19 April 2018: Test of BOP enhancement launched to mypers Provides transparency of available locations Base of Preference (BOP) Enhancement Test Applicable to 7 AFSCs Initial Test (Phased Approach): 2G0X1: Logistics Plans 2S0X1: Materiel Management 3D1X3: RF Transmission Systems 3F5X1: Administration 4A0X1: Health Services Management 6C0X1: Contracting 6F0X1: Financial Management and Comptroller Also includes Airmen currently serving in a DSD position with AAC 50 who will return to one of the 7 AFSCs above One Team, One Family, One Mission Taking Care of Airmen 19
20 Base of Preference (BOP) Enhancement Test Will directly impact approximately 18,000 enlisted Airmen who represent a diverse group of career fields at most installations AFPC will send messages to eligible Airmen starting in April Message will provide cutoffs for applications submitted under the old program and the execution timeline for the test program The advertisement window for available locations will post for just 10 days on mypers, similar to the Overseas and Overseas Returnee/CONUS Mandatory Mover assignment cycles, and will provide the required deadline for Airmen to submit their BOP applications Targeted outcome is Air Force-wide implementation and for Airmen to receive notification of their BOP status within two weeks of the advertisements closing The shorter application window is the trade-off for location visibility, as base manning changes daily and the BOPs will be reviewed in between the EQUAL cycles, after the OSR/CMM EQUAL Cycle One Team, One Family, One Mission Taking Care of Airmen 20
21 Base of Preference (BOP) Enhancement Test Affects Process, Procedures, and Schedules; AF assignment policy has not changed The following are the enhancements to the BOP program Allowing first-term Airmen in those 7 test AFSCs to submit an application quarterly during their career job reservation window Allowing all Airmen (FTA and CA) to request the same locations from a previously disapproved application, if the requested locations are advertised Submission timeline for Airmen in the test AFSCs with an AAC50 Apply between the 15th and 11th month prior to AAC 50 expiration versus the current 12th and 9th month timeline Adjustment offers the Airman s opportunity to apply for OS assignments before competing in the CONUS Mandatory Mover cycle One Team, One Family, One Mission Taking Care of Airmen 21
22 Base of Preference (BOP) Enhancement Test Designed to provide visibility of locations available for Airmen to volunteer from; does not guarantee BOP approval AFPC will return applications that do not match the quarterly advertised locations to the Airman, advising their preferences were not advertised Airmen must meet PCS eligibility and program criteria in AFI , Attachment 2 Does not include nor affect in-place or retraining BOP applications Application process remains the same Airmen submit via vmpf, except those with an ACC 50 who apply through mypers One Team, One Family, One Mission Taking Care of Airmen 22

24 Q & As from Previous Webcasts Q1: I have been denied twice on Career Airman BOP because the gaining base cannot support. Does AFPC select by skill-level and not rank? I was told the reason of denial is due to my career field is overmanned in 7-level. A1: Approving a Career Airman BOP is a two part process. First, the assignment teams look at the manning in your AFSC at your current base and calculate what the manning will be with your loss. If the manning falls below the worldwide average with your loss, the team will disapprove the request. If manning stays above the CONUS normal manning average with your loss, then they proceed to the second step. Second, the assignment teams review the manning at the bases you have requested. If the manning is below the worldwide average and will remain below the worldwide average with you being assigned, the team will approve the request. Preferences will be considered in exact order listed. Grade, Skill-level, and overall manning are all considered in the decision. One Team, One Family, One Mission Taking Care of Airmen 24
25 Q & As from Previous Webcasts Q2: How do I know if I am a CONUS Mandatory Mover? A2: If you are currently assigned to a unit that has been identified as a stabilized maximum tour or identified as surplus due to promotion or a mission/manning change. Upon inprocessing your MPF updates Assignment Availability Code 50 on your records. You can review your information in mypers to see if you have any codes. Q3: If I am a CONUS Mandatory Mover with an Assignment Availability Code of 50, am I eligible for a BOP? A3: Yes. CONUS Mandatory Mover Airmen serving a maximum stabilized tour for at least 4 years or have at least 4 years time on station are eligible to apply no earlier than 12 months and no later than 9 months prior to completing the stabilized tour. 26 Q & As from Previous Webcasts Q4: If I PCS d to my current assignment on a BOP, what is the minimum amount of time on station before I can PCS again? A4: Upon arrival at your current location the MPF updated Assignment Availability Code 28 equal to 2 years from your date arrived station. However, consecutive BOP assignments are not authorized. Regardless of the type of assignment that brought you to your current base, you must be PCS eligible to include having no AACs on file and meeting time on station requirements IAW AFI , Table 2.3. Q5: What constitutes a First Term Airman vs a Career Airman? A5: A FTA is an Airman who is still on their initial enlistment to include extensions (never reenlisted).
