3 Under-Leveraged, Under-Trained, Under-Funded State and local agencies perform more than 90% of all food safety inspections conducted at U.S. food manufacturing and distribution establishments. Yet, there is: No Mandatory Training Requirement No Career-Spanning Standards-Based Training Curriculum No National Integrated Food Safety System The overwhelming reason for the lack of training at the state and local level is inadequate funding. True in 2000 (HHS OIG); still the case in 2010 (IFPTI survey, n = 170). State and local budgets are bad and getting worse. Many budget offices banning travel using state or local funds. 3
4 The call to create a national integrated food safety system, supported by a national standards-based training academy, was made more than 12 years ago; however, neither ever materialized. IN LESS THAN 12 MONTHS, IFPTI HAS ESTABLISHED SUCH AN INSTITUTE AND HAS ESTABLISHED ITSELF AS THE FDA S LEAD TRAINING PARTNER IN THE CREATION OF A NATIONAL INTEGRATED FOOD SAFETY SYSTEM. 4

14 IFPTI Role In Building An Integrated System The establishment of national standards for training and certification programs is essential to developing a fully integrated food safety system that prevents foodborne illness. Develop a Training Network to provide technical, management, and leadership training to regulatory and public health officials. Serve as a hub for the administration of a Training Network. Develop and deliver standards-based training programs not currently offered. Build an Instructor Development Cadre to ensure the availability of highly trained instructors within regulatory and public health agencies across all jurisdictions. 14

16 Key Deliverables Develop an inventory of available training courses. Develop an application process for qualifying courses. Pursue IACET and ANSI accreditation. Establish the Quality Standards that must be met for both individual training courses and instructors to be listed as "approved". Identify the core competencies for job tasks associated with food safety inspections at the basic, journeyman, and specialty/expert levels. Identify appropriate data management and learning management systems. Identify or create high quality distance learning opportunities. Identify core competencies and job tasks that are not covered by approved existing training. Develop and maintain a registry of qualified instructors by subject area. 16
