.1 Community sanitation Base line data collected through a participatory survey relating to sanitation programmes implemented in Mannar district. 25 Koolankulam & Palampiddi Beneficiaries with their completed toilets 5.3 Sanitation Revolving Fund meeting (SRF) The Project promotes to build up Sanitationn Revolving Fund for each Water User Association in the sub project areas during the mobilization period of the project. The community development staff is directly responsible to ensure the establishment of sustainable SRF in each WUA. The other staff of the project also has the collective sense of responsibility of achieving the above target. 26 5.4 Challenges encountered and resolved during of the implementation sanitation programme in the sub project areas of Mannar District; Delay in obtaining approval from relevant authorities (PS, DS & MOH offices) to get building and PHI approval Most of the selected beneficiaries are poorest people so they faced difficulties to contribute their financial support towards completion of their toilet Lack of the transport facilities to the remote villages Unexpected inclement weather Scarcity of Masons and skill labour in the sub project Construction progress has been delayed due to seasonal farming and activities of seasonal income generation Women headed household beneficiaries find difficulties to contribute their physical and financial support towards completion of their toilet though the CBO assisted them in various ways. Showing poor / no interest on incentive grants (Rs. 18,000.00) and expecting full grant for toilet construction with the donor driven construction. Poor interest in any owner driven construction approaches. NGO intervention with different approaches - There are some NGOs who implement their sanitation programmes in the same areas with supply driven approach. These NGOs provide the entire cost of the toilet which discourages communities to involve in the sanitation programme implemented by the project. 5.5 School Sanitation The following activities curried out for School Sanitation programme before commence the construction. 29 School Sanitation Programme 06. Hygiene Education and Training/Hygiene Awareness Programme for Community and School Hygiene education programme comprises a range of activities aimed at changing attitudes and behaviors, to break the chain of disease transmission associated with inadequate water and sanitation. Hygiene education is an indispensable part of water supply and sanitation projects and ensures improved health and sustainability of a system through correct use, storage and disposal of water and general hygiene, better methods of excreta-disposal. 29

30 Target group of Hygiene Education a) Community b) School Children 6.1 Hygiene Education for Community A comprehensive hygiene awareness programme is being conducted by the project to promote good health habits among the communities in the sub project area. The project introduces an innovative awareness approach whereby the people are motivated to follow good hygiene practices. Progress of the Water Supply The Project invests its major proportion of the capital costs for provision of water supply for the beneficiaries in the selected five sub projects of Mannar district. Before the commencement of the construction of the water supply systems, following activities have been completed. - Community consent of the proposed water source (Project allocation, detail of the contractor, duration and technical aspects ect) - Conduced meetings Mobilized WUA to support the contractors - Establishment of consumer society - Collection of minimum qualifying fee (Rs ) from the beneficiary, It could be used as an initial O & M fund. - Mobilized Collection of the Water Meter Payment 8.1 Lands for Water Supply Schemes The identified locations for the construction of well, Tower and WUA office are in the state lands. 45 The people of this area had been displaced this area on several times and resettled, during the last 30 years of war. Owing to this, we have to face several challenges and discharge out duties promptly. To wit; - Homeless only temporary shelters - Lake of livelihood opportunities - Mental depression - Members of family is scattered - Deserving and prioritized need for toilets then even housing - Less institutional support Institutions are not sufficiently established - Less neighborhood coordination - Weak in organizational supports - Developed dependency syndrome - Social degradation - Lake of formal leadership - Extreme poverty - Less coordination among stakeholder institutions People here live in two hamlets Palampiddy and Thattchamarandamadu and are farmers. We can say that this project definitely strengthened our relations. With incomplete housing, the community has been feeling like refugees. This project in comparison proceeded with community knowledge and participation; people feel empowered because they can take decisions, save money and are confident that livelihood development, education and computer skill development and support programme for the disabled can be organized by WUA.
