1 HALIBURTON, KAWARTHA, PINE RIDGE DISTRICT HEALTH UNIT BOARD OF HEALTH MEETING February 15, 2017 M I N U T E S The meeting was convened by Mr. Lovshin at 9:58 am at the Health Unit office in Port Hope. Those in attendance were Messrs. Lovshin, Brocanier, Logel and Junkin, Mrs. Herrington, Ms. Roberts, Dr. Noseworthy, Mrs. Masciangelo, Mrs. Tremblay, and Mrs. Dickson. Ms. Jack attended via teleconference. Mrs. Stauble was absent with regrets. Mrs. Masters and Ms. Jaquays are awaiting re-appointment by the Ministry and therefore, were not in attendance. Mr. Lovshin welcomed Mr. Logel to the Board of Health. 1. ADOPTION OF THE AGENDA Seconded by Mrs. Roberts THAT the agenda be adopted as presented DECLARATION OF CONFLICT OF INTEREST No conflicts of interest were identified. 3. ADOPTION OF MINUTES THAT the minutes of the Board of Health meeting held on January 19, 2017 and the In-Camera minutes from January 19, 2017 be approved BUSINESS ARISING None 5. MOH UPDATES Creating a New Image for Corporate Services The newly-minted Corporate Services Department, formerly Administration and Human Resources, is pleased to unveil its department s new image and slogan. 2899
2 Developed with staff input, the new image and slogan highlight the department s various roles, with quality improvement at the center of everything it does. Update from Corporate Services At the end of January, we changed the hosting provider for our Time and Attendance system. The system is now hosted by Mitrefinch, the owner of the product, which is more efficient than hosting through HRWARE, our former third party hosted solution. Vaccine Preventable Diseases The Immunization of School Pupils Act (ISPA) process has started with area schools. During the first week of February, 1 st notices were sent out to parents of area students to request that updated immunization records be sent to the Health Unit. If the records are not updated with the Health Unit over the next four weeks, school suspensions for students could start later this spring. Under the ISPA, the Health Unit must ensure students attending school are immunized against diphtheria, tetanus, polio, measles, mumps, rubella, pertussis (whooping cough), varicella (chickenpox) and meningococcal disease. If any of these vaccines are missing, students can be suspended from school. Students may be exempted from vaccination for medical reasons and issues of conscience or religious belief. Harm Reduction In January Port Hope staff received a Harm Reduction In-service from a representative from PARN (Peterborough AIDS Resource Network) as an introduction to enhanced harm reduction services that will be provided by the Health Unit. Infectious Diseases We are at the height of Outbreak and Flu Season, for more details refer to the Health Unit s website. Influenza Surveillance Summary The Haliburton Kawartha Pine Ridge District Health Unit Influenza Surveillance Summary, September 1, 2015 August 31, 2016 will be posted on the Health Unit s website shortly. An advance copy was shared with the Board of Health. G. Food Safety and Healthy Eating January 1, 2017 was the launch of Menu Labelling legislation in Ontario. In late December 2016 and early January 2017, Public Health Inspectors received training to become designated officers under the enforcement arm of the Act. The Health Unit has 79 establishments in its area that meet the criteria for this new inspection. 2900

Environmental Health The Environmental Health department is currently in the process of selecting a new information system for the documentation and real-time reporting of all inspection activities including routine food inspections, inspections of personal services settings and complaint investigations. A decision will be made on the vendor by mid-february to begin implementation in March. I. Charitable Donations Health Unit staff generosity in their giving of time, talents and resources to support community causes continued in Over the past year, the United Ways of Northumberland and CKL were the recipients of $4, by way of payroll deductions from Health Unit staff. Through events leading up to a holiday luncheon and a silent auction, Port Hope staff donated $ to the Salvation Army in addition to food and other items for the hampers. Staff also donated toys to the Giving Tree at the Northumberland Mall and food to the Food Bank. Staff in the Lindsay office also donated $ to the Salvation Army. The CUPE members of the Haliburton office donated $85.00 to the "Gifts of the Heart" campaign run by SIRCH Community Services. THAT the MOH Updates be received for information REPORTS Joanne Paynter and Leslie McLaughlin, Public Health Nurses, along with Chris Jardin, Peterborough AIDS Resource Network (PARN), delivered a presentation to the Board on harm reduction. The Ontario Public Health Standards (OPHS) currently state that boards of health, Shall engage community partners and priority populations in the planning, development, and implementation of harm reduction programming and ensure access to a variety of harm reduction program delivery models, which shall include the provision of sterile needles and syringes and may include other evidenceinformed harm reduction strategies in response to local surveillance. As well, the OPHS states that, The board of health shall use a comprehensive health promotion approach to increase the capacity of priority populations to prevent injury and substance misuse by: collaborating with and engaging community partners; mobilizing and promoting access to community resources; providing skill-building 2901
4 opportunities; and sharing best practices and evidence for the prevention of injury and substance misuse. Mrs. Paynter, Mrs. McLaughlin and Mr. Jardin reviewed three harm reduction programs that the Health Unit is engaged in (Fentanyl Patch 4 Patch Program, Naloxone Distribution and the Needle Exchange Program) as well as the HKPR Drug Strategy. Moved by Ms. Jack THAT the report on harm reduction be received for information NEW BUSINESS Health Unit Budget Moved by Ms. Roberts THAT the 2017 Board of Health approve the proposed 2017 budget for the Haliburton, Kawartha, Pine Ridge District Health Unit with an overall increase of 2% and THAT the Board of Health endorse the proposed 2017 Municipal Assessment letter for the Haliburton, Kawartha, Pine Ridge District Health Unit to send to our obligated Municipalities reflecting this 2% increase for a total Municipal contribution of $4,205, Financial Controls Checklist Seconded by Mr. Brocanier THAT Financial Controls Checklist be received for information Statement of Operations THAT the non-audited Operating Statements for the twelve-month period ending December 31, 2016 in the amount of $17,431,533 be approved BUSINESS FROM BOARD MEMBERS None 2902
