2 Introductions Vice-Chair John Fratamico called the meeting to order at 8:30 a.m. John introduced New Members and Guest Speakers New Members Patrick T. Lee, is vice president of major project controls of Sempra Energy, a San Diegobased Fortune 500 energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services. The Sempra Energy companies' 17,000 employees serve more than 32 million consumers worldwide. Gioia Messinger is a serial entrepreneur and seasoned executive with extensive background in connected devices, digital health and video technologies. She serves as Founder and CEO of LinkedObjects, Inc., a technology and business strategy firm specialized in the Internet of Things. Most recently, she was Founder & CEO of Avaak, Inc. (acquired by NETGEAR), a venture-- funded company that created VueZone, the award winning video cameras and cloud service that defined the home video monitoring category. Gioia is an alumna of the UC San Diego Jacobs School of Engineering. Guest Speakers Sanjoy DasGupta, professor of computer science and engineering, develops algorithms for the statistical analysis of high-dimensional data. Dasgupta has developed the first provably correct, efficient algorithms for a variety of canonical statistical tasks, especially related to clustering (grouping) data. He is one of the few machine learning researchers whose work combines algorithmic theory with geometry and mathematical statistics. He adds a strong theoretical focus to UCSD's CSE artificial intelligence and bioinformatics groups. Patrick Mercier, professor of electrical and computer engineering, is the co-director of the Jacobs School s Center for Wearable Sensors. He works on integrated microsystems for applications that can only be realized through extreme miniaturization of electronic devices. Since batteries nearly always limit system size, miniaturization requires either innovation in energy efficiency, or in ways to increase the energy available to the system. Applications targeted include biomedical electronics, ubiquitous computing/sensing, and mobile systems. Stefan Savage, professor of computer science and engineering, directs the Jacobs School s Center for Networked Systems. His research interests lie at the intersection of distributed systems, networking, and computer security, with a current focus on embedded security and the economics of cybercrime. 2
3 Dean s Report Dean Al Pisano described the Jacobs School s strategic initiatives and growth plan, and his proposed targets for campus investment and fundraising. The goal is to: Fuel Initiatives that Address Grand Challenges and Spawn Industry Clusters of the Future. Grow Faculty to Increase Research Breadth in Focus Areas and Meet Intense Demand for Engineering Talent. The target is to grow from 208 faculty to 280. Augment Infrastructure to Accommodate Growth and Accelerate Faculty Research Productivity. The target is to construct a new building of approximately 155k assignable square feet. Key Research Initiative Themes include: Personalized, Precision Medicine with Health Sciences Contextual Robotics for Assisted Living with Social Sciences Materials for Sustainable Energy with Physical Sciences Data Analytics and Security for Internet of Things Key Engineering Leadership and Education Themes include: Student Success Initiative with Student Affairs Maker Space and Design with Arts & Humanities Global Entrepreneur with Rady School of Management Production Innovation with Global Policy School UC San Diego is planning to launch a $2 Billion Capital Campaign. The Jacobs School target is $250 Million. Al reported that by growing the faculty and fueling initiatives, the Jacobs School would generate an additional $1Billion of Income over the next 10 years. More importantly, this growth and focus on initiatives will enable the school to contribute engineering leadership, talent and technology to the region and nation. He called on Council members to: 1. Advocate with Campus Leadership for investment in engineering 2. Engage in the fundraising campaign through personal investment and/or connection to partners and donors Al said that he would like to meet with each Council member to get his/her feedback on this plan. 3
4 Report from Jacobs School Campaign Chair Steve Hart Steve Hart reported that the UCSD Campaign goal is $1 Billion. The public launch of the campaign will likely occur in fall The Role of the Development Committee is to: Identify specific, potential sources of funds from a diverse mix of constituents individuals, corporations, foundations, etc. Play a leadership role in cultivation, solicitation, and stewardship of gifts Analyze relationships with current and prospective major donors and funders, and develop individualized strategies to cultivate or strengthen those relationships Host salon events at your home, business, country club, etc., as a means to showcase the initiatives at the Jacobs School to new prospective donors Provide updates to the Council of Advisors on the progress of the fundraising campaign targets and initiatives Steve invited Dean s Council members to join the development committee. 5 Discussion Topics: Cybersecurity, DataSciences and Wearable Sensors Wearable Sensors Presented by Professor Patrick Mercier The Jacobs School s new Center for Wearable Sensors brings together faculty working on sensor and sensor systems, materials and flexible electronics, data storage and analytics, and networks to accelerate development of useful wearable sensors with industry partners. Primary application areas are non-invasive health monitoring through flexible electronics ( tattoos ), Diagnostics and drug delivery through the skin, self-powered sensors, and self-propelled micromachines. Two key challenges in successful deployment of such projects are: overcoming battery life issues (through ultra-low power devices or energy harvesting), and securing data at ultra-low powers. Cybersecurity and the Embedded Internet of Things Presented by Professor Stefan Savage The Jacobs School s cybersecurity group has focused on vulnerabilities to networked embedded systems. More and more, networked computing is added to systems to add efficiency and communications. However, the security consequences are usually underconsidered. The Jacobs School s work to show how easy it is to hack into and control cars, has led to major reforms by car manufacturers and new regulations to improve security. The group is also looking at the security of critical systems such as voting machines, Xray scanners in airports, and most recently commercial aircraft. Savage says security for Internet of Things will likely be solved through hub-centric security, rather than security on individual devices. There is a large confluence of technical, business and policy challenges to be overcome to achieve this vision. Educational Initiatives in Data Science Presented by Professor Sanjoy Dasgupta Data science refers to methodology to understand data and use it to make predictions and decisions. It combines knowledge from programming, statistics and probability to machine learning, database management, visualization, and finally applications. The Jacobs School has launched a datascience Masters degree in Fall We have now proposed a new undergraduate degree in data science for engineers; and a minor in data science for students from any major. The curricula plans are being reviewed, and the goal is to launch in Fall
