8 ASK: o respond in all major emergencies when directed by the NRRMC, requested by other cluster members and where the scale of the emergency is beyond the capacity of local government units. PURPOS: o provide an overarching framework to have an effective and timely emergency telecommunications services to support other clusters in carrying out their respective mandates safely and efficiently. OPRAIONAL N-SA SA: A timely, resilient and predictable Information and Communications echnology (IC) support provided. LOO COMMUNICAION LCRONICS INFO CH PHAS I: PR-ISASR PHAS II: URING PHAS III: POS-ISASR OBJCIVS 1.Strengthen IC capacities at national down to local level to prepare for, respond to and recover from the impacts of disasters 2.imely, resilient and predictable IC support.
