1 IMPORTANCE OF CAREER GUIDANCE AND COUNSELING FOR YOUTH Belgrade, 26 th November
2 Youth in Serbia years young people, 19% of the population In Serbia young people aged years make 18% of the population Youth in EU years young people, 20% of the population Demographic tendencies The forecast is that the number of young people in EU by 2050 will decline for 4%.
3 CROSS-SECTORAL APPROACH IN WORKING WITH YOUTH In EU Youth Strategy it is stated that young people are one of the most vulnerable groups in the context of world economic crisis, so therefore work should be directed towards achieving the following goals: Create more opportunities for youth in education and employment Improve access and full participation of youth in society Strengthen solidarity between youth and the society as a whole
4 YOUTH IN FIGURES (educationemployment) Almost 74 million of young people on the world level is unemployed According to the International Labour Organisation young people are three times more likely to be unemployed compared to adults Youth unemployment rate of years in Serbia is 40.4%; young of 15-24, even 49.7% while in the EU countries that percentage is almost twice less and is 23.4% -. Despite economic crisis, over 2 million jobs on EU level remained vacant On the EU level 12.8% of young people (14 million) is not involved neither in education, nor in employment, or training programmes In Serbia, 10% of young people do not complete elementary school, 15% of young people do not complete secondary school, which means that almost one third of young people belongs to the labour force without occupation and qualification
5 STRATEGIC AND LEGAL DOCUMENTS National Youth Strategy Action Plan for implementation of the National Youth Strategy for the period from 2009 tо 2014 MoYS Strategy for Career Guidance and Counseling in the Republic of Serbia with the Action Plan for its implementation in the period from 2010 tо 2014 Law on Youth
6 All researches, conducted by MoYS with institutes and research agencies, have shown that the main issue young people are facing is related to informing, employment and education (formal and informal). In NYS for each of these areas there is a set of general and a set of specific objectives and measures which relate to these three areas. Youth needs in these areas are developed through SCGC and AP for its implementation In the goal which refers to employment, self-employment and entrepreneurship of youth since 2007 MoYS has funded 69 projects with 54 million dinars which included over young people
7 Developing skills for career management Developing entrepreneurial spirit and entrepreneurial learning in young people Prevention of early school leaving Prevention of wrong career choice; Taking responsibility for own career and professional development Career informing which is more accessible and more meaningful;
8 CAREER GUIDANCE AND COUNSELING IN NYS AND IN LoM Action Plan for implementation for NYS Law on Youth Development of the Centre for Career Guidance and Counseling and Professional Information of Youth ( schools, KZM,universities/faculties,NES..) development of their technical and staff capacities for providing support to youth to actively and efficiently manage their career, development of work standards with young people of different ages, etc.. In RS budget sources are provided for funding programmes and projects in the area of youth sector, which encourage career guidance and counseling youth and organising training, seminars and events relevant to employment, selfemployment and youth entrepreneurship.
9 CAREER PLANNING EDUCATION AND EMPLOYMENT OF YOUTH Unemployment rate of the population is high, in particular youth unemployment Certain companies cannot find staff for job positions that have appropriate knowledge, skills and abilities Lack of practice, skills important for work, work experience, lack of opportunities to apply knowledge acquired by education, lack of information on the labour market needs
10 SECONDARY VOCATIONAL EDUCATION THE GREATEST CHALLENGE Employers do not participate in planning staff education in line with their needs in the systematic and sustainable way Great coverage of young people by secondary vocational education, low employment (and employability): THE BEST OPPORTUNITY EC report on progress of Serbia in the EU accession process for 2013 Within the vocational education system key changes can be implemented in capacities of young people for work which do not require new financial investments.

16 YOUTH RESULTS OF CURRENT IMPLEMENTATION OF SCGC Established centres specialised for CGC (e.g. career centre at the Fund for Young Talents; centres at КZM...). Increased number of centres for career guidance and counseling at universities and strengthened their capacities for work with students (12 centres) Organised new centres at NES (Centre for informing and professional counseling in Novi Sad, centres for professional rehabilitation and employment of people with disabilities in Belgrade, Kragujevac and Novi Sad) whose service users are predominantly young Different activities in schools and KZM directed towards career informing and counseling implemented in partnership of the ministries, units of local self-government, NGO and international donors. Increased number of non-government organisations dealing with career informing which is project-based and which help young people in career guidance and counseling, as well as increased number of services provided to young people (e.g. Business of Youth of Serbia, Е-career)

19 Tasks ahead of us... Establishment of the National Resource Centre which would coordinate activities of key actors and take care of development of the overall CGC system in Serbia; Establishment of a protocol on cooperation of key actors in the development of CGC system; Expansion of CGC services and making them more accessible to end-users; Development of standards, programmes and methodology of CGC for all age groups; Strengthening links with employers; Linking Serbia with the network of the European policy of lifelong guidance; Continuous promotion of importance of CGC in order to: - reduce early drop-out - prevent wrong career choices - comprehend importance of lifelong learning.
