1 MINUTES OF THE NATIONAL FASTPITCH COACHES ASSOCIATION GENERAL BUSINESS MEETING December 1, 2007 Las Vegas Hilton, Las Vegas, Nevada Chair Lacy Lee Baker, executive director of the NFCA, brought the business meeting to order at 8:07 a.m. and introduced other people assisting in the business meeting: Kathryn Gleason, Second Vice President; parliamentarian Linda Wells, and Karen Johns, NFCA Associate Executive Director (minutes for the meeting). 1. Credential Report. Ms. Gleason reported that 1217 active members were registered for the convention and that a quorum of 406 was needed to conduct business. The quorum was established. 2. Convention Rules. Ms. Baker asked that everyone refer to the convention rules, which were given to them at the meeting. The convention rules were passed with no opposition. 3. Reports. It was noted that the officers reports and complete financial report could be found on page 52 of the convention program. 4. Committee Elections. Ms. Gleason recognized members who were elected to various NFCA committees. A. Recognition of Convention Staff. Ms. Baker recognized members of the NFCA staff in attendance at the meeting and thanked them for their work. 6. Consideration of Proposed Amendments. A. All Categories Bylaw Change/Proposal No. 1. Section 3. Meetings. To allow each individual group caucus meeting held at the convention (except assistant coaches) to become an individual business meeting for a certain group (e.g., the Division II caucus would now become the Division II Business Meeting). A Softball Summit, for the purpose of sharing of ideas and debate of those ideas across all group categories, would be held prior to the proposed individual business meetings. An overall business meeting will continue to be held at the beginning of the convention to handle any overall NFCA business. This will eliminate the final business meeting at the convention. Moved by NFCA President Carol Bruggeman on behalf of the NFCA Executive Committee; PASSED. [Note: Several coaches (Marge Willadsen, Buena Vista College, and Julie Lenhart, Cortland State University) wanted to go on record as speaking against the proposal because they were worried the Association would become disjointed and ideas would no longer be shared between groups.] B. All-Categories General Proposals. (1) Proposal No. 2. That the NFCA should petition the NCAA to amend the fall recruiting calendar adopted by NCAA to allow an eight-week contact and evaluation period. Moved by Rayburn Hesse, Virginia Shamrocks, and seconded by Carrie Austgen, Brazoswood High School; DEFEATED. (2) Proposal No. 3. That NCAA Division I, NCAA Division II, NCAA Division III, NAIA and junior college schools will have no contact with high school players, nor permit unofficial visits, until the player has completed her sophomore year of high school. Moved by Rayburn Hesse, Virginia Shamrocks, but not seconded; PROPOSAL NOT MOVED. (3) Proposal No. 4. That exposure tournament managers/owners/sponsors will agree to limit participation at their events to the first 104 teams that register. Moved by Rayburn Hesse, Virginia Shamrocks, and seconded by Terry Burdette, Heartbreakers Red (VA); DEFEATED. (4) Proposal No. 5. That the NFCA Board of Directors will approve and publish, and make available to all members a detailed income and expenditures report for each fiscal year, and a project budget for the ensuing year. Moved by Rayburn Hesse,

4 Virginia Shamrocks, and seconded by Clint Myers, Arizona State University; DEFEATED. (5) Proposal No. 6. That the minutes of the Board of Directors meetings be published on the NFCA Web site and in the NFCA newspaper. Moved by Rayburn Hesse, Virginia Shamrocks, and seconded by Dale Ray, Calumet College of St. Joseph; PASSED. C. NAIA. Proposal No. 7. To recommend to the NAIA that the number of players allowed in uniform in the postseason be increased to 20. PROPOSAL WAS NOT MOVED. D. NJCAA. Proposal No. 8. To recommend to the NJCAA that the ball used in the NJCAA championships be the same ball selected and used by the NCAA. PROPOSAL WAS NOT MOVED. E. High School. Proposal No. 9. To recommend to the National Federation of High School associations that the pitching distance for high school softball be moved from 40 feet to 43 feet. Moved by Billy Hicks, Texas A&M Consolidated High School, and seconded by Laneigh Clark, Pearland High School (TX); PASSED. F. Travel