2 MESSAGE FROM VIETNAM MICROFINANCE WORKING GROUP 29 July 2013 Dear prospective member, Founded in 2004 as an informal organization under the NGO Resource Centre - VUFO, MFWG has an open policy to all individuals and organizations who are interested in the microfinance sector in Vietnam. In September 2011, the MFWG officially became a Center under the Vietnam Association of Small and Medium Enterprises (VINASME). This Membership Application Package includes: Membership Application Form MFI Membership Appraisal Form (or non-mfi Membership Appraisal Form) MFI s Profile Form with Comparative Annual Portfolio Status Report (Or non-mfi s Profile Form with Annual Calendar of Activities) All organizations interested in becoming a member of MFWG should fill in the abovementioned forms and submit online, by post or fax. Applications will be processed within 14 days of receipt and we will notify you of your status during this time. 3 History ABOUT THE VIETNAM MICROFINANCE WORKING GROUP The Vietnam Microfinance Working Group (MFWG) was established as a forum for microfinance practitioners to share knowledge and ideas to overcome the key challenges of the sector. As the peak industry body, the MFWG helps strengthen the sector s voice in policy-making. Vision To provide the poor in Vietnam with support and access to professional, sustainable andsocially responsible financial services Mission The national microfinance network that promotes andenables the sustainable development of microfinance sector in Vietnam. Objective Members To encourage policy dialogue across relevant stakeholder organizations in order to facilitate the development of a favorable enabling environment and; To promote sustainable microfinance among practitioners by disseminating information, sharing lessons learned and achieving consensus on best practices for microfinance in Vietnam. Up to March, 2013 MFWG network includes more than 87 official members, consisting of over 49 retail microfinance institutions (limited liability companies, banks, NGO-MFIs), support organizations and 38 individuals in Vietnam. 32 organizations providing services and products directly linked to microfinance organized semi-formal microfinance. 03 official microfinance organizations including: bank, credit funds, microfinance organizations licensed in Vietnam. 14 other organizations with activities related to the field of microfinance as limited liability companies and non-governmental organizations 38 members as individuals
4 Services Capacity building and documentation about standards and practice, national microfinance corresponding to the best international practices in microfinance. Fundraising and enabling members to access services capacity, capital and business development support services Advocacy to create a positive market environment for microfinance. Information dissemination and data collection to share the achievements and lessons learned in the process of building a dynamic microfinance industry. Future-oriented - MFWG envisages a Vietnamese microfinance market free of distortions by the policy lending and interest rate regulations. Gradually, a growing Good Practice microfinance industry can grow and replace policy lenders and offer more demand-responsive and diversified services in a more efficient manner, thus securing access by more poor and low-income people to better services that meet their needs. - MFWG envisages a microfinance industry which is increasingly driven and led by licensed and regulated Good Practice-based MFIs that can show the way for the smaller microfinance providers. - MFWG envisages a microfinance industry supported in its development and growth by a dynamic, private-sector led and commercially viable sector of domestic finance business development service providers, which are technically competent, demand responsive and competitive. - MFWG envisages a strong and growing microfinance industry where: Good practices principles as adapted to Vietnam are widely understood and adhered to for the benefit of poor clients; Where MFWG with a strong membership is recognized as a one-stop shop for complete, reliable and up-to-date information on industry performance; Where data is compiled in accordance with international standards and used to benchmark and monitor progress so that MFWG can serve the role requested by SBV as a self-regulatory body for the industry; Where government agencies coalesce around a national policy for microfinance founded in Good Practices for industry development to create a truly enabling environment for the benefit of the poor; and Where donor agencies and investors in microfinance in Vietnam pro-actively coordinate their investments based on demand to place subsidies where they most effectively serve the growth and development of a sustainable industry.