6 Council Recommendations Questions posed to the Council: 1. Are we focusing on the right research problems so as to ensure relevancy and impact, while pushing the boundaries of the field? What are we missing? 2. Will our data science education initiative help fulfill the industry need for talent in this area? What are we missing in terms of content or education levels? 3. Who are the additional partners should we be engaging with? 4. What is the one thing UCSD could do to stand out in this field, and fill a major societal need? 5. What do you suggest as immediate next steps? Breakout Group 1 Discussion Leader: Scott McClendon Participating Members: Linden Blue, Malin Burnham, John Fratamico, Steve Hart, Patrick Lee, Julie Meier Wright Focus on the intersection of Top priorities for Society and Strength areas for Jacobs School / UC San Diego / San Diego region industries and industry groups. These include: a. Defense/physical security b. Health/Medicine c. Grid Security d. Border Issues e. Ocean Examples of Areas of Priority/Strength/and Regional Synergy Sensor hardening: wearable sensors + cyber and network security a. Design sensors that are more robust to attempts to fool the sensors b. Challenge sensor researchers to think about security / resilience in the sensors c. If the company manufacturing chips can t be trusted, how can I trust the output of the device? Education: Both Datascience and Cybersecurity should be included for all engineering curricula. Ethics component should be included for all education programs related to Datasciences/Cybersecurity/Internet of Things 6
7 Breakout Group 2 Discussion Leader: Gioia Messinger Participating Members: Claude Benchimol, Martha Dennis, Carmela Keeney, Tom Loarie, Greg Papadopoulos, Andrew Senyei, Mark Zdeblick Ensuring relevancy A more holistic view at the system level (system integration) the three topics seemed to be separate and not integrated. The human factors aspect: how to get actionable data to the right people at the right time? Also acceptance of the users, privacy concerns and social factors. Need to get user viewpoint as a priority. In Data sciences, discussion of deep learning and neural networks was missing. These will be important 5 years and beyond. In the wearable sensors and in data science discussion, extracting data and analyzing from video was missing. Video will generate more and more data. Data science education initiative Data visualization and how to filter the data so that it becomes easily interpretable. Incubators and accelerators: how do you get beyond the science? needs to be an integral part of curriculum Making data science and cybersecurity part of the curriculum across campus, starting potentially with School of Medicine as a beachhead. Physicians will need to rely on data interpretation to help make clinical decisions. Which Partners Should be Engaged? Given the discussion groups focus on medicine, regulatory bodies like the FDA, FCC FBI, which has a cybersecurity lab here in San Diego The Navy/Government is increasingly interested in all three topics. Engaging someone like IDEO and/or UCSD Design Lab to help coalesce high end visualization pieces of this to provide actionable data How Can UC San Diego Distinguish Itself? Inter-disciplinary programs similar to Rice and Northwestern. Students in engineering, business, social science and medicine schools are challenged to solve real world problems for industry. Building into undergraduate curriculum throughout a core class in cybersecurity and data science Create seminars for executives in each of these areas 1-2 weeks A master s in data science with emphasis on specific areas, ex market intelligence (engineering + business) genomics (engineering + health sciences). 7
8 Recommendations immediate next steps Executive seminar (1-2 weeks) in each one of these three areas, with a certificate which would help brand the university (for marketing purposes) A project could be data mining of the university and its capabilities (for both internal and external audiences) or data mining the alumni network. Figuring out a way to teach data science in School of Medicine. Dean s Response to Recommendations Agree that as we move forward in data science and cybersecurity, we need to be grounded in 2 to 3 important applications. We have some important pieces already in place that will help: Medical application is ripe for focus: we already have 4 joint faculty appointments between computer science and medicine; and we plan to hire 4 more jointly appointed faculty in the 2015/2016 cycle. The specific area is genomics and proteomics for personalized, precision medicine. We are looking for a space in the School of Medicine where engineering students and faculty will work together with physicians for clinical care. In terms of supporting technologies, we agree that video and visualization are key, and we are pursuing some of these themes in our new Center for Visual Computing. Each of the faculty co-directors of the Center have won academy awards one for Rapunzel s hair in the Disney movie Tangled, and one for the skin of the Pandorians in the movie Avatar. One of our most important faculty hires this year was Elliot McVeigh, MD./Ph.D., from Johns Hopkins, who specializes in synchronizing data from four streams (electrical, fluidic, mechanical and other images) for personalized diagnosis and treatment decisions. Incubating and Accelerating Innovation is something we take pride in because of our von Liebig Center, but we have not thought of connecting our new Institute for Global Entrepreneur with our Data Science initiative. Calling in partners like the Design Lab or IDEO to make data actionable is a great idea. It is also a wonderful idea to engage partners like the FBI. 8
9 Vice-Chair Fratamico s Closing Remarks We started the meeting talking about a bold plan to increase revenues by $1 billion over ten years, which requires a substantial investment of $250 million in philanthropy. Ultimately, we would be asking alumni and other donors to prioritize UCSD as one of their philanthropic investment areas. The takeaway I had when I was hearing Al s discussion about the university s initiatives addressing the grand challenge problems, is the fact that this university is not in any way static it is a dynamic place. The dramatic increase in the faculty will continue through interdisciplinary initiative that exploit the strengths of the university. I think alumni will get a lot of excitement from that. It will be important as part of the fundraising to get the message out. To the extent Council members can play a role in making that happen, I think that is going to be important to the success.
