3 INTRODUCTION The Zambia National Blood Transfusion Service (ZNBTS) is the government unit, mandated by MOH to ensure the safety and adequacy of blood and blood products throughout Zambia. Over the years, significant progress has been made in all the key areas of blood transfusion services, throughout the country (trends). However, significant gaps have been observed in the promotion of appropriate clinical use of blood and blood products, particularly clinical linkage. This presentation highlights the strategy aimed at accelerating the establishment of Hospital Transfusion Committees (HTCs), as an important strategy for promoting appropriate clinical use and 3 overall strengthening of clinical interface.
4 BACKGROUND ZNBTS previously attempted to establish HTCs, as stand-alone committees. However, this strategy was not very successful, largely due to: Weak ownership and leadership at hospital level. Multiplication of meetings, leading to poor attendance. 4
5 OBJECTIVE To strengthen clinical interface, in order to promote appropriate clinical use of blood and blood products, and ensure a vein-to-vein safe transfusion system. 5
6 METHODS Method/strategy: To integrate HTCs into the existing Hospital Clinical Committees (HCCs). This method involves: Revision of the Terms of Reference (TORs) for the HCCs, to include the blood safety agenda. Revision of the composition of the HCCs, to include ZNBTS representatives and critical prescribers of blood. Policy directive from MOH, instructing all hospitals to include a defined blood transfusion agenda, into the HCCs. Ensuring effective monitoring and evaluation of implementation of this directive, through the established MOH supervision and M&E systems. All existing hospitals (141) are targeted for establishment of HTCs. 6
7 RESULTS Establishment of HTCs has been accelerated. Initial ideas originated and discussed with Sanquin Consulting in Actual implementation started late Todate, 11 hospitals have fully established HTCs UTH. This strategy provides for the following benefits: Clearly defined roles for the NBTS and Hospitals. Avenue for policy review and development. Review and improvement of blood transfusion practice. Vehicle for implementation of haemovigilance systems. Synergies and cost-savings. Long term sustainability of the HTCs. 7
8 CONCLUSION The new method has proved to be more efficient and effective than the old method. It presents an opportunity for accelerated strengthening of linkages with clinicians, and long term sustainability of the blood transfusion agenda within the hospitals. 8