Ball. (1) Proposal No. 10. (a) To recommend to the travel ball governing bodies that the pitching distance for fastpitch youth levels from 14U through all levels of 18U be changed from 40 feet to 43 feet. Moved by Terry Burdette, Heartbreakers Red (MD), and seconded by Eddie Lemus, Panthers Gold (CA). (b) An amendment was proposed by Mary Thompson, I-Club Softball (IA) and seconded by B.J. Prather, Texas Slam Gold, to change 14U to 16U; PASSED. (c) The proposal as amended was voted on: To recommend to the travel ball governing bodies that the pitching distance for fastpitch youth levels from 16U through all levels of 18U be changed from 40 feet to 43 feet. PASSED. (2) Proposal No. 11. That travel ball coaches agree with the following resolution: Resolved, that travel ball coaches will agree, albeit informally, not to roster players who have completed a year of Division I college softball, in which they were rostered, unless that player had previously been associated with the intended travel ball team. Moved by Rayburn Hesse, Virginia Shamrocks, and seconded by Terry Burdette, Heartbreakers Red (MD); PASSED. (3) Proposal No. 12. To select state travel ball representatives to assist the travel ball group representative to the NFCA board in spreading the word about NFCA membership, disseminating pertinent information and providing feedback on legislation affecting travel ball coaches. Moved by Terry Burdette, Heartbreakers Red (MD), and seconded by Rayburn Hesse, Virginia Shamrocks; PASSED.

5 G. Division II. Proposal No. 13. To form a Division II Head Coaches Committee to discuss regular and pertinent topics in the NCAA and NFCA. Moved by Lesa Bonee, Nova Southeastern University, and seconded by Laura Fillipp, University of Wisconsin-Parkside; PASSED UNANIMOUSLY. H. Division I. Proposal No. 14. To recommend to the NCAA National Umpire Coordinator that a national officials evaluation form be developed. This form would be used to evaluate umpires in nonconference games. Forms would then be sent to the NCAA National Umpire Coordinator to be used to assist in evaluating umpires for postseason assigning. The National Umpire Coordinator can then send the evaluations to the appropriate conference assigner. Moved by JoAnne Graf, Florida State University, and seconded by Tracy Bunge, University of Kansas; PASSED UNANIMOUSLY. I. All Groups that Use NCAA Softball Rules. (1) Proposal No. 15. To recommend to the NCAA Softball Rules Committee that in each game, both head coaches would have two challenges to REQUIRE an umpire to ask for help. These would be used when an umpire refuses to ask for help and a coach feels another umpire had a better view. Moved by JoAnne Graf, Florida State University, and seconded by Lisa Navas, North Carolina State University; PASSED. (2) Proposal No. 16. (a) To recommend to the NCAA Softball Rules Committee that when an incident report is filed by an umpire, the head coach of the school involved MUST attach their version of the incident prior to it being sent to any university or conference official. Moved by JoAnne Graf, Florida State University, and seconded by Lisa Navas, North Carolina State University. (b) An amendment was proposed by Marie Curran, University of Buffalo, and seconded by Scot Thomas, Virginia Tech, to include that the opposing coach may submit his or her version of the incident as well; PASSED. (c) A friendly amendment was made by Ms. Graf, and seconded by Ms. Navas, to change wording from must to may. There was no objection to the amendment. (d) The proposal as amended was voted on: To recommend to the NCAA Softball Rules Committee that when an incident report is filed by an umpire, the head coach of the school involved and the opposing coach may attach their versions of the incident prior to it being sent to any university or conference official; PASSED Hall of Fame Inductees. Kris Herman, NFCA First Vice-President, announced the 2008 class of Hall of Fame inductees: Jay Miller, Mississippi State University; Eugene Lenti, DePaul University; Gary Bryce, Wayne State University (MI); Donna Newberry, Muskingum College; Gary Torgeson, former coach, California State University, Northridge (Pioneer Category), and Sandy Fischer, former coach, Oklahoma State University. They will be honored at the 2008 NFCA National Convention, which also will celebrate the 25 th anniversary of the NFCA.
