3 Introduction of BIID - BIID is a private sector initiative that offers a range of services aimed at development and promotion of ICT based information and services market in Bangladesh. - It s distinction lies in clear understanding of issues & opportunities to benefit the poor with the use of ICTs. - BIID envisions in becoming a reliable and leading enterprise offering strategic planning, implementation assistance and consulting services in Business Model Development for Telecentre, ICT based Agriculture, telemedicine, MSME, Citizen Right initiatives in Bangladesh and in other developing countries.
4 Key Sectors & Major Services Health Agriculture Citizen Rights Education MSME Strategic Planning Livelihoods analysis, Information/knowledge and Service need assessment of Target Beneficiaries Service Provision Content sourcing, Application (web portal, software other ICT based delivery platform) development Service Promotion Planning and implementation support in developing communication and community engagement strategies to promote enabled communication, Information and Advisory services. ICT Capacity Building - Offer a range of training and consulting services to assist in process standardization, management and operations guidelines and skills development of Telecenter operator/ entrepreneurs, - Offer Institutional capacity building of public and private sector entities engaged in ICT based information and knowledge transaction and dissemination Linkage Facilitation and Advocacy -Promote farm and non-farm products of rural areas by facilitating linkage between the producers, the micro and small enterprises, with potential buyers and distribution channels. - Facilitate linkages between and among public, non-government and private entities to catalyze use of ICTs in the provision of public/citizen services and rights based information and services. Monitoring, Evaluation and Impact Assessment -Develop, plan and conduct Monitoring and Impact Assessment of business model, project, service or a specific campaign -Offer consulting in assessing business model,develop strategies for replication / up-scaling of business models and/or services

6 Background The GoB has published a National Health Policy in 2011 According to the Policy, health means complete well-being in physical, psychological as well as social conditions. Therefore, this includes not only providing medical care, but also things such as pure drinking water, nutritious food, pollution free environment etc. The objectives of the National Health Policy are: Providing primary health service for all and ensuring emergency health care Providing quality health service at affordable price based on principle of equity Building awareness on prevention of diseases based on principles of rights and dignity
7 Of the 14 crore 60 lakh people in Bangladesh, 76% live in the rural areas.

9 Brief on e-clinic e-clinic is basically an ICT enabled healthcare service and management facility by utilizing modern technology and telecommunication facilities The e-clinic offers quality health care, information and advisory services for the underprivileged communities in rural settings In October, 2010 BIID launched e-clinic service as pilot basis in Shoronkhola, Bagerhat & Kaliakair,Gazipur and now rolled out in 10 locations
10 Vision Quality health service available in rural areas of Bangladesh by using ICT based facilities Mission Provide quality health information, advisory service and basic primary health care facility for the women and children at community levels to those who are deprived from the basic medical facilities Create a network of e-health centres (Service Delivery Points) all over the country at Upazilla level Enhancing the knowledge of local health professionals with regards to up-to-date information and knowledge sharing Develop a sustainable business model for e-health services in Bangladesh

16 Case Study Kohelika Chakma, Age 37 Relief from Years of Skin Disease/ Suffering Kohelika Chakma lives in Khabangpuria of Khagrachari district. She depends on agriculture for subsistence. She has been suffering from skin disease for 5 years long. Often, the tip of her figures would turn red and she would feel sever pain and burning sensation. She had visited many doctors in her locality for this ailment. But since she or her family were not so well off, they could not afford to visit Dhaka to consult with specialist doctors. Then she came to know about e-clinic service from VSO volunteer Milon Chakma. She readily opted to avail the e-clinic service. She consulted with the doctor and was prescribed with some medicines. She followed the doctor s instructions accordingly and recovered from her illness in two weeks. Kohelika says that she has benefitted from e-clinic service within a very short time and at affordable cost. She says that she and her family members would come for e-clinic service for any health related problems in the future.
