It is important that readers assure themselves they are using a current standard, which should include any amendments which may have been published since the standard was purchased. Detailed information about joint Australian/New Zealand standards can be found by visiting the standards webshop in Australia at or Standards New Zealand s website at For more frequent listings or notification of revisions, amendments, and withdrawals, Standards Australia and Standards New Zealand offer a number of update options. For information about these services, users should contact their respective national standards organisation. We also welcome suggestions for improvement in our standards, and especially encourage readers to notify us immediately of any apparent inaccuracies or ambiguities. Please address your comments to either the Chief Executive of Standards Australia or the New Zealand Standards Executive at the address shown on the title page. This standard was issued in draft form for comment as DR SA/SNZ HB 205:2016.

6 SA/SNZ HB 205: STANDARDS AUSTRALIA/STANDARDS NEW ZEALAND Australian/New Zealand Handbook Managing health-and-safety-related risk SECTION 1 SCOPE AND GENERAL 1.1 SCOPE This Handbook provides guidance on the application of AS/NZS ISO 31000:2009 ( the Standard ) for the effective management of health-and-safety-related risk. It is intended to assist organizations in tailoring their risk management processes to ensure the health and safety of employees and others in the context of contemporary work health and safety (WHS) legislation. This Handbook (a) explains the distinctive characteristics of health-and-safety-related risk; (b) outlines the general construct and implication of relevant legislation in Australia and New Zealand (without purporting to provide legal advice); (c) describes some techniques that can be useful for assessment and treatment of healthand-safety-related risk; and (d) describes some approaches that can contribute to ascertaining and demonstrating regulatory compliance. In this Handbook health-and-safety-related risk means any risk that is capable of causing death, injury or illness to people. For simplicity it is hereafter referred to as safety-related risk. 1.2 APPLICATION This Handbook is intended for people who have responsibility for managing safety or whose decisions may influence safety outcomes. These people may be at any level in organizations from board members, directors and other senior managers to people at the working level. It applies to large and small organizations, including public, private and voluntary organizations. Implementation will differ to match the resources, the scale of risk and the nature of the organization s activities. In the interests of brevity, this Handbook has been drafted on the assumption that users have read AS/NZS ISO REFERENCED DOCUMENTS The following documents are referenced in this Standard: NOTE: Related documents are listed in the Bibliography. AS IEC Analysis techniques for system reliability Procedure for failure mode and effects analysis (FMEA) Hazard and operability studies (HAZOP studies) Application guide AS/NZS IEC Root cause analysis (RCA) COPYRIGHT
