1 Primary Agency: Marion County School District Support Agencies: Marion County Emergency Management Agency, South Carolina Department of Transportation, South Carolina National Guard, South Carolina Emergency Management Division I. INTRODUCTION A. Purpose To provide for the coordination and use of all County, public, private, and volunteer transportation resources within Marion County during a disaster or emergency situation. B. Authorities 1. Marion County Ordinance No A, February 8, South Carolina Legislative Act No. 199, South Carolina Legislative Act No. 223, 1967 as amended. 4. Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law , as amended by Public Law (The Stafford Act). C. Organization The Marion County School District Representative has been designated as the Transportation Service Coordinator, and is responsible for coordinating transportation activities and operations of all County, public, private, and volunteer transportation organizations within Marion County during a disaster or emergency situation. II. SITUATION Marion County is subject to disasters, natural or manmade, that could result in a need for emergency transportation of residents and visitors. Priority will be given to students if school is in session, in accordance with the emergency plans of the Marion County School District. Transportation service will be provided for the timely evacuation of persons from any area of the County that has been affected by a disaster or is considered to be a threat to life. All available vehicles of the County, public, private, and volunteer organizations will be used to the maximum extent possible. Ambulance requirements for hospitals and nursing homes will be coordinated through the Health and Medical Branch. Transportation of resources and commodities during all phases of the disaster or emergency will also be coordinated by the Transportation Service Coordinator. I-1

MISSION To provide a well organized transportation service within Marion County, capable of supplying the necessary transportation requirements needed for the evacuation of people during a disaster or emergency, and for the transporting of resources/commodities to and from affected areas. IV. EXECUTION A. Concept of Operations 1. Transportation operations will be coordinated and controlled from the Marion County EOC. 2. The Transportation Service Coordinator will be responsible for coordinating all transportation requirements during the disaster period. 3. State and Federal resources will be committed on a mission-type basis, as available. Requests for additional transportation resources will be made through the Marion County EOC. 4. All County, public, private, and volunteer transportation organizations will be activated by the Transportation Service Coordinator when required during the disaster period. B. Responsibilities 1. Preparedness/Mitigation a. Maintain normal day-to-day operations. b. In coordination with the Director of Emergency Management, develop plans and procedures, organize personnel, and maintain a state of readiness. c. Maintain liaison with the Marion County EOC and with all organizations within the Transportation Service. d. Review requirements for additional equipment, supplies, and resources. e. Develop and maintain a transportation personnel and resource list. f. Develop and maintain a master driver list including names, qualifications, status, and availability. I-2

3 g. Maintain liaison with law enforcement personnel to coordinate traffic control plan operations. h. Develop liaison with groups needing transportation service support. i. Conduct annual test and exercise of this annex as requested by the Director of Emergency Management. j. Maintain liaison with local government, public, private, and volunteer organizations. k. Develop Standard Operating Procedures (SOPs) for use during disaster operations. 2. Response a. Activate the Transportation Service upon request from the Director of Emergency Management. b. Deploy personnel and equipment to pre-designated areas upon request from the Director of Emergency Management. c. Maintain liaison with the Marion County EOC and all organizations within the Transportation Service. d. Maintain liaison with law enforcement regarding traffic flow operations. e. Request support from the State School Bus Transportation Office to provide maintenance for State-owned buses, as required. f. In coordination with support agencies move personnel, supplies, and equipment, as required. g. Keep all Transportation Service organizations and personnel informed on the current situation. h. Dispatch personnel and equipment to designated areas, as needed. 3. Recovery a. In coordination with support agencies provide transportation support for the movement of personnel, supplies, and equipment. b. Maintain contact with the Marion County EOC and all Transportation Service support organizations. I-3

4 c. Report damaged vehicles and equipment to the Marion County EOC. d. Continue to keep Transportation Service personnel informed on the current situation. e. Demobilize resources and operations as directed by the Director of Emergency Management. C. Coordinating Instructions This annex is effective for planning upon receipt and execution upon order. V. ADMINISTRATION AND LOGISTICS A. Administration At a minimum, be prepared to give a summary of current status during the initial briefing. 1. Initial Situation Report a. Status of mobilization of the Marion County Transportation Service. b. Available communications. c. Emergency tasks or operations that require immediate attention. d. Immediate support required from the EOC. 2. Special Reports Any significant changes of the status of the Marion County Transportation Service s capabilities should be immediately reported to the Marion County EOC. 3. After-Action Reports B. Logistics After-action reports will be submitted following the termination of the incident. All after-action reports will be submitted to the Director of Emergency Management as soon as possible. Transportation supplies, equipment, and resources will be those normally used by the responding agencies. Additional supplies, equipment, and resources will be requested through the Marion County EOC. I-4

5 VI. DIRECTION AND CONTROL Communications activities and operations will be controlled from the Marion County EOC located at 1305 North Main Street, Marion, South Carolina. VII. PLAN DEVELOPMENT AND MAINTENANCE The Transportation Service Coordinator is assigned responsibility under this plan for developing and maintaining this annex. This annex will be reviewed annually, and updated as necessary. VIII. NIMS INTEGRATION All personnel will be trained on the principles of the National Incident Management System (NIMS). Furthermore, all personnel will integrate NIMS principles into all planning and response operations. IX. APPENDICES A. Alert Roster B. Transportation Service Resource List C. Pick-up Points I-5