5 MEMBER POLICY All organizations, institutions, NGOs and programs whose missions are consistent with the MFWG s mission and objectives and correspond with the following membership criteria are eligible for membership. 1. CRITERIA From 2013, MFWG will require membership fees from all members. We will provide for all three types of MFWG s member with different benefits, responsible, requirements and obligations: 1.1 FULL MEMBERS (FM) Member code: FM2013_ No. Eligibility criteria: - The credit institutions are primarily performed some banking activities in order to meet the needs of individuals, low-income households and Enterprise (according to the Law on deposit insurance); - Whose core activity is microfinance defined to include the provision of financial services (credit, savings, insurance and money transfers) in a sustainable manner tailored to the needs of poor households; - Whose vision and mission statements include a commitment to serve an ever increasing number of the poor (growth of outreach) in a sustainable and efficient manner; - Willing to sign the VAMFI Code of Ethics, and contribute membership fees and time to joint efforts; - Willing to be independently audited and report data to VAMFI database. Benefits: - Have chance to connect, introduce to the donors, investors; - Receive 1 bulletin per year; annual report, Outreach Map and Industry Profile; access to technical literature on website and library; - Eligible to vote at GA and nominate candidates for Council - Invited to all meetings, events and activities of VAMFI (training for a discounted fee) - Receive feedback on performance and benchmarking reports, access to MIX, eligible for Performance Award and VAMFI Certification when established - BDS/CB provider Directory - Support to access funds for capital and TA/CB - Annual research reports, Social performance, Social audit. Responsible: - Contribute ideas and suggestions for MFWG meeting topics. - Participate in monthly microfinance newsletter development and bulletin by providing data and articles.
6 - Join in research and survey implemented by MFWG. - Notice by official correspondences about any changes in the organization (name, structure, title, etc.) - Pay the membership fees in time. Fee per year: 6,000,000 VND (Six million dongs) 1.2 OBSERVER MEMBERS (OM) Member code: OM2013_ No. Eligibility criteria: - Institutions/organizations/programs registered in Viet Nam that provide microfinance services. - Whose core activity, vision or mission statements differ from microfinance as defined by VAMFI. - Willing to be independently audited and report data to VAMFI database. Benefits: - Have chance to connect, introduce to the donors, investors; - Receive 1 bulletin per year; annual report, Outreach Map and Industry Profile; access to technical literature on website and library; - Invited to GA, but no vote; - Invited to meetings, events and activities (training for fees) - Support to complete reporting to database and feedback on performance - Support to adopt Code of Ethics Responsible - Contribute ideas and suggestions for MFWG meeting topics. - Participate in monthly microfinance newsletter development and bulletin by providing data and articles. - Join in research and survey implemented by MFWG. - Notice by official correspondences about any changes in the organization (name, structure, title, etc.) - Pay the membership fees in time. Fee per year: 4,000,000 VND (Four million dongs) 1.3 ASSOCIATE MEMBERS (AM) Member code: AM2013_ No. Eligibility criteria: - Capacity building providers, INGOs, donor programs, apex funds, insurance companies, software companies, private, public and state agencies, institutions and individuals that do not offer microfinance directly to clients;
7 - Supportive of microfinance as defined by VAMFI and wishing to contribute to the development of sustainable microfinance in Viet Nam. - Training Center Support organization Benefits: - Have chance to connect, introduce to the donors, investors; - Receive 1 bulletin per year; annual report. Outreach Map and Industry Profile; access to technical literature on website and library; - Invited to GA, but no vote; - Invited to meetings, events and activities (training for fees) - Access to publications, e.g. BDS provider Directory, Training needs assessment etc... at discount rates Responsible: - Contribute ideas and suggestions for MFWG meeting topics. - Participate in monthly microfinance newsletter development and bulletin by providing data and articles. - Join in research and survey implemented by MFWG. - Notice by official correspondences about any changes in the organization (name, structure, title, etc.) - Pay the membership fees in time. Fee per year: 12,000,000 VND for Institution (Twelve million dongs) 1,500,000 VND for Individual (One million five hundred thousand dongs) 2. TERMINATION OF MEMBERSHIP In the event that a MFWG Member wishes to discontinue their membership with MFWG, a formal letter of notification for termination of membership should be sent to MFWG as soon as possible. Failure to do so will mean the person or organization is accountable to pay the Annual Membership Fee even for the preceding years as they will still be recognized officially as part of MFWG. Moreover, members may be removed from the MFWG by the Executive Committee if: a) They are not adequately participating in MFWG activities; b) They have not paid their annual fee; c) The member organisation no longer meets MFWG membership criteria.
8 REGISTRATION INFORMATION All organisations interested in potential membership in MFWG should fill in the Membership Application and submit online, by post or fax. Applications will be processed within 14 days of receipt and successful applicants will be notified in this time. 1. APPLICATION FORM (AS PER ATTACHED FORM) 2. PAYMENT Annual membership fees can be paid on a pro rata basis but should be paid in full at the end of the Term of Membership. Payment can be completed through wire transfer or bank deposit to the MFWG bank account. As proof of payment, a copy of the receipt for the bank transfer or bank deposit should be submitted to MFWG Secretariat Office via , fax or post mail. For your guidance, the MFWG will send a billing statement a month before the due date of your membership fees.
