1 May 26, 2017 Message from the Secretary As we enter the Memorial Day weekend, it s easy to focus our attention on backyard barbecues, spending time with family and friends, and looking forward to the relaxing and warm days of summer. But, it s important to remind ourselves that Memorial Day is a day dedicated to honoring all those who sacrificed their lives in service to this great nation. In researching the purpose of, and history of Memorial Day, I stumbled across some interesting tidbits to share with you, which include: In May 1868, General John A. Logan, the commander-in-chief of the Union veterans group known as the Grand Army of the Republic, decreed that May 30th should become a nationwide day of commemoration for soldiers killed in the Civil War. This late date in May was chosen because it was a rare day that did not fall on the anniversary of a Civil War battle, and it was thought that the spring flowers were sure to be in full bloom. Originally, the day was known as Decoration Day, recognizing that it was a time when family and friends would honor those who died serving the country by decorating their graves with beautiful spring flowers. The flower of choice at that time was poppies. The official birthplace of Memorial Day is often disputed. Boalsburg, Pennsylvania claims that they are the first celebrants of the holiday as in 1864 a group of women gathered to mourn those recently fallen at Gettysburg. Carbondale, Illinois, also claim the holiday as theirs thanks to a parade that was held in 1866, which was led by General John A. Logan. Ultimately, there is only one town that holds the official recognition from the government, and that is Waterloo, New York. In 1966, after more than 100 years of community-wide celebrations of the holiday, then President Lyndon Johnson recognized this tiny village as the holiday s birthplace. In 1971, United States Congress passed the Uniform Monday Holiday Act, which declared Memorial Day as a national holiday and officially set the holiday as the last Monday in May to create a three-day weekend for federal employees. To ensure that the sacrifices of America s fallen heroes are never forgotten, in December 2000, the United States Congress passed, and the president signed into law the National Moment of Remembrance Act, which created the White House Commission on the National Moment of Remembrance. The commission s charter is to encourage the people of the United States to give something back to their country, which provides them so much freedom and opportunity. The National Moment of Remembrance encourages all Americans to pause, wherever they are at 3:00 p.m. local time on every Memorial Day for a minute of silence to remember and honor those who have died in service to the nation. It s the one minute we should all take to pay tribute to those who have given so much to protect and defend our nation. 1

2 In closing, I share with you an excerpt from an article that I stumbled upon while preparing this Memorial Day message, written by Mort Marks, for The Villager: Freedom, contrary to the sound of that word, is not free. It comes at a high price, and those who pay the ultimate do not get to share in its benefits. Only we who are left behind are the fortunate ones. Hence, we have the obligation and duty to remember that the only reason we now live in a free society is because some Americans stood up for freedom and fell while trying to defend its supremacy. The Governor s Awards for Excellence recognize commonwealth employees for exemplary service that reflects initiative, leadership, innovation, and increased efficiency. Denise is one of 37 state employees to be honored for At a ceremony on May 22nd, she was recognized for her efforts to coordinate and collaborate with programs across state agencies to prevent and assist victims of elder abuse, neglect, and exploitation.
