Increase in regular participation in contact rugby league in year old males. 2. Acquisition of new year old male participants into community rugby league clubs, primarily in non-traditional rugby league areas. The main motivating factor for community clubs to engage with the offer in the pilot phase was the opportunity to recruit players from education into the community game. As such, the RFL offer will deliver contact rugby league, rather than touch or tag. Attracting participants that are new to contact sport becomes more challenging with age, a factor reinforced by the pilot programmes. Therefore the offer will be targeted at 12-16, directed in each case by the needs of the individual community clubs. The offer will be delivered through identified community clubs with the capability to deliver to the required standards and a clearly identified need. As such, there will be a strong drive to transition participants from the satellite to the hub club as the primary exit route. The RFL has not set inclusion targets on Satellite Clubs delivery. 1

2 2. Geographical focus areas for delivery Year 3 ( ) The RFL Satellite Clubs Offer will be targeted at community clubs in nontraditional rugby league areas. As the intervention is being driven as an acquisition tool for clubs to recruit new players, it will be delivered in partnership with clubs who have an exclusive catchment area, so as to avoid conflict between clubs caused by competition for players. The RFL has shortlisted clubs for the programme based on geographic priority and club need, and will select on an annual basis by readiness to deliver. The programme therefore is driven by club need and readiness, as well as geographic location. The priority list below reflects the areas the programme will be offered. This does not guarantee that the programme will run in each area, and where a club does not have the desire or the ability to deliver the programme, the areas may be re-prioritised. Where a club is not ready or not sufficiently confident of their ability to deliver a Satellite Clubs programme, the RFL would signpost a club towards the opportunity to work with a CSP on Sportivate as a potential alternative. With the targets increasing each year this becomes a challenge as such we are looking at other geographic areas which, whilst would not be classed as nontraditional are seeing a decline in playing numbers. We also believe the project can work in areas where Rugby League is strong, but the club is based on the outskirts of that area (for example Wetherby near Leeds or Beverley on the out skirts of Hull). 2

Targets are based on each hub club delivering 3 satellite clubs. Therefore in each year, the RFL will look to identify a minimum of 6 additional community clubs to join the programme. Each identified area listed above has one community club which will be asked to identify 2-4 potential satellite locations. 3

4 3. Delivery approach/costs Please describe what your delivery model is including among other things: investment available to clubs, timing of delivery (point in the year) support to CSPs, sustainability models, process (e.g. application forms) for clubs/csps to engage with your sport etc. The RFL has identified clubs that meet criteria to be part of the Satellite Clubs programme, based on need and geographic location. We will have offered this shortlist of clubs the opportunity to be part of the programme, and provided minimum standards that would be required to deliver. Clubs that meet the minimum standards will be invited to submit a basic delivery plan and budget outlining their projected expenditure. Community Hub Club delivery plans will include the targeted satellite locations and age groups, delivery timetable, details of workforce plus an overview budget. The RFL will fund hub clubs 500 per satellite club, with the aim that the relevant CSP would directly match the funding commitment where possible. From the pilots and targeted age group, we would expect venues to be predominantly secondary schools and therefore facility hire costs for grass pitches to be minimal. Expenditure would predominantly be expected to cover coaching delivery, mentoring support and marketing/promotional material. The RFL will however allow hub clubs the financial flexibility to deliver the satellites as they feel will work best for their area. We would expect delivery to last for a minimum of 12 weeks. This may include inter-club competition, which the pilots demonstrated was essential to the longevity of the satellite clubs. A coaching resource will be provided centrally by the RFL, however as the coaches will be suitably qualified and experienced, they will be given freedom to adapt this to their participant group. The hub club will be expected to report participation figures on a regular basis through a standard reporting document, and provide a summary end of year report to the RFL. The RFL will then review the clubs involved in the programme on an annual basis. 4

5 By empowering the community clubs to deliver the satellite club offer, the RFL hopes to build meaningful school-club links in the identified areas of delivery, and improve local club links with the CSP network. In turn, if the programme is successful in driving participation in a community club setting, we feel the programme is far more likely to continue beyond the life of the funding through the volunteer workforce within the clubs. 4. Workforce The hub Community Hub Club will be asked to identify any coaches that would support the delivery of the satellite clubs, and demonstrate they meet minimum standards for deployment. The current RFL coach licence requires: UKCC Level 2 in Rugby League, a current DBS check, and attendance at a Safeguarding & Protecting Children Course. We will also require that coaches are minimum Emergency 1st Aid trained. The RFL is in favour of the community hub club providing the workforce to deliver the satellite club programme, rather than a third party. We would be open to a third party delivering where they can add considerable value to the programme, for example a community coach from a professional rugby league club. However, they would be required to demonstrate how they would meet the needs of the community club, and this would be closely monitored. Part of our learning across the first two years of the programme is that the length of the delivery makes it difficult for all community clubs to delivery consistently based on this feedback we are working with Charitable Foundations to support delivery where the Community Club may not be able to. Coaches from the community club will be insured through the Public Liability and Personal Accident insurance cover provided for their club by the RFL. 5. Regional structure (if applicable) and wider NGB support The RFL has a team of Club & Competition Managers with responsibility for programme support including Satellite Clubs. These Club & Competition Managers work directly with the community hub clubs to support the successful delivery of the programme, and work with CSPs to manage and co-ordinate delivery, identify opportunities and oversee smooth financial and performance reporting as required. As we have recently lost staff in London and the South then we are working with the London Rugby League Foundation (Headed up by Dan Steel, former RFL Satellite National Lead) to deliver our targets in that Region. 5

Role required by CSP Club Link Makers Communicate any direct applications or expressions of interests for rugby league satellite clubs. Where interest exists outside identified target areas, work with the RFL to support where appropriate. Broker links between RFL/selected community hub clubs and secondary schools as required. Connect local workforce development/deployment and other funding initiatives to support the delivery of satellite clubs. Match fund RFL investment to support targeted hub clubs for delivery where possible. 7. Any other information (i.e. competition structures etc) Competition between Satellite Clubs will be encouraged in order to maintain motivation of participants. Where a satellite club generates a significant interest in a host school or college, the RFL has an education competition pathway available as required. 6
