1 8. ICS POSITION RESPONSIBILITIES A. INCIDENT COMMANDER - JHUCAREY _ Reports To: Function: Organize and direct overall emergency response and recovery operations. Admin Assume or assign monitoring duties for watches/warnings. Alert Pre-assign ICS staffing for response phase, as needed (Refer to ICS Chart). Phase: Direct ICS Chiefs, infrastructure leaders and/or SMEs to begin alert phase duties. Develop plan for precautionary activities, as needed. Update Sr. Administration (JHUCarey Dean, other JH entities) Set times for scheduled updates from ICS Chiefs, et al Times: Response Obtain initial information to assess event magnitude. Phase: Assume or assign Incident Commander duty. Begin an event activities log. Activate Crisis Management Plan/ICS, as needed. Select the appropriate call roster(s) to use. Notify designated personnel and request they report to the active command center. Response should be within the minutes following notification. Make ICS assignments and brief department representatives (refer to ICS chart) on what immediate actions to implement (dept plans, SMEs, infrastructure responsibilities). Refer to specific JHUCarey Action plan(s) for additional duties, as needed Activate Command Center through Security. Assign support personnel to Command Center responsibilities (event recorder, clerical, communications, support Chiefs). Direct call back activation after reviewing the ICS sign-in log for those personnel who did not attend initial briefing Call for status reports from ICS infrastructure sectors at 15 to 30 minute intervals. Set times for scheduled updates from ICS sector personnel. Times: Contact Dean with status, if appropriate. Observe staff for signs of stress/break needs. Relief personnel (including incident commander). Recovery Deactivate emergency response after discussion w Logistics Chief Phase: Confirm status of all Chief sectors and Sr. Administration. Notify SMEs and/or Depts through Telecommunications. Schedule debriefing and collect Chief/Dept debriefing reports. Deactivate ICS functions and Command Center, as appropriate. 23

2 B. OPERATIONS CHIEF JHUCAREY Function: Assist the Incident Commander with the organization and direction of the overall emergency operations. Provide technical assistance, as needed, to resolve or contain cause of event. Alert Notify Business Continuity & Disaster Recovery staff. Phase: Assist Incident Commander with development of plan for precautionary activities. Provide damage control status report to Incident Commander. Verify that notifications have been made to ICT personnel. Confirm pre-assignment of staff duties for response phase, as needed. Response Gather information (nature, scope, resolution) about event. Phase: Provide briefing to IC and receive assignment from IC. Begin an event activities log. Report to command center and prepare to communicate event info and propose plan to resolve incident, if appropriate, at first briefing Refer to specific disaster plan(s) for additional duties, as needed. Seek consultation from applicable subject matter experts (i.e., Facilities, Occupational Health, Other Chiefs) when indicated Activate and coordinate section activities. Assist other Chiefs with summary reports for Incident Commander Implement established responsibilities associated with plan. Complete requested tasks received from Command Center personnel. 3 C. PLANNING CHIEF JHUCAREY Report To: Incident Commander Function: Gather and report information about the event to other ICS functions, as needed. Establish labor pool and provide staff support services. Monitor recovery planning activities. Coordinate critique of the event. Alert Pre-assign sector duties for Staffing Leaders Phase: Provide report of sector status to Incident Commander. Activate appropriate emergency plans, as needed. Assign section duties to staff. Confirm activation of Planning section operations. Refer to specific disaster plan(s) for additional duties, if needed. Call for status reports from sector functions at 30 minute intervals. Gather and summarize all sector reports for Incident Commander Provide briefings to IC leaders initial staff. Conduct staff briefings between ICC briefings. Phase: Work with others to return affected areas back to normal status. Notify Staffing Leaders and other areas assigned of status. Develop recovery phase status report for Planning Chief section: Event Tracking, Labor pool (Staff Planning, HR), Mental Health, Staff support, Occupational Health, CEPAR Gather and summarize recovery phase status reports from all sectors for IC. Confirm with IC the ICS structure and responsibilities for the recovery phase. Provide debriefing report and documentation for assigned sector areas to Incident Commander for critique process 25

4 D. LOGISTICS CHIEF JHUCAREY Report To: Incident Commander Function: Provide general services and supplies needed for the operation of the organization. Obtain special request items, as needed. Track purchases related to the event. Coordinate damage control activities. Alert Pre-assign sector duties for response phase, if needed. Phase: Provide report of sector status to Incident Commander. Develop plan for activities, if needed (including overstocking facility provisions). Report to Command Center and obtain sector packet. Activate appropriate emergency plans, as needed. Assign section duties. Confirm activation of Logistics section operations. Refer to specific disaster plan for additional duties, if needed. Call for status reports from sector functions at 15 to 30 minutes. Develop initial action procedures to address identified issues (make assignments). Provide briefings to IC leaders initial staff. Conduct staff briefings between ICC briefings. Plan for replenishment of fuels and supplies for emergency systems. Phase: Notify section department leaders. Notify Incident Commander. Facility Operations, Information Services, Equipment Management, etc. Report recovery phase status to Incident Commander. Deactivate section functions. Restock emergency operations kits, forms and supplies. 26

5 E. FINANCE & ADMINISTRATION CHIEF JHUCAREY Function: Coordinate all activities for managing finance and business administration for the crisis. Responsible for documenting and managing personnel compensation records (time sheets), contract administration and cost analysis for the event. Alert Pre-assign section duties for response phase, if needed. Phase: Provide report of sector status to Incident Commander. Gather and summarize all section reports for Incident Commander. Activate appropriate emergency plans, as needed. Assign section duties. Brief assigned staff on situation. Refer to specific disaster plan for additional duties, as needed. Call for status reports from sector functions at 15 to 30 minutes. Provide briefings to IC leaders initial staff. Conduct sector leader and staff briefings between ICC briefings. Phase: Work with affected areas to return to normal status. Report recovery phase status to Planning section. Gather and summarize recovery phase status reports from all sections for IC Deactivate section functions Confirm with IC what the ICS structure and responsibilities are for the recovery phase. 6 F. PUBLIC INFORMATION OFFICER JHUCAREY Function: Responsible for coordinating all communications with the public and media. Ensures that all information released is factual, timely and approved by senior management. Alert Pre-assign section duties for response phase, if needed. Phase: Provide report of section status to Incident Commander. Activate sector Emergency Operations Plan, as needed. Assign section duties. Set up and staff emergency treatment and holding areas, as needed. Refer to disaster plan for additional duties, as needed. Call for status reports from sector functions at 30 minute intervals. Provide briefings to IC Leaders initial staff if applicable. Conduct section briefings between ICC briefings. Phase: Notify Infrastructure Leaders and assigned staff. Notify Incident Commander. 7 G. LIAISON OFFICER JHUCAREY Function: Responsible for coordinating all communications with external organizations. Ensures that interorganizational relations are smooth, timely and effective. Alert Pre-assign section duties for response phase, if needed. Phase: Provide report of section status to Incident Commander. Activate section Emergency Operations Plan, as needed. Notify personnel Assign section duties Set up and staff emergency treatment and holding areas, as needed. Refer to disaster plan for additional duties, as needed. Alert Pre-assign section duties for response phase, if needed. Phase: Provide report of section status to Incident Commander. Activate sector Emergency Operations Plan, as needed. Assign section duties. Set up and staff emergency treatment and holding areas, as needed. Refer to disaster plan for additional duties, as needed.
