3 FOREWORD: THE NORTHEAST WATER RESOURCES PROJECT The major economic assets of the Northeast include an ample supply of fresh water and excellent deep-water ports. Protection, development and upgrading of these assets is critical to the region's future. To help contribute to this goal, the Consortium of Northeast Organizations initiated the Northeast Water Resources Project. This is the second volume in a series of publications designed to provide the region's decision-makers and the Congress with information relevant to sound action on the water issues facing the Northeast. * Water Resource Priorities for the Northeast (Volume I) summarizes the principal findings of the project to date. * Plans and Project Proposals (Volume II) consists of two catalogues, broken down by state, of single-page summaries of (1) all recent water resource planning and research activities in the Northeast and (2) water resource project proposals and design concepts. The catalogues will give the reader a handy reference guide to what's being planned and what the outstanding proposals are. * The Economic Impact of Water Projects (Volume III) summarizes what's known about relationships between water resource projects and economic growth in contrast to the often-exaggerated claims of project proponents. The Northeast Study Area eleven states: For this study, the Northeast has been defined as the following

4 -11- New England States Middle Atlantic States Connecticut Delaware Maine Maryland Massachusetts New Jersey New Hampshire New York Rhode Island Pennsylvania Vermont This eleven state region includes all or portions of seven major river basins, including: The New England River Basins The Hudson River Basin The Delaware River Basin The Susquehanna River Basin The Potomac River Basin The Great Lakes Basin The Ohio River Basin The first five of these seven river basins are almost wholly included within the eleven state Northeast. On the other hand, relatively small portions of the Great Lakes and Ohio River Basins lie within the region. The Northeast Consortium The Consortium of Northeast Organizations is made up of seven public and private research and policy agencies: The Northeast-Midwest Congressional Coalition The Northeast-Midwest Institute The Coalition of Northeastern Governors The Council for Northeast Economic Action The New England Congressional Caucus The New England Regional Commission The Coalition of Northeast Municipalities Consortium members are not directly involved in water resource planning or management. Their focus is the overall economic development and improvement

5 -111- of the quality of life in the Northeast. The subject of water resources is viewed by the Consortium as one out of many vital facets of the region's economy and this research project represents but one of many fields in which Consortium members work. The objectives of the Northeast Consortium's water resource efforts is to provide an overview of the status of regional water resource development and suggestions for strengthening such development. The Consortium hopes this overview will provide a foundation for cooperative efforts by the public and private sector leaders of the region. Cooperation with Water Resource Agencies Many federal, state, local, regional and other agencies have specific concerns and responsibilities for water resources in the Northeast. Much of the data and many of the recommendations contained in this volume and the other publications of the Northeast Water Resources Project come directly from these water-focused agencies. To make sure that the recommendations reflect the views and concerns of regional water agencies, the Consortium and its.consultants have held two major meetings with them one at the start of this project and another to review our draft reports. These meetings were participated in by officials of state environmental conservation and water resource agencies, regional river basin and pollution control commissions and port authorities from throughout the Northeast.

6 -IV- Acknowledgments The Consortium is grateful to the many federal, state, regional and local officials who have assisted us and our consultants by providing information and ideas. This report, and the others in the series, were prepared by The Nova Institute with active editorial and policy participation by Consortium members. Nova's work on this project was under the direction of its President, David A. Grossman. The catalogues in Volume II were prepared by Walter M. Newman, P.E., who also consulted on the overall project, and David Long. The economic impact bibliography was prepared by Steven Rosenbloom of Nova's staff. Maurice Feldman, P.E., former New York City Water Resources Commissioner, was a special consultant to Nova for the project, The Nova Institute is a not-for-profit policy research and consulting organization. This project was financed by contributions from Consortium members. The Northeast-Midwest Institute received a grant from the Rockefeller Brothers Foundation which supported a significant part of its share of project cost. The Coalition of Northeast Governors received a grant from the Port Authority of New York and New Jersey to finance its portion of the cost of the project.
