1 Financial Freedom Campaign Request for Proposals NAACP State Conferences DEADLINE: Submit proposal by April 18, 2014 by 5:00 pm EST to Frehiwot, Mjiba at The Tides Foundation working through the NAACP Collective Action Fund and in support of the important work of the NAACP is making available a grant opportunity to 14 units for the purpose of supporting the Financial Freedom Campaign. Awarded NAACP units will receive a grant in the amount $3,000, $5,000 OR $10,0000 to be dispersed in one installment. Grantees will be required to do the following: Attend a conference call or in-person training on the NAACP Collective Action Fund. Attend mandatory training session before the start of the grant period tentatively scheduled for June 20 th and June 21 st in Washington, DC. Record all expenditures made for the purposes of the grant on your organization s financial records, and make available such records to Tides Foundation at reasonable times upon request. Use funds strictly for the purposes outlined in this RFP. The funds provided may be spent only in accordance with the provisions of the Unit s proposal and budget as approved. Use funds strictly for work only following approval of the funds for this purpose from the Tides Foundation and not for work completed prior to receiving the aforementioned approval. Funds for completed past work will NOT be approved. Attend a mandatory training session before the start of the grant period and representatives who attend must committee to facilitating a training on the 21st century jobs and freedom agenda Participate in online training webinars conducted by NAACP national economics staff; The State Conference President or the person who will oversee the program must join one of two conference calls for technical assistance (the same information will be given on both calls, you only need to call once): o April 8th at 8:00 pm EST; dial in number: Passcode: Participate on Conference Calls To Apply: Complete and submit the attached proposal form by April 18, 2014 by 5:00 pm EST to Frehiwot, Mjiba at mfrehiwot@naacpnet.org. Submit a 4-5 page summary of the unit s proposed program must be submitted by April 18, It must include the following: Provide the Contact information for Economic Development, Labor and Housing Chair and designated Financial Freedom Campaign point of contact (name, , and phone number for all). Number of members and what population do you serve? Articulate the economic challenges your community is facing. How will this program positively benefit your membership and the community at large? Describe your plans for implementing this campaign. What is the Target Audience for your effort? Describe how you plan to ensure that there is sufficient community participation in your campaign, including any incentives for community participation. Describe any Promotional Ideas you plan to use (to advertise the Financial Freedom Campaign in your community).
2 Describe previous Economic organizing and education work that your State Conference has created and the challenges and successes you faced in this work. Provide a separate Line Item Budget, demonstrating how the funds will be spent. A few errors usually made by units when completing the forms so that you do not make the same mistakes. Commonly omitted information by units include missing EIN #s, missing unit #s, missing President and Secretary signatures (both signatures are required), etc. Microsoft Office Script Font signatures are not permissible. All information requested on the form must be provided. Incomplete proposal forms cannot be considered. Funds Restricted to 501c3 purposes: The funds for this project must meet the goals of the national NAACP and must be eligible charitable activities for a 501(c)(3) non-profit organization. Funds CANNOT be used for lobbying: Under no circumstances may the funds be used to support any form of lobbying or partisan activity (this includes but is not limited to a complete exclusion of any use of the NAACP Collective Action Fund at the Tides Foundation for partisan civic engagement or partisan election programs). As an example, if an employment project includes lobbying, no portion of support from the NAACP Collective Action Fund at the Tides Foundation may support that lobbying in any way. If there is mention in your proposal narrative about reaching out to or collaborating with any elected official/legislator and/or legislative body or working on policy/legislation in any way, please make every effort to clearly explain your intentions in 3-4 additional sentences in your proposal narrative so we are certain that you are not engaging in lobby activity. Failure to provide this clarification will stop consideration of your application until that clarification is provided. Qualifications State Conference must be in compliance and in good standing with the national office of the NAACP. State Conference must be willing to participate in the program for the duration of the program year. State Conference must engage members and non-members in the community with the Financial Freedom Campaign. Requirements for All Tiers A. Provide Economic Education basic information and resources to in workshops on the following topics: Community Economic Development (Asset Development, financial planning, credit rehabilitation, retirement and savings, micro-lending and jobs, ); Fair lending and Home Ownership (Mortgage Foreclosure, Pay Day Lending, Micro-Lending); and Opportunity and Diversity B. Expose individuals to Economic Education information and resources in non-workshop events such as Freedom Fund Dinners, resource fairs, job fairs, etc C. Host a State-Wide Economic Summit D. Join and support a statewide economic campaign to advance fair lending and state budget fiscal policies Tier I Requirements and Funding: A. Economic Education Workshops-100 people B. Expose Individuals to Economic Information-100 people C. State-Wide Economic Summit-100 people Tier II Requirements and Funding: A. Economic Education Workshops-100 people B. Expose Individuals to Economic Information-300 people

Expose Individuals to Economic Information-500 people C. State-Wide Economic Summit-200 people Outline of Expectations I. What is a workshop: a. Minimum of 30 minute presentation b. Distribute Economic Education materials to participants c. Question and Answer Session d. Pre/Post Test (Strongly Encouraged) e. Sign In Sheets and submit an event report II. Event: a. Minimum of 10 minute presentation b. Distribute Economic Education materials c. Do not need sign in sheets d. Do not need pre/post tests e. Need to submit an event report III. Summit/Economic Town Hall a. Expose a minimum of 100 individuals b. Invite local and national partners to vend at the town hall c. Sign In Sheets and submit an event report d. Work with National Staff to invite individuals to the town hall Reporting Requirements: Reports Due to the NAACP at mfrehiwot@naacpnet.org o Submit two progress and financial reports, due November 28, 2014 & April 30, 2015, to Frehiwot, Mjiba at mfrehiwot@naacpnet.org briefly describing the use of the funds and activities undertaken as a result of this grant. Further details will be provided in the award letter. o Submit sign in sheets and workshop recap two weeks after each Economic Education Session; o Share success stories with fellow micro-grantees. Possible Reports Due to the Tides: In most cases, Tides will not require a grant report. However in the few cases where Tides may require a grant report, further instruction for when how to submit reports directly to Tides will be provided in the award letter to awarded units that will accompany the check. Units that are required to but fail to submit reports by due dates to Tides will not be awarded further grants via the Tides fund until the outstanding reports are submitted. Record all expenditures made for the purposes of the grant on your organization s financial records, and make available such records to Tides Foundation at reasonable times upon request. Non-compliance with Tides policies including creation of documents using the Tides name without Tides approval may lead to suspension from participation in the NAACP Collective Action Fund for offending Unit. Unused funds granted to units via the Tides funds cannot be used for purposed other than what they were granted. For example, if a unit was awarded funds for an economic project and the unit did not use all the funds for that specific project. The unused funds cannot be used for another purpose (i.e. unit operational expense). Unused funds must be returned by the unit to Tides. The NAACP can then either have the funds remain at Tides to be granted for another charitable purpose at a later date or request the
4 funds to be regranted to the national office of the NAACP for general support or a specific charitable program of the national office. The same processwill be followed in cases when the national NAACP sends funds to Tides that are not granted to units.
